I'd put Slade's Offer as a stretch goal, but we've only got four turns, so we can't really afford to delay starting the multistage projects we need to show progress on in order to start a multistage stretch goal.Focus: Shipbuilding, complete 2 runs of emergency frigates, a rebuild of the mainline battlefleet and copper sheathing of the American squadron.

They get hulked or they basically sink/get damaged to nothing, yes.this is an interesting point, if we don't refurbish the old ships do they just run down to wrecks?

You can do both, but yes. The latter is a bit more political hassle and takes longer, but is better for the Navy in the long run.We're supposed to pick one of the two options. Either a refurb, or new builds, with the latter being a bit of a political hassle?
