If they have a sufficiently powerful decoding system like the Shalantri, then they could do it, however it's unlikely that they could do it in a tactically relevant time scale given it seems like it's taken the River a while.

The weapon seems large, powerful, etc which I assume means hard to hide? Taking it with us to on a diplomatic contact attempt seems like a bad idea, and seizing it at great cost only to have to cause it to self destruct seems wasteful. Hopefully we can make a clean break without the need for overwhelming force…
