So this quest will be based off the Mechanics of Sid Meier's Civilization 4, with some changes that I've made and will make as the game moves along and its needs become clearer.
Civilization Switching: At certain points, SV will be given the option to play as different Civs.
Let's see, from what I remember, Civ 4 has Stackable units (More than 1 unit on a tile allowed), square tiles instead of hexagonal, and less emphasis on war and more emphasis on actually building your civilization. It also had much MUCH better mods, the best one IMO being the mod Rhye's and Fall of Civilization, which is the main inspiration for this game. In Rhye's and Fall, you play on a map of earth and have a bunch of neat features that culminate in making the game feel much more real and alternate-history-like rather than being on an alien world that happens to have the names of the great civilizations of our world being practically copy/pasted on...
At any rate, here are your choices for 4000 BCE. Since there were practically no written records at this point, you'll go by region instead of names...

So im still a little confused what is our main purpose here. is it the usual conquer or is it make a thriving civilization? Or something else entirely.
Make a thriving Civilization, but more importantly to make an interesting story/history. That's why I'm planning on a game mechanic that will let you switch Civilizations when the time is right.
