Salutations, High Admiral! Due to the unfortuitous demise of your predecessor after being lost at sea aboard the Zenta, the KuK Kriegsmarine's civil leadership has elected to promote you to the position of Commander in Chief of the KuK Kriegsmarine, with all rights and responsibilities forthwith. As a result of your past experience in the fleet and actions with honors, we would like you to get to work posthaste on all matters of the fleet. Included with this letter is a complete dossier on all our current classes and ships forthwith. What you make of it is entirely upon you, however, we would prefer a cautious approach to your new position until such point as you are comfortable with your new duties.

As the latest in a long and glorious string of High Admirals, your mission objective is threefold. First, you are to ensure that political directives and realities of state are reflected in the composition of the KuK Kriegsmarine, and also that the KuK Kriegsmarine is fully supportive of actions of the Naval War Office. Your second objective is to ensure the KuK Kriegsmarine is suitable for duty in all regards for war, in determining the fleet status, ship manning, construction schedules barring Naval War Office political oversight, and the development of weapons and tactics for the KuK Kriegsmarine. Your final directive is to ensure that the line officers, most notably our current fleet commanders Adm. Haus, Adm. Schiftlgranger, and Adm. Istven, are prepared for any engagements, as well as to listen to their feedback regarding any issues with the current fleet.

KuK Kriegsmarine Headquarters

Welcome back, High Admiral. We here in the Headquarters Building are happy to welcome you to your august new station with all pomp and ceremony. Fortunately, your predecessor knew his way around the job, and hadn't embarked on any major projects before his untimely demise. We currently have two armored cruisers under construction, the Sankt Georg, lead ship of her class, and Donau, another lead ship. Both are adaquetly armed and armored, although some may consider the Donau a little slow for her role. It doesn't matter, though, seeing as I'm sure you'll want to make some changes down the line.

The current force structure is composed of two Budapest and two Monarch class battleships, two KuK Maria Theresea class armored cruisers, the protected cruisers Szigetvar, Zenta, and Aspern, and three Leopard class and five Spalato class destroyers.

Research and development is currently eight percent of the budget, and no major breakthroughs have happened recently. No special training expenditures have been occurred, nor has the Office of Naval Intelligence begun any foreign missions. The budget is currently in the black, with six hundred thousand kreutzer in the expected monthly overrun and 2.6 million kreutzer in the bank. No ships are on standown or in mothballs, and the Sankt Georg and Donau are presently under construction at normal pace.

In sum, the Navy is in good shape. Please don't ruin it, Grand Admiral.

Haus, Main Battlefleet Commander

So you're the new High Admiral, eh? Good to meet you- Adolf Haus, at your service. I remember back in Lissa with Tegethoff, now, and I've not much more in me than commanding the battle-line: it's why I don't have your hat right now. Either way, in battle you can trust me, as long as I have the weapons to fight it with.

Right now, I'll be frank: I don't have those weapons. Our battleships are sorry wrecks, all underbuilt and under-gunned. I wouldn't put it past an armored cruiser to make mincemeat out of a Budapest, and the Monarchs are undergunned as all hell right now. Armor-wise, they're not terrible, but the main batteries are too light with 22.8 cm guns and the 15.5cm guns aren't enough to reliably chew through another ship before they're gone. They're even too light on torpedo-boat guns, and that's saying something. Seven point fives are light enough to bolt on scads, but three and four to a broadside is madness.

If you get me more ships, and hopefully better ones, then I'll say we stand a chance.

Schiftlgranger, Scout Forces

Hello, High Admiral! I am Conrade Schiftlgrnager, Admiral of the Scout Forces! My dominion is the light forces of the fleet, the armored and protected cruisers we've got and will get! When we get into a real war, my men will be the front of the push and last to leave the damn Italian waters!

Eh, business? You don't want to talk business right now, High Admiral. You really don't. After the previous Hgh Admiral took his cruise on the Zenta, we've been in a live and let live position with the Naval War Office. If you'd seen the plans for the repeat of the Szigetvar, then you'd understand. That ship is a lemon, no two ways about it. They don't listen to the commanders, though, and they barely listen to us upper half admirals. Breaking Pola over your knee will be tricky, no doubt, but it needs to be done.

The rest of my ships? Alright, I'll be frank: they're jokes. Two 22.8cm guns ain't gonna cut it, and a short handful of 15.5 guns won't make up for that on the armored cruisers. Worse, they're slow. The one and only good thing about the Sankt Georg is that it makes 22 knots- and that's not worth the loss of the pissant 22.8cm guns. We can make double turrets, by God, and we need to to get our ships to carry enough firepower. The protected cruisers are better, but not by much- I've already explained the Szigetvar, and the Zenta is really the only good one. Not that Aspern's crew doesn't try, bless their hearts, but trying won't save them from an armament of 10cm guns. Poor bastards.

Istven, Light Forces Commander



...Grand Admiral. I am Admiral Istven. I command the torpedo boat destroyers, torpedo boats, and specialist units of the KuK Kriegsmarine. It is a good job, I like it.

… yes, my ships. The Leopards are not good. Not enough guns, not for our poor torpedoes. The Spalatos are better. Both are fast enough for now. Won't last long though. Always need more destroyers.

… other projects? I will see what I can do. My people are interesting, there'll be something.

Votes will normally be by plan so as not to make the Vote Counter have an anyuerism which it loves doing. Each turn you have opportunities to direct the KuK Kriegsmarine in new directions, hopefully within the political direction of your overlords at the Naval War Office or the Emperor. All shipbuilding and combat is being modeled through the very excellent simulation Rule The Waves, so if any readers have experience with the simulation system don't tell anyone else. It'll be more fun that way.

A world war is inevitable at this point. Perhaps if we could have intervened during the formation of Germany we could do something, but not in 1900. I don't want to support a plan that works at a futile effort. Besides, a Destroyer/Carrier/Sub focus is the way to go.

Why does the Budapest class have 3 main guns? That's weird and dumb. Also, why in the name of all that is decent are the main guns of all our battleships 9 inch! I've seen armored cruisers from years ago with bigger guns!
Of course, we're not made of money, so we'll have to make do.

Salutations, High Admiral! Good job presiding over the last eight months. The only direction from the Naval War Office at this time is a suggestion to lay down at least two Armored Cruisers or three Light Cruisers to shore up known weaknesses in this area.

KuK Kriegsmarine Headquarters

Welcome back, High Admiral. The design studies for an Armored Cruiser you requested are done, and all have passed Headquarters analysis. If you have any future recommendations for our internal selection process, don't hesitate to send them to our office mail- we'll be sure to take them under advisement. As per your orders, the Donnau in construction has been abandoned, and we've handled the results appropriately.


In the Intelligence Report, Itally has launched eight destroyers, France has launched two destroyers, and Germany has launched three destroyers.

The current force structure is composed of two Budapest and two Monarch class battleships, two KuK Maria Theresa class armored cruisers, the protected cruisers Szigetvar, Zenta, and Aspern, and three Leopard class and five Spalato class destroyers.

No special training expenditures have been occurred, while the Office of Naval Intelligence begun small foreign missions on the rest of the Major Powers. The budget is currently in the black, with one point eight million kreutzer in the expected monthly overrun and 17.3 million kreutzer in the bank. No ships are on standown or in mothballs, and no ships in construction are on hold.

It is the recommendation of this office to spend some money on anything, really. If the Treasury believes us to be hoarding funds for no reason, we will encounter sequestration from the Hungarian parliment. Needless to say, this is bad.

Hello again, High Admiral. It's been a while. Nothing new in my neck of the woods, and things have gone wonderfully. Needless to say, I still need my new battleships if we're to stand a chance in serious conflict.

Ah, High Admiral! Wonderful, just the man I hoped to see. I've got a few things to say about these design studies, let me tell you!

The first proposed design is simply garbage. While she might make twenty knots, and be armed with 25.4cm and 17.8cm guns, that's a low bar to clear for design. Four inches of belt armor and three and a half for the upper belt are not going to be durable enough to fully resist enemy shellfire, and five seven point fives are still too few torpedo boat guns. It's better than what we have now, though.

The second design, for all intensive purposes, is a repeat of the KuK Maria Theresa class. I don't need to tell you to avoid it, do I?

The third class to my mind shows the best chances in a modern battle. Four 25.4cm guns and a seven-gun broadside of 15.5cm guns is a very good armament, and 22 knots is a good speed too. The belt's a little thin of course at only ten centimeters, and she only boasts a six torpedo boat gun broadside, but that's life. Humerously enough, at thirteen thousand tons, she's heavier than our current battleships with bigger guns to boot!

Don't tell Haus, please. He'd get so jealous.

Anyway, fourth design. Not total garbage, mind you, but pretty close. Our 17.8cm guns aren't so good, so needless to say eight of them in dual turrets is a great plan, no? Seven and a half millimeters on the belt, 22 knots of speed, and a seven-gun broadside of torpedo boat guns isn't a very good protective scheme either, and the only good thing I can find about it is the fact it's so cheap that Ganz could build one as a test model and sell it to us after the fact!

I'll leave the decision up to you, but it should be obvious which one I like.

Is this second design Adria or third design Adria? Half-arsed 1900 battlecruiser or the crappy one?

For the record, battlecruisers will have their own design studies once you get to the point you can build them. These are all strictly armored cruiser designs.

Sorry, I didn't check this earlier. You might also be able to steal some tech by building in a foreign port
