"Here's what I'm thinking I should do this month. Does anyone have any opinions on this plan? I understand that undertaking the Industrial Revitalization project will be very expensive in terms of Industrial Capacity, but I firmly believe that the sooner we do that project the better, and it'd let me sleep much easier if someone else supported me on this. It might also help if someone could support me on that small UFO issue as well of course..."

Turn 1 Plan
-Social: Create the Central Archives Unit, a new force meant to insure that valuable information is not lost by way of finding and making copies of all accessible and findable sources of old knowledge. IE, books. There are a lot of books out there, but most of them are old and worn out by this time, and many have irreplaceable knowledge locked within their pages. As such the Central Archives Unit will seek to find out all the books they can and make copies, so an irreplaceable book now has backups and can be consulted by more then one person at a time, and old books will be dug out of ruins and made use of once more. Whether the old book in question is a Draka Book or a book from before their times is irrelevant, it probably still has knowledge that we need to not lose. In support of this task they should also be charged with using all these recovered books to start a large library in the capital, and hopefully as more copies are made new branches of the Central Archive Library can be opened in other cities as well.

-Production: Industrial Revitalization

-Design: Design a new model of a Medium Machine Gun, able to be either belt fed or use a magazine, meant for use by infantry units and as a secondary vehicle weapon, using the same caliber as the Sokova-1 (and also able to be rejiggered to a new size once some proper soviet ammo is designed).

-Research: Medical Restoration

-Military: Deploy council forces (and any national military forces within range that can be reasonable dedicated to this task) to take the landed UFO.

-Covert: Seek access to the other nation's scientific journals (if such exist/or suitable equivalents) to keep track of what new discoveries they have made and to see if we can make use of any interesting information they might publish.

"Given the importance of the UFO, I would definitely recommend that two of us focus on claiming it. I would support you myself Mister Popov, but the sooner we clear out these Marauders the better. Especially given the increase in numbers. If whoever does not take part in the UFO Capture alongside Mister Popov would be willing to aid me in dealing with the Marauders, that would be appreciated. I've taken up the liberty of drawing up a list of my own intended actions this turn. I welcome your thoughts."

Turn 2 (June 2011)
Social: Leverage the Purge of the Marauders to inspire a Spirit of Duty and Restoration amongst the populace. If the Federation is Purging the Marauders, then surely its Citizens should aid their leaders in restoring the glorious land.

Production: Repair Drakan Industrial Compound [200IC]

Design: Federation Research Installation
Draw up designs for a subterranean research installation that can study recovered Artefacts, UFOs, or anything else of such nature. It must have the ability to receive an Intact UFO, and a self-destruct device capable of erasing the complex. If viable, a design that is easily retrofitted with internal improvements is desirable. Subterranean quarters for a company of security personnel is also desired.

Research: Geological Surveying

Military: Deploy Federation Military Assets against the Marauders within the Russian Capital Region. (+10 from Turn 1)

Covert: Secure both the 'bleached man' and the 'radioactive statue' recently discovered. Erase evidence of their existence as viable.

"Friend Drake, may I state that while the Federation Research Installation is a good idea, I suspect that it would be better to research how to make our own electronics before trying to design such a research center? If not, we'll just have to spend another chunk of time later on updating it with actual computers and scanners and such later on..."

"Potentially, yes. However without input from our comrades as to their plans for research, I am loath to postpone the design in favour of electronics being present. If nothing else, they will provide a secure location for preliminary study while we develop the capacity for more in depth facilities. The FRI Mark Two as it were."

"That makes sense overall, though trying to expand our industry at the same time we're upgrading could lead to extra costs or delays. Mr. Popov - given our limited window to push ahead to an automatic version of Sovoka's infantry rifle, why not focus on that before designing a separate weapon? I'm not a soldier, but it would certainly speed up our rearmament to have only an automatic rifle to prototype and introduce, rather than both a rifle and a machine gun in the short term.

"I have a couple of questions for you three on my own plan here - first, are we agreed that engines and electronics are our two remaining research priorities? If so, myself and Suvorov can each coordinate the project for one of them. I think it seems reasonable, as electronics are an important part of the industrial base and will also aid research into alien or other topics, and engines are economically and militarily key. Second, do you think it would be worth it to organize a preliminary expedition to Baku before survey teams are established?

"On the machine gun issue... well, honestly, I wanted a weapon which was very effective at killing charging hoards of janissaries and figured that someone else was likely to grab the new rifle design. Given that you seem to be planning on doing said rifle upgrade, I'm not really feeling that thought was wrong."

OOC: Also, last time's council game let us upgrade/make units with more then one new gear at a time, so it should still be just one action to give our soldiers rifles and machine guns? And once we do have the machine gun, we can put it on vehicles and such too. Hopefully it'll upgrade our forts.

"It's a question of how much we can actually get designed, as our technological base grows and we have more possibilities for design. As we've seen that we can't necessarily expect the design teams to complete the project successfully every time, and we now have only so long to exploit the opportunity for the Avtomat, it seems logical to focus on the design which will both be a flat improvement and give the troops something automatic. It will not only prevent us having to focus our research efforts on more general automatics technology, but will let us move on in design to perhaps a mortar, or other types of system depending on how the next season's research goes. Also, from Commissar Federov's description, I don't think the Marauders are that unsophisticated in war."

"You're right, I had somehow missed that point in your plan. Perhaps we should merge them, or I can change to an operation more focused on actual foreign observers or continue the covert survey of the strategic Asia Minor area."

"We already understand the function of those tools though? I don't see why we should put off designing them until later. We do still have large amounts of scavanged weapons still, after all. This is future proofing, not an urgent need for either the rifle or the machine guns?"

"It's a question of giving the army something standardized for efficiency in logistics and also our own design efforts, because we're going to have more and more urgent design needs as our technological abilities increase. Still, if you're committed to the machine gun plan, that should still be useful."
OOC: It only says we can design them, presumably actual deployment is just a scattering of salvaged weapons, same as machine guns and rifles.

Turn 2 (June 2011):
Social: Study into public education. A study will be launched to identify the state of learning among the people, find and evaluate any existing educational systems, and estimate the costs and economic benefits of establishing public education in the basics of literacy, math, and history by region. The main goals are to aid later efforts to establish public education and to determine the viability of doing so.
Production: Support @Happerry in Industrial Revitalization.
Design: Infantry Mortar. To go along with the series of standardized infantry weapons now in design, design teams will focus on creating a cheap man-portable mortar firing the most common appropriate shell in our existing stores, to increase the firepower of the infantry units.
Research: Electronics Restoration
Military: Support @Keeper Of Storms in anti-Marauder operations
. While the UFO is important, the consequences of any failure in this sweep could be severe, so Pulnik will assist Drake in organizing and coordinating it.
Covert: Counterintelligence groundwork. Pulnik will begin a project to identify and track foreign covert networks in the Federation, starting with the known European elements in Turkey. The goal is to determine their extent, determine their activities, and be prepared for any operations against them.

"I do not believe there's much to say about what else that is going on that hasn't been mentioned already, so I will simply submit a draft for my tentative course of actions. Plenty of priorities mean we will be pulled in many different directions, but I hope we can all come to a happy agreement, or at least a suitable compromise."

Final Actions for Turn 2

Social: Establish Relations with Outcasts
While attempts at infiltration have failed, and likely have left a bad taste in the mouths of those we had previously tried to manipulate, it's time to see if a silver tongue will be a better motivator instead. Approach to and speak to the various factions across Russia that continue to refuse to bend knee to the Federation. Work on ironing out differences and the general kinks that prevent them from integrating.

Poring through the military manuals and texts we have recovered thanks to our research efforts, begin focusing on figuring out how to integrate the tactics and knowledge found within them, particularly texts on infant. Starting with some practical applications using our private forces to help ease further integration throughout the rest of the military should help greatly. No need to reinvent the wheel when we have texts readily available to us.

Securing old knowledge is made significantly difficult first from the damage from the nukes, the harshness of Russian Winters and Springs, as well as the anti-Drakan fervor that rose up initially that destroyed a large number of valuable texts.

The established Drakan Compounds are destroyed with great ceremony and new factories are established in their place, the Hammer and Sickle over the Star a prominent sign of the intent of the Neo-Soviet Federation to rise above their past as Drakan slaves, and the goal of establishing lasting Neo-Soviet Hegemony.

The sheer patriotic construction fervor spreads throughout the Federation. Soon, you have reports that there's a factory in every region, which is surprising and amusing.

Result: 79 (Raw: 79) Moderate Success!

A designer by the name of Kirilov presents to you the design for a belt-fed medium machinegun with magazine adaptor, but after studying the design blueprints you find that the design can be scaled up quite smoothly, so it may have potential as a heavy machinegun as well in the future. The new weapon makes use of a relatively-simple gas recoil system with a large muzzle break to reduce recoil and also keep costs and sophistication down.

The test models manufactured according to the blueprints show that the weapon, codenamed K-1, is very robust and can withstand incredible physical punishment so far, but there are still improvements that must be made in order to get it ready for testing with the Red Army.

The research teams are able to find a few good clues, but are unable to recreate enough information to properly benefit the Federation.

Result: 86 (Raw: 86) Great Success!

The Council's personal forces as well as an additional 10,000 regular soldiers are tapped for this operation to secure what is hoped to be an alien vessel, and hopefully not some kind of hoax.

Scouts inspecting the area soon confirm the dreaded hopes you hold; in an open snowfield is a large craft of other-worldly origin, with strange beings moving along the perimeter conducting mysterious operations.

First of the beings to be spotted are strange black blobs that seem to consume any stones and snow they slither over, but leave the grass underneath the snow intact but perfectly flattened. Following after them are beings with bulging heads and eyes locked in large mechanical suits that move as fluidly as water, while guarding the UFO itself are massive centauroid beings, as huge as houses, covered in armor and wielding massive conglomerations of alien guns.

Meanwhile, elfin creatures that have parts of their bodies replaced with metallic components conduct mysterious experiments.

As the forces move into position, the tanks engines muffled with ad-hoc silencers, the aliens look around suspiciously, on guard for anything.


*KOOM!*

*BOOM!*


The tank shell striking one of the monstrosities in the face and blasting it's head into a cloud of gore and glowing ichor was not what they expected as the whistles shrieked and with a roar, the infantry charges under the thundering fire of artillery.

The aliens respond with their own weapons, terrible energy bolts turning soldiers into clouds of gore and flame, or leaving behind burning skeletons before the infantry crashes into them and breaches the UFO. The monstrosities are brought down by additional tank fire, several tanks reduced to glowing slag while the weapon batteries wipe out entire platoons in clouds of gore before they finally collapse under the weight of fire.

Several artillery shells land on the UFO during the battle, and later inspection shows that the craft's hull was too badly breached to allow it to take off, though the internal systems are still intact.

With the UFO captured along with some of the more intact bodies now in storage, the Neo-Soviet Federation is able to count the cost of the battle.

It was not without casualties. The regular army suffered massively for the attack, and your own tanks were wiped out by the monstrosities and their weapons.

But with an intact UFO, the price was worth it.
