There's the treaty, and there's also the wishes of the Hong Kong people. The United Kingdom is a nation we'll known for its democratic tradition, and that tradition extends to the people of Hong Kong, who would prefer to remain an autonomous overseas territory of a nation that does not suffer from economic mismanagement and tends to violently suppress the peasantry of its nation who still live in conditions not very different to when the treaty was signed. To ignore the rights and wishes of the Hong Kong people would go against our very principles, principles one might find missing in the Government of Nanjing.

That aside, we can bring issue to the World Congress, where we can settle this in an open forum and all can bear whitness, because if China would wish to stomp on Hong Kong's right to self determination to satisfy its own obvious anglophobia, let it make its case there.

We condemn the outright attempt to trample upon recognized human rights made by the Chinese government. We had hoped to come to a solution regarding the coming end of the 100 year lease of the Extended territories of Hong Kong, and in the spirit of protecting Hong Kong's right to self-determination, offered to invite the World Congress and Chinese government in overseeing a refurendum to determine the true wishes of the Kong Kong people, who have enjoyed their status as a prosperous autonomous oversees territory of the United Kingdom. In response, Nanjing quickly rejected the voice of Hong Kongers and any such mediation. It worries me deeply that Nanjing would so quickly resolve to reject any inclusion of the people of Hong Kong in discussions regarding their very future, out of a very simple and immature fear of rejection in such a refurendum.

Truth be told, any government willing to stoop so low as refuse basic human rights to save face is clearly no better than the oppressive regime in Baghdad, or the Romanov regime which for many generations trampled on the rights of the many now recently independent nations chafing for freedom. We recommend all nations re-evaluate their relations with the current government of China in light of this grave threat and warn all to remain wary. We shall forever stand for Hong Kongs's right to determine its own fate, and hope anyone else would do so in our position.

Prime Minister Milosevic speaking to press in Belgrade.​


Speaking today from the steps in front of the House of the National Assembly in Belgrade, the Prime Minister spoke at length regarding the current situation within the Kingdom of Greece. Milosevic was quick to state however that this was not just a question of unrest within another foreign nation but just another symptom of the systematic repression of South Slavs and Albanians by the Greek Monarch. The move by Greece to annex both Albania and Macedonia has long been a point of contention for Serbia, seeing itself as the natural protector of the South Slavic peoples who had long been cut off from their Slavic brethren due to geographic distance.

For a long time, Serbia had stood as a monarchy along with other Russian allies in the Balkans, repressed from its wish to unite or at minimum liberate the South Slavs from outside rule. With the recent coup and the current 'democratic' government still remaining highly popular within a year of the revolution the fiery speeches of Milosevic continue to gather crowds of thousands in Belgrade and reach millions of other Serbs via television and radio. Milosevic made an open call to the other South Slav nations to join Serbia in their goal of freedom for all South Slavs and the return of Serbians to Serbia. Looking particularly to Croatia and Bulgaria to commit to the South Slav cause and look to their brother people's for their friendships and alliances.

Furthermore, Milosevic declared that should the international community continue to ignore the plight of those oppressed by the Greeks then surely their remained no choice but material support for the liberation of these people's from Greek oppression. Openly lauding the efforts of the various Serb and Macedonian Liberation groups and pointing to the highly effective campaign being waged by the Albanians, the Prime Minister stated that unless Greece takes 'concrete steps' towards withdrawal from 'unlawfully annexed' territories that it had taken from the 'South Slav' people then considerations would have to be made for unilateral intervention to help the 'oppressed and repressed South Slav and Albanian people'.

Relations between the Republic of China and the Empire of Japan had, historically, been fraught. Japan's support of the rump Qing Dynasty state in Manchuria, China's loose ties with Russia, and the ongoing "situation" regarding Formosa/Taiwan remained sticking points preventing any serious attempt at normaliziation. However, with the end of the Great Game and the swift, and by all appearances successful, reunification of China, the way seems clear for a new era in Sino-Japanese relations. Today, the first steps to bring about that era were taken, when (following high level backchannel talks), Chinese President Hau Pei-tsun announced his plan to attend conduct a state visit to Tokyo, at the personal invitation of Prime Minister Watanabe.

Plans for the visit have already been announced, and include a reception and joint-press conference between Prime Minister Watanabe and President Hau, and a formal audience with Emperor Hisahito, the Empress Atsuko, the Crown Princess Michiko, and Prince Nobuhito, only son of the Emperor's late brother. Nobuhito's inclusion at the formal audience is seen by many as a tentative step towards formalizing him as the designated heir, as Hisahito's only child, the Crown Princess Michiko is ineligible to succed him due to the 1938 Imperial Household Law, which formalized the succession to Chrysanthemum Throne as limited to the male line of descent. Regardless, this represents a quantum leap in Sino-Japanese relations, and while the far-right nationalists have called the move "premature", many are celebrating the move. While no plans for a formal recognition of Japan's sovereignty over Formosa have been announced, unnamed sources in the Japanese government have said that talks between the two governments are currently underway.

When pressed for comment as to whether the recent and ongoing disputes between China and the United Kingdom, Japan's longtime ally, over the status of Hong Kong would affect the visit, Press Secretary Murakami demurred. "The Japanese government hopes the situation regarding Hong Kong is speedily and peacefully resolved, to the satisfaction of both parties." was his only comment.

The collapse of Russia brought about many changes to Europe, and some questions that were left unanswered were brought up once more. The cracks within the European Concordant were visible before the mighty Eastern Bear fell, but now they could no longer be ignored. Thus, France, in its obviously weakened state, sought to shore up economic relations with its neighbors who share their sentiment towards the North German Federation, the current powerhouse of Europe. The Benelux Federation has long since had high relations with the Kingdom of the French, and considering the Prince Royal's presence within European politics soon about to be granted complete legitimacy following his ascension to the throne, a deal was crafted between the two polities.

Three organizations were to be created, all with the complete and full consent of all parties involved, focusing on cooperation for economic strength and progress. The first, was the European Coal and Steel Community (ECSC), which created a common market for coal and steel between all parties signed, effectively preventing any future war between France and Benelux with the stroke of a pen. The second, was European Atomic Energy Community (EAEC or Euratom), which joined the individual nation's markets for nuclear power, essentially combining their arsenals and potential for growth into one combined commission. Finally, the last, and most important, was the European Economic Community (EEC), which strove to bring about economic integration, including a common market and customs union, and eventually, a complete single market, known as an internal market, which allows for the free movement of goods, capital, services, and people within the EEC. All of these combined were to be controlled and regulated by a single entity, known as the Western European Community, which devolved into four institutions: a High Authority composed of independent appointees, a Common Assembly composed of national parliamentarians, a Special Council composed of nation ministers, and a Court of Justice. The first Commissioner of the High Authority (the executive branch of the WEC) was a Luxembourgian, Jacques Santer, dubbing the inaugural governing body of the WEC as the "Santer Commission."

A Man, A Plan, A Canal, Siam

Kra Canal proposal

For the majority of the Great Game the Kingdom of Siam was a quiet, unimportant state. Siam was not the site of some major strategic chokepoint like the Ottoman Empire had been nor did it possess a mighty military or great resources. Siam was just some minor piece of the background where some British and Japanese investors decided to sink their fortunes into the local economy. However late into the Great Game this peace and quiet was swept away by a bloody coup.

In 1978 General Samak Thakral usurped the weak, ineffective Chakri Dynasty and proclaimed himself King of Siam. Obviously both Japan and Great Britain shuddered a bit at the idea of change, but their fears were assuaged when Thakral was apparently content to maintain the status quo. However in 1982 King Samak's policies suddenly changed as became extremely hostile towards Britain. Immediately the British government developed a plan to intervene and restore the Chakri Dynasty. The intervention however would never be launched as Japan, who Thakral acted very favorable towards, sternly rejected and condemned any British plans to intervene. This of course contibuted to the deterioration of Anglo-Japanese relations.

The course of the last decade in regards to Siam and Great Britain has seen both countries develop a rancor against one another. King Samak has released a number of outrageous statements defaming the British Empire, Britain in turn refuses to recognise his government. It is also believed that Samak's government may be behind the funding of separatist and terrorist groups in British Asian colonies, protectorates, and allies. However with the unfathomable extent of the Russian Empire's covert operations before its collapse and the chaos that followed that collapse it is somewhat hard to tell who is really funding these groups. On the other hand it is widely expected that MI-6 has made five separate attempts on Samak's life.

The most recent attack that Samak has launched on Great Britain is beyond a doubt the gravest one. Samak revealed to the world that the over the course of the last several years he has had the Kra Isthmus surveyed for a potential canal. This Kra Canal would directly challenge the British dominated Strait of Malacca trade route by creating a shorter, cheaper route. The potential financial damage that such a canal could cause to Great Britain and its Malaysian dominion is very severe. Additionally, the apparent results of the survey were that a wide, deep canal could feasibly constructed at any of multiple different sites, it was only a matter of securing the funding and technological support of a major economic player, like Japan or China.

We repeat: The World Congress is willing and able to oversee any referendum in any region of the world so long as there is adequate protection for its crews and overseers, however this referendum would be, for all intents and purposes, non-binding without the consent of the Nanjing government.

(BBC Venice - April 12th, 1991) With the passing of the recent State Elections for the Venetian legislature, the Venetian separatist party, Liga Veneta, or Venetian League, has become the single largest party in the region. However it was unable to constitute a majority government thanks to the last minute coalition between the United Conservative Party of Venice, and the Liberal Party. These two once antagonistic political groups have come together to form a coalition government in order to block the Venetian separatist movement from their ultimate victory: A referendum on the status of Venice in the South German Confederation. Anti-Austrian and Anti-Confederation sentiment has been on the rise among Venice's lower classes and urban poor for some time, complaining that the promises of prosperity offered to them by the national government and the Confederation as a whole have not arrived, and the dominance of the economy by "German elites" have left "Venice without a national economy", and has found a following among Italian/Veneto (which has seen a revival of sorts in recent years) speaking students in universities, which the leadership claims has led them to decide that now was the time to "take their country back" from the multi-ethnic, multi-national South German Confederation. The Conservatives, Liberals and smattering of "independent" conservatives and liberals in the local parliament have already blocked a measure that would commence a tabling of a discussion on Venetian independence, which has led to anger and even walkouts from Liga MPs. The Liga itself was able to finance a strong and ever present public campaign that took advantage of the media and outlets from television to email in order to get out sympathetic voters, many have called into question the dodgy responses from the Liga in regards to queries of where the money has come from.

President Roja's mass purges of low-level cartel members has triggered retaliatory strikes by the Medellin and Caracas Cartels. Across the country, Anti-Narcotics headquarters are being targeted. Bombings and shootouts have been occurring weekly even as mass arrests of low level cartel members and several high profile arrests chip away at the cartels' command structures. Evacuations and street fighting have become increasingly common as both the cartels and government forces turn to more severe actions.
The situation in Medellin is particularly dire. Evacuations have been ordered for several neighborhoods in the city, as well as for the campus of the Pontifical Bolivarian University as fighting between police and cartel members spills from the slums and into the rest of the city. A state of emergency has been called, and military forces have been deployed to the city to protect civilians and crush the cartel.

The governors of the Ecuador and Guayaquil have been arrested for charges of corruption. Mr. Pastor and Mr. Ibanez were arrested after documents seized during the arrest of drug kingpin Emilio Frias, also known by his pseudonym as "Mr. Jones", contained records of bribes going back almost a decade to the two governors. It is reported that Mr. Pastor used his position as Minister of Transportation to deregulate international shipping in exchange for approximately 300,000 pesos per month delivered via various shell companies as campaign contributions. Mr. Ibanez received 1 million pesos through a similar method to impede demolition of favelas used by Mr. Frias' cartel. An emergency election will be held within the month to fill the governor seats. Members of President Roja's Moral Society party are the favorites for the positions.

How low the once mighty have fallen. The Democratic Republic of Russia, currently led by the People's Constitutionalist Movement, has arisen from the ashes of the Russian Empire following more than a generation of economic mismanagement, systemic corruption and spiraling ethnic and nationalist tensions. But the troubles of the Empire did not die with it: corruption is still rife, the Russian mob's influence seems to continue unchallenged, the national economy continues to contract and many of those so hopeful to see the Romanov's removed from power have realized that democracy and republicanism might not be everything British propaganda had promised. Wages have shrunk, inflation is high and many are unemployed, particularly following the downsizing of the Russian state's once formidable civil service. The respect for the newly erected democratic institutions are practically nonexistent, the strength of the Mob grows daily and many fear a "Sicilizanization" of Russian politics with members of the Duma becoming little more than puppets for powerful mobsters and corporate oligarchs who are in bed with one another and occasionally war amongst themselves. Not all is lost, and many feel that if Russia could land on her feet she could wind up making a great comeback. Ethnic Russian and Russian-speaking communities, fearful of violent reprisals and repression of their culture by newly formed national governments, dot many border territories in countries like Latvia, Estonia, Belarus, Ukraine, Georgia, and Kazakhstan (among others) and are actively looking to Moscow, appealing for diplomatic, if not outright material, support.

Internal Events:

The implosion of the once mighty Russian Empire has left Russia in a state of flux, with numerous breakaway republics on its borders, and a series of political and economic crises to manage. The People"s Constitutionalist Movement, a union of half a dozen pro-Democracy parties in the State Duma; finally succeeded in forcing the Tsar's abdication and abolition of the monarchy, and the subsequent establishment of the Democratic Republic of Russia under the promise of "a new nation and a new constitution for the Russian People"

Georgy Oleshin, MP, as leader of the largest party in the coalition, was elevated to the Premiership, while an act of the Duma and State Council elevated Anatoly Semenov, former head of the Moscow Govornate and a vocal leader of the PCM, to the post of interim President. New elections and a constitutional convention are slated for the coming months.

Economic Status: Poor

Russia's economy continues to struggle in the wake of the Empire's collapse. Graft and corruption are rife (as they were in the waning days of the empire) Various oligarchs, already empowered by years of weak Imperial oversight, jockey for control of major industries and resource centers, anxious to secure their positions in the post-Imperial hierarchy.

Unemployment is becoming an acute problem in many cities as the new national government struggles to get its arms around the issue and respond.

Military

The collapse of the Empire has left the military in a state of flux - withdrawal of forces from the breakaway states has a patchwork and often disorganized affair, with some units defecting to their newly independent homelands, while ethnic Russian troops who found themselves cut off had to make a tense withdrawal, leaving behind equipment or having it seized, including nuclear weapons in Ukraine and Kazhakstan.

From a high of nearly 5.5 million troops in the 70s and 80s at the height of the Great Game's tensions, a force that threatened to roll across Europe if were ever unleashed - the Russian army today numbers less than half that - certain to contract further in the years to come as the budget crunch intensifies.

The navy is not much better off and finds itself facing logistical challenges as well as a lack of funding. The Baltic Fleet had to withdraw from its forward bases in Latvia back to Kronshtadt. In Crimea, the Russian Black Sea Fleet holds Sevastopol Naval Base, now cut off from Russia proper. The Far Eastern fleet suffered numerous defections, sapping much of its strength as they ferried the fleeing Tsar and his loyalists to Aleskya.
