Welcome to Haganenoshiro, The Castles of Steel. With Rule the Waves 2 coming out tomorrow in three weeks, I've decided to try something monumentally stupid but hopefully entertaining: A politics RP meets a game LP. You will be playing members of the Japanese political establishment, voting on members from among you to fill the following positions:

-Head of Naval Construction: Responsible for putting out the design criteria I need to meet when constructing new ships for our glorious fleet,as what ratios we build our warships in.
-Head of Research and Development: Determines our research, and what aircraft we get.
-Naval Attache to the Foreign Office: Handles invasion orders, foreign policy, and espionage priorities
-Chief of the General Staff: Assigns vessels to regions/Squadrons, determines training, constructs structures, and apportions the budget.

Specifically, each update will be 1 month in game. At the end of a decade in game, we'll hold new elections, voting for a group of players to fill each position, and for each position the player who gets the most votes takes the spot.

So for now, we need the first Elections. Go ahead, write up a biography and platform for your avatar in here, and start politicking. I hope to have the election finished by the release date.

Hello, I'm Ito Asahara, and I'm running for Head of Naval Procurement.
My policies are more guns, bigger guns, more speed and less armour. For you see, if you go fast, you do not need armour. Equally, she who shoots first, shoots loudest, or something. Either way, death to the enemy, victory to Japan, lets burn some American carriers.
 
Keiji Fuyuwa: A man of a samurai family, whose homosexuality is something he works hard to keep secret. His wife is understanding, and he considers that he is very lucky to have such an understanding beard. Will retire in 1920-1925, because the same people running the navy for 50 years is dumb, and he'll be replaces by a more aggressive, stupid and younger nephew.

- Naval Construction: Big Ships, Big guns traditionalist. Favors balanced battleships and ACs/BCs in roughtly equal numbers.
-Favors Surface ships over Submarines, over Aircraft.
-Generally balanced research, low espionage levels
-Will try to gain security through treaties and delay the onset of war, even at the cost of prestige,
-Favors showing the flag, putting ships into reserve to stretch the budget, and discipline.
 
Kishi Kasuke (岸 家介) is running for Naval Attaché to the Foreign Office!
A staunch Japanese nationalist, he believes that an alliance with the British is the best way to counteract the Russians' and the Qing Chinese's influence in the region. He prefers economic and colonial domination to out and out war, but is not above using the armed forces to force other nations to concede to the Empire what is rightfully its.
 
Well. Since I don't have enough people to actually fill the slots, I'm going to split things up as such:

Kishi Kasuke @Desdendelle will be Attache to the Foreign Office and also will have Espionage rolled into his purview.
Keiji Fuyuwa @Vehrec will be Chief of the General Staff, as well as handling the duties of Head of Construction
Ito Asahara @4WheelSword will be Head of Naval Procurement, as well as controlling our research priorities.

Hopefully I should be able to start playing this afternoon with a first update out shortly thereafter, giving you a chance to put in orders.
 
A few questions:
Are you doing a 1900 start?
Are you building your own legacy fleet and can we have some input on that?
Are you working with historical or game budgets?
Standard tech progression, varied tech progression or slowed aircraft development?

Righto, I'll be Kawakami Gorō (川上 五郎) as Chief of the General Staff championing modernization, expansion, and of course, decisive surprise battles against our foes.
 
Keep it together Keiji...big job, big shoes to fill...lots of hours at the office, but Miyako will be glad for that. More time at home by herself, more garden parties, fewer questions about why there are no children. Maybe I can organize a hunting trip. Must keep an eye on that Gorō character, he's a bit keen.
 
Ito Asahara knows the future: the future is armoured cruisers with big guns.
Battleships are for fools. The Jeune ecole will win out.

I am, but no. It's before the purview of your government.

I'm going to do game budgets and varied tech. Weird but hopefully balanced.
 
Yeah I for one look forward to seeing what the hell varied tech spits out with all the new stuff.
 
Now this is useful to know: apparently sub forces can board and scuttle merchants during battles.
 
I want to see what our CA's we have under construction are- they're apparently about 8,350 tons each, if they are of the same class. I sincerely hope they have at least 4 8-inch guns. The Fuji class seem adequate, and I am willing to build more of them, with improvements being mostly to armor thickness or secondary battery.

I'm also going to issue a requirement for a Protected Cruiser to lead our destroyer flotillas and conduct raiding actions. Said cruiser must make at least 26-27 knots, mount at least 4 5 inch guns, and should be about 3-4 thousand tons. Long range and colonial patrol may also be part of such a cruiser's role.

I would like to bring up our destroyer numbers to give us more escorts-but this is a matter of doctrine, and I will bow to my superiors in this matter.

We absolutely need some light cruisers, and I'd suggest they carry closer to 8 5" guns in order to be effective fighters and convoy escorts.

Engines and coal bunkers before guns, but I'd be willing to accept a decrease in size to 100mm guns if we take the numbers up. I don't think we can mount enough guns to match up favorably against the Russian designs without a torpedo flat, and I don't know what the odds of that fitting into a light protected cruiser are.
 
Once our new Armored Cruisers are finished building, I would like to see the research budget increased to 12% and some funds go to slipway size expansion. Currently we must rely on Western Imperialists to build our battleships; we cannot have national security until our domestic shipbuilding industry is developed.
 
Alright, apologies to the team, but I accidentally hit resign instead of exiting, like a dumbass. At least I hadn't actually made any progress. So, here we go again.

It is 33 Meiji, Koki 2560. What you see before you, honored General Staff, is the extent of the Japanese Empire.

One day, the sun will rise on all of it. But for now, we have problems.

Our first problem is that we're broke. Italy has more money than us. This also means we're outnumbered by almost every other nation in almost every catagory... There is one bright spot though. France is our major rival at the moment, following the Triple Intervention, and they're only moderately more well equipped than us...

They're also building our battleship right now.

We're also not very happy with Germany and Russia after that whole intervention.

The fleet isn't terrible. Fast destroyers, moderately gunned, and even our battleship is fairly quick, though the new Shikishima is... well, now you know why the previous naval administration was fired. AA guns? Are we meant to hunt down barrage balloons?


Finally, we have no guns bigger than 10 inches, and our 10-inch guns are really not especially good, being completely inferior to our 8-inchers.

It's time for the first round of orders. Hopefully we can salvage this situation in the name of the Emperor.
