Of course, but it's usually dangerous in a more state-preserving direction because it derives its power from the existence of the state. The civil wars might rage and pestilence can go through the land, but as long as the taxman comes, the state still stands.
I'm in full support of the decentralized cultural victory. I'd rather have diplomatic power spread through our upper crust than physical power over the close countryside that will probably get consolidated. Along with that I'd like to keep our power decentralized by supporting the Onenemekene who will drive the conflict and dynamism of our culture while the support for the priesthood allows for more cultural unity.

your's is not the best quest I have participated in but it is also far from the worst but ya I know the feeling I stopped writing these because I am the same way XD just can't keep up the desire to do these lol.
