I must say though that only 4 options per turn is an extremely limited number, especially when every two turns you have an action locked to write things up, and you have to get evidence to use on that pretty much locked action.
It is quite unbalanced and basically unsustainable...
If you at least give to kinds of actions, one to do research and the other to do other things it may be different.

Well if you break it up 2 intestivage 1 writing and the last personal all is fine really. The turns in between we need to be strategic and choose the most important things. Things we need not things we want.

I gave a request help precisely for that reason in turn 1.
you can gain more action by asking for help or gaining some allies in the region... something you don't have yet, seeing as you are a war journalist in a region you aren't from In a web you do not understand.

It will also give you an extra turn to investigate around, so three turn deadline, instead of two... and the possibility yo gain authorization to hire staff, make more important connections around Ishval, become a major player in the war, by just covering it with such claim..
you will also face more dangerous challenges... from people who want to shut you up.
Farmers mostly... but once Central was founded and grew into a major city, they immigrated to the place, first as artisans, then as alchemists... later as industrealists.
Alchemy is in the blood though... and the cruelty of industry never suited family.
