Ookay....now this is a tizzy. Veekie's post is not counted for some reason. Counting in veekie's post and adding them to the tally manually, that's a four way tie between Caucasian (West European), Caucasian (North American & Others), African (Bantu/Zulu/Native African Tribes), and East Asian (Japan/Korea/Ryukyu).
I'm rolling a 1d4 to decide which one will be excluded from the winning 4.
1 = Caucasian (North American)

Well. Looks like we have a whole load of Caucasians and ethnic Africans in our city people.
Yeap. So that's the main ethnic groups of our city. Europeans, North Americans and the Africans. Turns out Africa's really not a good place nowadays with all them warlord fighting for what's left of the continent after The Event hit and The Scourging compounded it. Bunch of mooks with guns storming into your houses ain't not a good way to live. Especially after the flooding of the coastal areas where most people live.And as such, they migrated en-masse to our city, bringing new ideas and inventions along the way. Did you know that the Onyere drive we use in them hovercars nowadays come from one of the first migrants to our city, Dr. Onyere? Without him, we won't be seeing those much less have them on our streets! And what about the others, you ask? Well, considering our city's built for the express purpose of research many scientists from top universities around the globe come here, especially ones from Europe and North America. It's kinda hard to continue teaching or studying when your university is 10 feet deep under the waves. So they migrated here, to work and study in peace.
So that's that. Well, what about religion? Like I mentioned before there's a couple of groups nowadays that rise up post-Event claiming to show the people the One Truth and stuff like that. These guys usually fall by the wayside and go ignored after a while. But not for one particular group-you know what I'm talking about.
Yeap. Those guys. The maroon robed guys who looks more robot than human. They've actually gained traction over the past few years due to some serious proselytizing. Now normally being rational-minded people that we are nowadays, we're more inclined to view all of that as hokey and dismiss it. But what do you do when machines themselves seem to respond to these guys? I've heard tales of weapons working more efficiently under the care of one. Did you know one of .....ummm...what were they called again, Techpriests once made a mech operate at 200% efficiency? That's impossible, you know that but then again, the results speak for itself, the mech managed to mine tonnes and tonnes of iron ore for 7 straight days without needing a tune up even once! Call me crazy, but I do think these guys are onto something. It's no wonder people are starting to listen to them.
But then again, you're talking about the same guys that champion transhumanism. They say stuff like,"You may say, it is impossible for a man to become like the Machine. And I would reply, that only the smallest mind strives to comprehend its limits." Most of them walk around with cybernetic implants and robot-arms like that, and encourage people to do the same. What followed was the Transhumanism Riots of '65 in which pro-transhumanists and the Techpriests clashed with anti-transhumanists. Let me tell you, it wasn't pretty. Both sides suffered some casualties before the city authorities put a stop to it. After the riots, the city authorities met and discussed in a public forum about that. In the end we decided that...

So, we've covered on basics of the society, demographics and such. Now, let's talk about societal order. As Warren City grew and grew as more migrate to and from the city, an interchange of ideas occur on how to live effectively in the city. It was a bit chaotic and messy at first during the founding. Some people, like the Igbo people that migrated to the city, still practice some odd caste system, and refuse to change to the new ways of society. Some of them accepted living in the city without a society system a welcome change of pace from their old clans/tribes/neighbourhoods. These lead to general unrest and confusion during the first few years that the city existed. But eventually, with the help of the authorities and widespread education,the city settled down to a sort of general shape of order, one in which....

There's still some issues until this day, but thankfully it's not as problematic as it once was. I mean, would we be able to even live here with petrol bombs and stuff being thrown our way every other day? I think not! So thank God everything's on the up and up nowadays.
But then again, despite a clearly defined social order, there's always going to be people that are more well-off than one other. Rich and poor still exist yanno, even in the future. The way we built the city reflects that though. Remember that there's a surface portion of the city, and the underground portion of the city? Well, the way it goes is....

(OOC: From here on out, we're getting into the 'meat' of this part of city building as it were. So far up until now the quest has been easy and straightforward. Part 2 is still that but not so much. So from here on until the 3rd part of the quest which is MC and his surroundings, there will be actual consequences that impact the society of the city you're building as a whole, and therefore some dice rolls will be included. So, yeah. After some very intense debates and discussion, the guys up top decided, well, you know what? Humanity needs to repopulate the planet, and to do that we need to go beyond our limits. Therefore, they gave carte blanche for implants, cybernetics and augmentations to be made to the public.
The events were called the Warren Accords, since it's on paper and everything. Go look at that thing in the Admin District or something, if you're curious about it. Everyone gets an implant! Which, if you consider the impact on society, it's....

......well, um, let's just say, it could be better?
Within hours of the declaration of augs and implants being made available to anyone, people flooded the clinics in droves. Poor people, rich people, even the Mr. Average Joe was looking for that cerebral implant thing that can make you think like a supercomputer, or that arm implant than can make you break steel. Who does not want to become Superman, right? It come as no surprise to the Omnissiah Cult too, whose membership rose in good amount.
....who am I kidding, it's not even a cult now. It's an actual religion.
Eventually demand outstripped the supply of implants and cybernetics. Why? Scientists are human too, they can't produce implants 24/7!. And, you know, of course, this lead to dissatisfaction between the populace. There was unease brewing amongst the populace, and fears that the city will descend into riots again. Fights started breaking out. Some small amount of criminals are starting to murder people for their implants. Fanatics in the Omnissiah Cult fanned the flames.
Thankfully cooler heads prevailed in the populace and prevented things from escalating, especially with the Omnissiah Cult's help. What they did was a stopgap measure- they made it a law so that one person can only have one implant at a time. The authority ran full force here to stamp out any people who attempted to do otherwise or crack down on those who're blatantly ignoring the temp law. The Cult itself ran a purge of those deemed heretical and arresting any of its own members caught going against the law. Eventually some measure of order is restored.
Following that, the guys up top meet again. They're considerably worried about all this. And as such, after discussion they decided on a more permanent security measure. What they decided is

[ ] The 'one person one implant' law was made into a permanent law. If you're having more than one aug in your body, the po-po is gonna beat your ass.
[ ] They made the procedure to get the implants and augs so stringent and filled with much bureaucracy that only those who really need it can have easy access to it. Others: please fill in form 2.A section C, and then form 3 B, then....
[ ] They made it so that you actually have to sit for an exam to get an aug/implant. This exam is built with a specific success rate in mind to weed out the suspected misusers. You even have to sit through a lie detector session.

But enough about that. Suffice to say, the measures they put was enough to distract any asshole who thinks he can get his aug/implant for free without reprecussions again. It's time we took a look at the city's makeup itself. The way the city's made up in Warren City's just so unique that it's very very interesting!
Consider your average city street. On one end of the street, there's a big ass building when you look at it, you know it's inhabited by the rich and powerful. On the other end of that same street, there's just shacks lined up with each other. So don't be surprised when you hear stuff like Mr Jones, the CEO of a big pharmaceutical company, is neighbours with his janitor. It's kind of weird, odd, dangerous, and safe at the same time. The lines of social strata are totally blurred right now, you sometimes don't know who is rich and who's poor. A researcher in Miskatonic U may dress like a garbageman, and your average city sweeper might be more well-dressed than you! It's the product of that particular housing arrangement, people both rich and poor mingle so much with each other that you don't see those dramas on TV about rich girl marrying poor guy and fighting against their family no more.
But there are its downsides. For example, have you heard of the news story about the neighbour who broke in to his rich employer's house and stabbed him just because he didn't get a pay raise? That kind of thing is common, I'm afraid. There are law enforcement to deal with this, so thankfully cases like this are manageable and they occur every now and then, not frequently.
Eventually this caused the social lines, blurred in strata as they are, settled into a more permanent state not around class lines, but along work lines, where your career determines your place in society. The founders of our great city organized themselves this way, some called themselves Societies, others called themselves Guilds and Unions. Some others call themselves Work Associations or Professional Societies. Why that, though, you ask?
Well ever since the riots, the unease, the teething trials and tribulations we have in the city, the scientists who run the city and the others in turn, realised the importance of working together . They reasoned that this current form is needed so that art and skills of many occupations won't be lost and expertise could continually flow.
That all being said, inevitably some occupations are treated as more important than others. And in our city, since there are two distinct levels (Upper City and Lower City), the key societies, the ones that are most prestigious and the most coveted upon, moved to the:

That's why that part of the city's called the city proper. Don't you know? All the important guys and people are there. That includes the Rutherford Institute and the Central Campus of Scientific Research and Development (CCSRD). Which, are the two major players in the governing of the city.Miskatonic U's considered to be one of them too! The others? Well, they're not that huge. But some are definitely huge.

They live in the sectors away form the city proper. That's why the city is separated as it is. But how do people get to the upper city and lower city? Don't they need some form of transport as well?
Well, there you go. A big-ass elevator. Specially for you. They even feared it wasn't enough so they build three of those! A fourth one is finished too. You can see it on the distance! So if you're where them popular guys are, you're in luck, you'll just have to travel to work the old fashioned way. But if you're from the outer portions of the city.....well. It's not that no one can use the elevator, that's a bit too much innit? But when the elevators were built, the idea is that.....
