The United States of America, has been ruled by the right wing New America Party since the late 1980s, when it managed to resolve the Necrotic Pandemic of 1987 through draconian and unconstitutional methods. It has become over the years something of a neoliberal center-right party that maintains a spectacle of democracy by rotating liberal and conservative politicians every few election cycles.
Everything has gone to shit during the thirty plus years under it's rule. The middle class has deteriorated leaving only a precarious few in the service of the super corporations and the government. Entertainment and pop culture is vacuous and decadent, dominated by lurid reality television and infantile distractions. There are resistance groups operating throughout the country that are woefully outgunned.
Vampires have seen it all though, a civilization falling apart is nothing new to the eldest of their kind though they have never known a collapse that involved nuclear and chemical weapons. Still, they persist in their feudal networks, maintaining "the veil" that has kept mortals unaware of their existence for thousands of years.
The oldest vampires however have been dying by large numbers in recent years for reasons nobody can figure out. They simply wander off into the sunlight or jump into fires without much warning seemingly hypnotized by a force unseen. With the older vampires dying, there has developed significant gaps in political leadership and so warfare between vampire families and factions have increased dramatically.
It's in this world of growing crisis and ubiquitous decay that your vampire was given the dark gift, a relatively young vampire unliving in the city of:

[] Los Angeles, California: like the mortals of the 19th Century, vampires also moved west to find opportunity, seeking to grab opportunity which they could not find under the dominance of the ancient princes of the east coast, invariably the vampires who settled in Los Angeles were greatly affected by radical ideas of the 1950s and 60s countercultures, even before that era there was a general feeling of frivolity and decadence amongst the vampires of Los Angeles who became closely connected with Hollywood and it's legacy
[] Pontiac City, Michigan: a fictional replacement of Grand Rapids, Michigan, the quintessential middle American city, far from the hubs of power and culture, it is an economically and culturally dying city but there are still pockets of interest here, it also has no prince and has been a free city since the 1980s, for an ambitious vampire looking for the path of least resistance, this would be a good place to be
