So the rules are a lot less clear than I would like, this guide is going to go into the document
The Matsu want two characters, a Thunder and a Kuge.
First, we look at what the Matsu have available to them:
The Matsu have the Strength and Yu as Family ethos. The Matsu are part of the Lion clan, who have the Chugo and Strength ethos at minor and the Yu ethos at Major. Finally, the Way of the Lion boon has Abilities available to Lion characters.
The Family bonuses are: Strength:
The Matsu can recruit berserkers (This is not an ability and does not affect chargen)
The Matsu can give any character -1 Passion and +1 Power
Yu:
The Matsu can recruit Bodyguards (This is not an ability and does not affect chargen)
When fighting against Insurmountable Odds, the Matsu get a +2 bonus. (Does not affect chargen)
The Clan bonuses are:

The Matsu can choose the The Old Lie ability and the Against All Odds ability
Since the Yu ethos is in the Lion ruling ethos twice, it is a Major ethos and the Matsu get both the Minor and the Major bonuses
Chugo:
The Matsu can choose the Lead By Example ability
Strength:
The Matsu can choose the Vanguard ability
Finally, the Way of the Lion bonus:
The Matsu can choose the Accomplished General and Beacon of Valor abilities.
In total, the Matsu can:
Decrease the character's Passion by 1 to give them 1 Power.
Take the Accomplished General, Against All Odds, Beacon of Valor, Lead by Example, The Old Lie, and Vanguard abilities.
The Matsu character is making their Kuge to lead a Great Work. As such, they give them Lead By Example. Kuge don't get stat points and reducing Passion is counterproductive, so nothing else needs to be done. The Matsu player names them Matsu Zhou and calls it a day.
His sheet looks like this: Matsu Zhou: Lead By Example
Their Thunder, meanwhile, needs to be a general and the Matsu doesn't care much about making them anything besides the best general to ever general.
They pick Accomplished General, Vanguard, and Against All Odds for their abilities. They don't care about much beyond making them as powerful and efficient a killer as possible, after all.
Now they allocate stat points. They want a killer, so they use the Strength ability. Their thunder's statline now reads:
Passion: -1 | Peace: 0 | Power: 1
Now they allocate points. Power can't go above 4, but they want Peace so they can replenish losses. As such they put three each into Peace and Power.
Their final statline is:
Passion: -1 | Peace: 3 | Power: 4

Now they just need a name.

Chinami
Admiral of the Third Storm, Kuge

The second daughter of Nagisa, Chinami was drawn to the sea from an early age, and was made a captain as her first assignment upon becoming a Samurai. Political maneuvering has seen her rise rapidly through the ranks, perhaps more rapidly than deserved. Though still too young to have any real experience in naval warfare, Chinami shows glimmers of potential in her new position as Admiral.
Shin is a long serving diplomat in the Court of the Mantis, and a loyal supporter of the Inazuma faction. His family has ties to various merchant networks in the Mantis lands, giving him an uncanny ability to acquire unusual and rare items for his courtly activities. Shin's conviction and generosity has swayed many an argument, though he tends not to excel at actually implementing the policies he argues for.
Kishi
Governor of Toshi-no-Inazuma, Kuge

The third child and first son of Nagisa, Kishi has established himself as the Governor of the city of Toshi-no-Inazuma, the seat of Inazuma Province and his family's center of power. He is often seen walking the streets himself, personally inspecting the area to ensure his ordinances are implemented. As a man, many admire him for his commitment to setting an example for his subordinates - he would never imagine breaking a law he had set upon the land.
Kana
Captain of the Senkan-Maru of the Tempest Corsair Fleet, Kuge
[0 Passion, -1 Peace, 0 Power] +2 on Sabotage Actions
Kana made a name for herself among the Tempest Corsairs not through naval action (though she is a competent captain), but through her actions on land. When the corsairs raid a target, the defenders will often find themselves suffering from a plague of misfortunes hampering their preparedness and defenses, courtesy of Captain Kana.

Genji finds his place as a bodyguard to important Mantis dignitaries in their travels throughout Rokugan and beyond. His experience with other cultures is quite extensive for the average samurai, and his determination is without compare.

Kudaka is a recent addition to the Mantis Court, having learned at the famous Crane courtier schools the art of diplomacy. Like them, she has a way of knowing exactly how much pressure needs to be applied to sway the court to her side.
Accomplished Saboteur: When you sabotage, you may pay 3 Influence to pick both options.

As You Like It: When you win Present the Case you may switch the card you played with a card of lower value in your hand. Your margin of success is reduced appropriately, so you may not choose a card that would have made you lose.
We're going to start in Winter Court, so some stuff to keep in mind:
What do you want to accomplish this year and during the coming summer? If you plan to start a Great Project or bring up some internal policy you'll want to establish that at your Clan Court. If you want to get the Imperials involved in an issue or declare War, you'll want to bring that up at Imperial Court, where more people will be able to interfere.
Which courts do you want to send important characters too? Between your own Court, Imperial Court, and the Clan Courts, you almost certainly don't have enough Paragons and Thunders to be everywhere you want to be. Figure out where you're keeping heavy hitters and where you don't mind just having a Kuge. Also consider that if you don't send a character somewhere people can't Infiltrate or Espionage you through that character. You have to have someone at the Imperial Court, but keeping to yourself is a good way to stay relatively safe.
The Matsu are hosting this winter court and are likely to spend lavishly. This will give them a notable bonus throughout the court and make actions against them harder.
Everyone counts as being at Winter Court. Therefore, if you have questions you want answered this is an excellent time to start Infiltrating and Spying.
The following developments will proceed the start of Winter Court:
Skirmishing between the Ikoma and Shiba sees an Isawa shugenja burn down wide swathes of farmland. The Ikoma are likely to demand recompense for dishonorable conduct.
Jade deposits have been uncovered under several neutral villages along the River of Gold. The ronin families and local governors in the area don't have the money for large scale or swift construction, so they are likely to lay fallow for some time unless the Scorpion, Crab, or Crane make a claim. Even if you are uninterested in the Jade, the farmland is incredibly rich and profitable, and someone else making a claim may be a usable excuse to annex the area. Or at least knock over the current governor and put someone more amenable to your interests in charge.
Foreign bandits aren't stopped by Winter! The Unicorn will want to keep a guard on their eastern border, the Mantis will want to keep an eye on those pirates.
Chugo Minor: Gain 1 Influence when you take public action in service of your duty.
Insight Minor: You gain 2 Influence whenever you learn a damaging secret about another Family.
Control Minor: You gain 2 Influence whenever the side you have acted against fails to win in courtly combat.

Few have seen his true art: the plays and printed novels, lovingly detailed images of quiet, crawling horror. He is a blade, his parents the whetstone (and does the metal love the stone, the surface that grinds away every flaw and every scrap of softness, it doesn't matter, they're five years gone now to a sea-side city, neatly removed). See his smile! Can you imagine the bodies that lay at his feet?

Louder than Words, Perfect Strike A general among the Kenshinzen, a commander drawn from the ranks of the Crane's elite. The man himself is towering-tall, standing head and hulking shoulders over the slighter courtiers and lithe duelists of his Clan; all slab-muscle and iron-banded brawn. His dark hair drawn into a loose topknot, streaked with the start of grey. Ignore the age. Ignore the mass. Ignore even the unlovely scars that lace his body. It's only a fool that lets such things distract and deceive: Sadazane has served on the frontlines of every major Crane engagement for the past twenty years and has walked off of battlefields thickly carpeted with the dead. He is adored by the Kakita's samurai in general and one man in particular, in another world or, merely, another time their relationship would be a simpler one.

Trendsetter, Perfect Strike The much beloved scion of the Kakita, nineteen years of age and already he carries with him so many of the family's hopes, so many of their dreams for the future. Cold and aloof; If only they knew how thin that perfect, porcelain mask the once-Topaz Champion wears really is. How much of him is just brittle, broken shards, held in place by pressure and the simple fact that there's nowhere for all those pieces to collapse to. The daimyo is childless and unmarried, Hirokazu's household schemes to position him in their lord's good graces. His victories numerous and seemingly effortless, the spiteful enemies numberless. Amidst the slow-collapse of the country he clings close to the one true relationship he has left, his near kinship with the family Daimyo. An adopted elder brother for a lonely child.
Alright, so, you need two turnpost formats each turn, I'm going to use the Lion as an example
First, the Champion for each Clan needs to post their clans resource income, scale, population, Clan passive abilities, what Portent you're drawing, and Hand at the start of each turn.
Remember, if you aren't getting along with your Clanmates or want to stop them from doing something, you can choose which cards you want in your hand to try and slow them down. In this case, the Akodo don't want the Matsu to have a super successful Winter Court but don't want a botch to screw the Clan. So they add a bunch of Portents and some cards that are largely tangentially related to a successful winter court.
