With respect to the Matriarch of Planquest, I don't think Plan Technological Advancement is very good? Slade's Offer doesn't actually progress our goals:

The new battlefleet would be significantly better in handling, in hardiness and in armament than the older ships that are due for rebuilding, but they are also expensive and time-consuming to build. First step is to build the skeleton, season the timbers, and lay out the masts and other materials as well – once it seasons on the stand, it can be built up to sail. Costs 30 budget per die, -20 Budget per turn maintenance.
It's about laying down new construction for new ships of the line, when our goals are this:
Focus: Shipbuilding, complete 2 runs of emergency frigates, a rebuild of the mainline battlefleet and copper sheathing of the American squadron.
I'd put Slade's Offer as a stretch goal, but we've only got four turns, so we can't really afford to delay starting the multistage projects we need to show progress on in order to start a multistage stretch goal.

this is an interesting point, if we don't refurbish the old ships do they just run down to wrecks?

That being said qualitative edge on ships of the line does make sense to me.

Ultimately though we are playing a spendthrift fighter, are we not going to choose shiny ships?

Yes, new-build will fulfill the goal for rebuilding the battleline. At a greater cost, and Parliament might ask questions about that. Does the Navy really need those ships? :V
So, if I understand things correctly.

We're supposed to pick one of the two options. Either a refurb, or new builds, with the latter being a bit of a political hassle?

Slade may improve our battlefleet's ships, but the fact remains that our main power is in our qualitative advantage of men and office. Commissioning Slade would be far more expensive and far less easily handled, whereas rebuilding would be more economical and less of a hassle while still not compromising our strength.

In dealing with Parliament, one must always keep in mind that not spending the budget means the budget will get cut. That and if we are actually successful in refurbishing the current fleet, Parliament will dig its heels even more against any future proposals for new builds.

The goal of this plan is to make a big start on our frigate objective, and improve the conditions in the Navy this turn.

Better food (Auditing the Agents-Victualler , Pre-Empting the Harvest) , improved healthcare (Cleaning the Naval Hospitals) , and better leadership (Dredging Up Officers) should result in more sailors willingly joining the Navy and a reduced need for press-ganging.

With 3 Dice and our shipbuilding +10, we should finish Stage 1 of the Frigates this turn. Hopefully we will be able to complete Stage 2 of the frigates next turn, and start the rebuild of the battlefleet the following turn.
(Seasoning Stage 1 & Auditing the Yard Commissioners) should help with the battlefleet rebuild once they are completed.

Have you considered the maintenance cost of your plans, and what it will do to the budget of the next few turns?
Additional Funds has maintenance -5 per turn , The Great Rebuilding -15 per turn maintenance , Slade's Offer -20 Budget per turn maintenance

IMO , it would be better to complete our frigate objective and only make a start on the other two.
