Yup, I got it. Over in MfD the majors were on the order of 1200-1500 ninja total across a couple dozen clans. If the Fuki are 1000 all by themselves, that suggests that Waterfall might be significantly larger.

This technique summons a massive spiked tetsubo (10-15 feet long) which is made of earth hardened with chakra. The chakra flow lightens the weapon, letting the wielder use it as easily as a much smaller weapon.
The caster floods their zone with lightning chakra. All lightning jutsu currently in effect in that zone are enhanced. All lightning jutsu cast during the duration of Raiton Flood are enhanced. Bonuses are lost whenever the effect of a jutsu leaves the zone of Raiton Flood. Raiton Flood does not move with the caster.
The enhancement is applied to both level and Effect:
Level gains a bonus of +(2 x Raiton Flood Effect).
Effect gains a bonus of (½ x Raiton Flood Effect, round down)
Multiple instances of this jutsu can be in effect at the same time and their effect will stack, but Raiton Flood does not affect other instances of Raiton Flood.
Maintaining the flood requires a measure of chakra control by the caster; sufficient distraction could make the caster lose control of the jutsu, causing it to break and backlash painfully through their chakra coils. If the caster takes damage while their Raiton Flood is in effect then the Raiton Flood breaks (i.e. ends immediately) and the caster is hit with a mental attack of strength (8 x Raiton Flood Effect) which must be defended with Resolve. If damage results from this attack, it goes on the Mental stress track.
Note that this affects all lightning jutsu, including those cast by enemies.

Supplemental: Cast Raiton Flood at Effect 3 for 36 CP. This will provide a 6 point bonus to the level of all lightning jutsu in the zone and a 1 point bonus to their Effect so long as they are in the zone. (6 = 2x3, 1=(½ x 3, round down)) He is at 255-36 = 219 CP
Youta's Stormspear will have an effective level 43 and an effective Effect of 2. The Effect bonus is irrelevant because for SS it only applies to range and the bonus will be lost when it leaves the zone
Ken's Galvanic Bullet will have an effective level 41. The Effect of GB is always 1 so the bonus to Effect doesn't matter

The caster stands still and unleashes a rotating wave of earthen chakra into the ground around them, creating an effect like a whirlpool but one made of dirt, sand and stone that occupies the adjacent zones and attempts to pull enemies under, with the caster standing in a safe "eye" in the center of the effect. Although not specifically damaging, this technique is excellent at placing aspects like Buried on enemies or taggable aspects like "Destroyed Terrain" on the environment.
We're at 2750 XP earned. That is 47 jutsu submitted, and another 16 stunts on top of that (which were valued at half the value). I am going to slow this down a little by offering only 25 XP flat for every jutsu or stunt submitted. The original PSA has been edited to reflex this.
The caster's hands are coated in a sphere of whirlwind chakra constructs, preventing the user from casting jutsu.

This technique requires refined chakra control as the fire chakra must be modified to project only heat, rather than flame. This heat is projected in nearly-invisible beam from the wielder's hands, showing only as a shimmer in the air, while the target bursts into flames. Lightning still brimmed in Youta's nerves, for once without the use of Raiton: Livewire, as the Takikage's words continued to echo through his brain. Fear, uneasiness, none of his earlier doubts bothered him as instead his mind fixated upon making his leader's words a reality. No amount of preoccupation, however, could've made Youta miss the unexpected whump when his storage seal expelled a scroll he hadn't put in.
The moment his storage seal released a foreign object Youta's immaculately drilled instincts sent his body into action. He immediately threw himself out of his tent, while screaming loudly to alert people about the possible sealing failure. When his body hit the ground, he immediately curled into a ball to minimse the amount of surface area that was exposed.
Heartbeats passed. The nearby Fuki ninja readied their weapons from a distance to fight whatever monstrosity the sealing failure wrought, while their youngest genin sprinted to alert the camp's jōnin . Seconds. Youta mentally readied himself for the salvo of weapons, ninjutsu and explosions which would strike through him. Not even being a scion of the Fuki clan would protect him from standard sealing failure protocols. All he could hope was that his parents would be notified quickly.
More seconds passed. Half a minute. A full minute. Weapons dipped slightly, hand seals readied unwove, and a sliver of hope bloomed in Youta's heart. Then he immediately braced harder than before. The worst sealing failures waited until after hope returned. But no explosion ensued, no otherworldly tendrils of murderdeath crossed into his reality, and Youta sat up.
'It must've been a dud', he thought to himself. Then he yelled out to the surrounding ninja, "False alarm! The storage seal didn't do anything!"
The nearest ninja grumbled, while others ran to alert the jōnin that their assistance wouldn't be needed. Weapons were hidden away, ninjutsu silently dismissed, and a fair semblance of life returned to the camp. Only a small bead of tension gave any indication of the events that just occurred.
Youta was, well, mortified might've been a good word, but plain embarrassed might've worked too. He didn't want to castigate himself for acting like a jumpy genin on their first combat mission, because even jōnin fell prey to sealing failures, but a part of him cursed himself for reacting as quickly as he did. Some of the nearby Mizen clan members, however, did give him thoughtful looks and nodded, which was a balm to his wounds, somewhat. Though he did have to wonder if members of a clan as notoriously paranoid as the Mizen approved, then what did that mean for him?
Youta pushed his thoughts away as he entered his tent and approached the scroll which had caused all of the panic. It likely wasn't a product of a sealing failure, and he didn't recognise it, so what could it be? The scroll was… marked with his clan's seal? Could it have been a gift from his father? Youta felt embarrassed that he'd been so panicked by what was by all means a last second goodbye from his father. Then, fear reentered his soul as he started reading.

But I didn't get to where I am today by letting the little risks scare me, and I definitely didn't get to where I am today just to let my son die when I could've saved him. Himura is gonna be really pissed but that's just what brothers do to each other, right? Don't worry about me - I might've taken myself out of the line of succession, but blood doesn't execute blood. He almost didn't believe his eyes. His father… committing treason against the clan? What was it he'd written about a… Himura? Wasn't that his clan lord's name? And something about the line of succession? The Fuki clan's technique hackers were explicitly apolitical, his father had explained once before, to keep the clan's diplomatic affairs free of any partisan taint. Had his father-
Youta's mind reeled as the personal implications, his own status, and his clan's inner politics tore through his thoughts all at once. Then, he felt faint as he read the jutsu his father had given him.
The user is surrounded by an aura of volatile lightning, pushing their body to greater speed and strength.
The user gains the Aspect "Strength of the Storm", and (Effect) tags on that Aspect per round. These tags may be used on Athletics or any melee skill (e.g. Taijutsu, Melee Weapons, Water Whip), and up to 3 tags or invokes can be used without penalty. The tags may not be passed to others.

This technique is a training jutsu, meaning that it mimics the chakra manipulation and cost of a more advanced jutsu. Once the more advanced jutsu is learned, levels of that technique can be purchased at a quarter of the cost, up to the level of this technique.
Due to a specific agreement between the Fuki and Awaikawa clans, this jutsu has been designed such that technique hacking it any further is exceptionally difficult.
Youta's hands shook, and he cautiously stored the scroll of precious clan secrets back in his storage seal. A tier three jutsu….that was something which would be taught to jōnin. His father had… Youta couldn't find the words for how deeply his father had transgressed against the clan. And all just for him.
His mind was a complete mess. He almost couldn't comprehend the enormity of what was in his possession- quite frankly he couldn't comprehend much at the moment. There'd been far too many revelations and clan secrets in too short of a time.
Youta lied down to simply be.
Laughter drifted in through the tent's walls, as life in the camp soared, while Youta struggled to comprehend what was in his grasp, and what his father had sacrificed for him.
His mind continued to grapple with his complex thoughts, enough so that Youta didn't notice hushed conversation outside his tent, nor did he discern the flap of his tent edge open. He didn't notice quiet footsteps leading up to his cot, or when a presence leaned over his body. Youta definitely noticed, however, when something jabbed his cheek and asked, "Was that fuss a bit ago you?"
Youta's instincts flickered once, nearly firing a series of movements which would have collapsed his tent and given him a chance of survival, but he aborted his action when his mind processed what, or rather who, was in his tent. The past year had been more than enough time to get used to his teammate's antics. "How'd you get into my tent, Rina?"
Youta sat up in his cot, and watched his teammate pop into existence. One moment his tent was empty, then in an eyeblink his teammate was standing in front of him. Even with the myriad of things chakra could do, watching a Sakamoto release their bloodline was still a wonder to behold.
"One of your family members pointed your tent out. I don't think they're completely happy with you, at the moment. So, was it?"
In a moment between breaths, Youta wondered if he should lie, if only to save face. The thought was banished as quickly as it appeared. Asking any of the people who'd responded would yield the truth- lying would be pointless. The less calculative part of him simply refused to lie to his teammates.
"Yeah," Youta ruefully nodded his head, hoping to spare himself the brunt of the teasing. "I thought I caused a sealing failure, but it was a false alarm."
Sakamoto Rina used the next few seconds to demonstrate to him precisely what the value of hopes and dreams was, by pointing at him while laughing herself silly.
"Right, right, laugh it up." Youta hoped that would calm her down, or at least tone her down a little. Rina seemed to take that as an invitation, however, and started laughing even more.
He wasn't quite sure what he expected. Even ignoring what he'd learned in the past year and a half of being a team together, the Sakamoto clan were still known within the Fuki to have some strange senses of humour. At this point, all he could do was let Rina tire herself out.
Youta spent the next minute watching Rina laugh until she was red in the face, occasionally blinking around his tent. He had a pretty strong tolerance for being laughed at, especially after the past year with Rina, but towards the end even his nerves were being chewed raw.
When she started to slow down, Youta asked, "You finished?"
Rina looked like she might start laughing all over again, but when Youta raised his fist she finally settled down. "Alright, alright. I'm done. Only you could cause a panic the first day of the war with a sealing failure, Youta."
"It was a false alarm," Youta complained. "Is this all you came here for, Rina?"
Rina beamed, but something in her expression was complicated. "No, I actually wanted to talk, but then I heard about the mess that happened near where the Fuki were camping and then I got sidetracked…"
"Well, what did you want to talk about?" Rina wasn't normally the one to approach him, that was usually Aika, so whatever's on her mind was probably important. 'At the very least, it would stop her from laughing any more', Youta grouched internally.
Rina looked to the side and spoke, "We didn't really get a good chance to talk yesterday, after Hanashi-sensei told us the news. Aika and I talked a bit, but you were kind of in a daze. Are you feeling alright now?"
How did he feel? Between the pure spectacle of leaving, the tense emotions of nearly causing a sealing failure, and everything he'd learned since, he'd almost forgotten to account for his own feelings. Past being in awe of his kage's words, past the gut wrenching terror over his father's letter and its contents, how did he really feel?
"I'm… not sure," Youta ventured, testing out the validity of his words as they left his mouth. "It's all been a little too fast, hasn't it?"
Rina nodded, and an awkward smile bloomed on his face. "I still can't wrap my head around the fact that we're at war, or what war even really means. I've been confused ever since Hanashi-sensei told us the news. "
"It's been only…" Rina looked up as she added sums in her head. "..half a day since then? That's a pretty long time to be confused, Youta."
"Every clan has stories about important battles, about their greatest heroes and worst enemies," Youta continued, ignoring Rina's snark. "But those kinds of battles were rare back when the clans were roaming. At most, there might have been one or two a decade while the other clans tried to grind each other down?"
"Does war mean we'll be fighting one of those every month? Every week? Every day?" The words kept pouring out of Youta's mouth, as his fears counterintuitively increased the more he shared. "How long can three genin and their jōnin sensei survive that pace? Would we even win the first battle? Do we even have a-"
An invisible finger flicked Youta's forehead, interrupting his tirade and prompting an annoyed glare at the now empty space in front of him. "Wrong direction", a voice whispered to his right, and Youta swung his head around into another finger.
He heard muffled giggling to his left, and swung his head to glare at what he thought was the correct direction. He was awarded for his awareness when Rina released her bloodline in front of him. At his glare, she shrugged, saying, "I had to break you out of that spiral somehow."
She sauntered over and sat by his side, and bumped Youta's shoulder when his glare didn't lessen. "C'mon, you know you were panicking. What was the first thing Hanashi-sensei taught us?"
"Don't fuck with a jōnin?"
"Hey!" She slapped his arm, smiling. "I'm supposed to be the funny one, okay? I'm being serious here, do you remember the first thing she taught us right after kicking our asses?"
His mind flickered to the memories of meeting his team for the first time, and tried to recall all of the lessons he'd learned that day. Possible answers flickered through his mind, like always have a plan, or just simply be faster. In the end, he settled on, "Panic is a smart ninja's death?"
Rina nodded excitedly. "That's right! I mean, she taught us a lot of first things, but that was one of them."
That lesson had felt like it was targeted specifically at him, after nearly melting down when he learned about his team assignment, so he'd had done his best to commit it to heart. Apparently, he hadn't committed hard enough.
Thinking back on those first lessons brought back comforting memories, bringing Youta back to some level of emotional equilibrium. "Do you remember Aika complaining about having dirt in her clothes?"
"Yup," Rina smirked, "I also remember a certain someone complaining about a hole in his collar, and nearly passing out when Hanashi-sensei said that it very easily could've been a hole in him instead."
He matched her smile, and they fell into a silence, reminiscing.
A few comfortable moments passed, allowing Youta to collect himself and all of the lessons he'd learned. Rina wrapped her arms around her knees, and broke the silence. "I feel the same, y'know."
He looked at her, surprised. Rina smiled again, but this time her expression was kind rather than teasing. "After yesterday's whole thing, I ran home invisible. I must've bumped into all of my betters once I reached my family's compound, but everyone was running around invisible too."
"The Sakamoto clan is going to be a cornerstone of our village's strategy in this war. " Rina stared at her hands, dipping in and out of imperceptibility. "I'm only a genin, but even I can see that. You get what that means, right?"
"Sort of." The Fuki would arguably be more impactful in the war, but nobody could replace the Sakamoto. "Your clan is considered a strategic resource?"
"Exactly!" Rina snapped her fingers, and peered into Youta's eyes. "My family's going to be the bedrock of every front, and how many do you think will come back from their deployment? We're not like your clan, every Sakamoto deployed will have to be blood."
Youta tried not to think too heavily on what Rina had just implied about the Fuki, and focused on her overall message. "I think I understand. How many will survive the first battle-"
"-How many will survive the next, and the next, and in the end, will there be any left?" Rina finished.
The ensuing silence was much more profound, as both teenagers contemplated losing family. They'd lost people before, that was an unquestionable aspect of ninja life, but it'd never been so certain.
Sounds of merriment and training drifted through the tent walls, as life outside his small tent continued on. Those words brushed against Youta's surface thoughts, and sharpened as he examined them more closely.
Life would continue on, he supposed. By some miracle, if he survived and his family didn't, then he'd grieve, but he'd have to eventually move on. If he died, his parents would grieve while the clan moved on. Either way, life would continue on, and sitting on his cot feeling bad about it would only waste what little he had left.
"Let's talk about other things," Youta shook his head, banishing his morbid thoughts. "Our team's focus is probably going to be swapped from infiltration to scouting, which is a pretty big change."
"Right, I haven't even thought about that." Rina nodded, and thankfully her maudlin expression had vanished. "Not a whole lot of places to infiltrate out here, and I doubt the Rock nin are bold enough to camp in our own borders."
"We're going to have to change up our strategy. We'll have to work out how to coordinate when you're invisible, and a whole bunch of other things." During infiltration missions, all Youta had to do was wait two minutes, and if Rina wasn't back then that was usually a sign the mission had gone sideways. Now, if they were deployed as a scouting team, they'd need to find another method to effectively communicate when things had gone wrong.
"Hold up." Rina raised her hand, prompting a raised eyebrow. "I think you're making a pretty broad assumption here. Why would I be invisible while scouting?"
"To… track better?" Even with the impromptu topic, he'd assumed that Rina would be using her bloodline fairly liberally.
"Why would being invisible improve my tracking?" Her reply was slightly confused, as though she was struggling with the idea herself. He had, in fact, never considered the Phantom Release might not lend itself to all activities.
"Okay, I guess that was a faulty assumption. Still, what about when you're invisible?"
Rina flickered in and out of visibility, while inspecting her arms. "Well, we've fought together before. Do you remember what we did then?"
Youta did in fact remember the times when an infiltration mission went wrong, or whenever Hanashi-sensei had them spar. Watching his teammate dip in and out of visibility was a lot more disconcerting when she was carrying a knife.
When he nodded, Rina said, "Avoid throwing shit or aiming jutsu at the ninja I'm fighting, I guess."
"Is…" Youta was flabbergasted. "Is that really our best solution?"
"I can't think of any other option. It's a problem other Sakamoto have as well, actually, which is why we request to not be placed on a team with any Raiun or Gyakuryu." Rina's tone was sheepish, as if she couldn't believe it either.
"That's… well, I guess there's nothing we can do about that." Youta similarly couldn't believe what he'd just heard. Just avoid throwing stuff near her? Really? That was their best option? Maybe Hanashi-sensei would have more advice. Youta resolved to ask the next time he saw her.
Then, Youta realised he'd made the fatal mistake of letting Rina distract him. He whipped his head to the side, but as he suspected, his teammate was gone. "Dammit Rina, where'd you go?"
He jumped up, and moved around his admittedly small tent, but froze when he heard the muffled sounds of someone rooting through his pack behind him. The scroll from his father was safe in his storage seal, but that was still his stuff! Youta spun around and dove at the space in front of his bag, but was rewarded with only air.
Behind him, a feminine voice giggled, "Wow, you really brought nothing fun. All clothes, seals, and kunai."
Youta picked himself off the floor and barked, "Dammit Rina, didn't you bring your own stuff? Do you have to rummage through mine?"
"Not when I can always annoy my teammates for fun!" The same voice replied in a sing-song tone, and Youta heard the flap to his tent whip open and footsteps rapidly running away.
Finally alone in his tent, Youta silently contemplated, 'The things I put up with for this team.'
