It's a warband. Meaning also traitor guardsmen, minor daemons and warp-spawn*. CSMs are like minor gods on the battlefield true, but they're also almost as rare.
If you roll badly on encounter, then sure you'll face CSMs. If you're not at the tip of the spear then likely other Chaotic forces.
*And Dark Mechanicus and whatever else they can accumulate. Not only CSMs.
 
[X]Weapon Drills: Get the men lasguns, and under the banner of practice see how much weaponry your men can 'lose'. Sure, it's fraud - but better fraud than murdering your men by poor equipment. Underequipped Removal(0/300) (+50/turn). Roll d100 for equipment found (i.e. progress on previous), roll d100+CHR for convincing the governor for help. Underequipped improves by +50 per turn by default.
[X]Investigation: Work with Hase on the officers and the senior noncoms. try to find out where the pilferage occurs and narrow it down. Better to stop it while in friendly territory after all. Roll d100+INT for investigation DC40/80, roll d100+CHR for relation improvement with Jerica Hase.
[X]Ministering: Your priests have arrived and the Frateris Militia contingent that guards them. Meet them early and try to use them to prepare the men for Chaos. Roll d100+CHR+10 (Priests) for morale improvement, reveals battalion morale status.

This may be confirmation bias, but the SV forum dice roller treated my quest players about the same way. :\

Eh, we'll just have to take it as it goes.
