  • [X]Limsa Lominsa: Founded by Sea Wolf tribe Roegadyns fleeing the crushing cold of the northern islands, Limsa Lominsa is the least governed of all the city states. The Thalassocracy is nominally ruled by a council of admirals, each of whom commands a fleet of ships. In practice, however, on his own vessel every captain is a king and the island nation has infamous reputation of being little more than a collection of pirates. The city state is also known for being the most diverse in Eorzea, as even members of the Beast Races can find wealth and citizenship among the pirates, fishermen and sailors of Limsa. Traditionally the pirate captains kept to themselves and only united when there were prime raiding targets or an attack on the city state itself. In recent times, however, La Noscea, and the entire island of Vylbrand, have seen a new, steady hand. Captain Merlwyb Bloefhiswyn, now Grand Admiral, won respect from the supposedly immortal pirate Mistbeard and crushed her competition in the Trident, the race held to see who will become the new Grand Admiral of Limsa Lominsa. Under her rule piracy has been placed under strict regulations and efforts made to connect the city state with the Eorzean mainland. While this has done much to cement her legacy as a peacemaker and shrewd ruler, the tradtionally independt pirates under her struggle with the new laws, and in the wake of the Calamity may see to break free.
    [X]Ul'dah: The Jewel of the Desert, the City of Golden Sand. Ul'dah has long ruled over the dunes of Thanalan since it conquered its sister city Sil'dah over a thousand years ago. Founded by the Dune Folk Lalafell and mostly populated by them and the Keepers of the Sun Miqo'te, the city has grown in wealth and power. The accumulation of wealth is a near holy duty for Ul'dahans, and the City State has the largest disparity of wealth in Eorzea. Lack of success in business is seen as a personal failure and the poor receive very little sympathy from their neighbors. However Ul'dah is also known for its welcoming nature and willingness to indulge in eccentricity from outsiders. Recently that nature is being put to the test, however. Refugees from both Ala Mhigo and the surrounding countryside have flooded into the city, creating massive slums and bringing an air of civil unrest. In the halls of power the Sultana, Nanamo Ul Namo lacks any real power as the oligarchic Monetarists dominate the Syndicate council; sidelining the Royalist faction. And the Cult of Nald'Thal, twin gods of magic and wealth, are not be discarded either; as Ul'dahs fortunes will be made on the double blade of arcane knowledge and rich vaults.
    [X]Ishgard: Ishgard; mighty, pious and untouchable Ishgard. Jewel of Corethas, favored of Halone the Fury and the oldest state of Eorzea, the Holy See of Ishgard has long played a leading role in the history of the land. Born by pious Elzen in the green and plentiful lands of Coerthas, Ishgard is the most devoted and zealous City State, even among the pious peoples of Eorzea. Utterly devoted to Halone the Fury, Ishgard's Temple Knights battle the infidel in the field while the Holy Inquisition hunts down heretics in the grand city and its vassal villages. And there are many heretics to hunt and infidels to fight; for as long as Ishgard has existed it has been at war. No one knows why the Dragonsong War started, only that for hundreds of years Isghard and the draconic hordes of Dravnia have clashed again and again. The taint of the dragons spreads even to some of the Holy See's citizens, who form the Dravnian Heresy and claim that Halone, in the form of the traitor Saint Shiva, laid with a great dragon and birthed a child that would end all wars. Ishgard has long stood aloof from the politics of Eorzea, embroiled in its way and viewing the rest of the land as backwards, savage heathens. It is the only City State with a strong feudal system, and its knights are known for both their skill at arms and their pomposity. Continually standing apart from Eorzea, they left the Alliance before the Battle of Cartneau and Thordan VII, the current Archbishop, has not seen fit to rejoin it. However in the golden city on the hill things are not well. The Calamity hurt all of Eorzea, but it was in the Corethas Highlands that it had the most effect. The once green dales and pleasant rolling hills are now covered with snow and frost, as the climate of Corethas has changed to that of the deep artic. The Dravanian hordes attack with even greater fury, and within the city heresy and whispers of corruption around the Holy Church and the nobility grow louder and louder.

Limsa Lominsa

Long ago the Sea Wolf clan of the Roegadyn people ravaged the northern coasts of Illsbard and the Sharlayan motherland. Fierce, wild and free they sailed from the endless snow and ice of the Northern Empty to raid and pillage the settled peoples, carrying back great longships full of treasure and slaves to their coastal fortresses on the islands of Aerslaent. Even the Allagan Empire was never able to fully conquer the raiders and its northern provinces forever feared the sight of longboats cutting through the waves. However eventually a group of petty nobles, merchants and warriors would flee from the archipelago when a struggle over the title of Jarl erupted. These hardy sailors would travel south on The Galadion. Eventually the Galadion would be dashed against the rock coast line of Vylbrand, but much of its crew would survive. From the wreckage of their ship they would establish a small trading port and town.

The Roegadyn were not the only people to settle Vylbrand, and a much older city once held sway over La Noscea. The City of Nym, one of the many city states that rose during the Fifth Astral Era. Though small in size, its crack Mariners and fairy assisted Scholars held off the much bigger powers of Ampador and Mhach until the latter city used its Black Magic to curse the Nymians. Those who escaped the city would eventually be known as the Plainsfolk Lalafell. Stout creatures fond of frequent meals, pastoral life and good pipeweed, the Plainsfolk farmed and tended the rich farmlands on the outskirts of La Noscea and lived in relative peace. Being agreeable folk they quickly were pulled into the social fabric of Lominsan life as the city in the bay expanded.

Limsa prospered over the years. Vylbrand has some of the most fertile soil in the world, the mountain of O'Ghomoro is rich in minerals, the jungles of La Noscea has some of the finest wood in Eorzea outside of the Black Shroud and the island itself is perfectly placed to trade and reave much of western Aldenard. This prosperity has also been tempered by political instability. While the line of Admirals may hold some sway over the pirate captains of Limsa, the individualistic culture cultivated by the piratical life style means that most of the time the authority the Admirals held was rather teneous at best, and tended not to reach far beyond the walls of Limsa Lominsa. Even the bounty of La Noscea has been paid in blood and sweat, as only through constant generations of colonization and war has the city pushed the kobolds back into the great mountain fortress. The Golden Age of Limsan piracy was marked by conflict, as a endless desire for wood and gold saw the Cedarwoods of southern La Noscea be cut barren, the Kobolds be slaughtered in northern La Noscea and Ul'dahn treasure ships be raided endlessly by pirates crews.

All that has come to an end under Admiral Merlwyb. Born to Bloefhis Bloefhisyn, the captain of the powerful Leaguge of Lost Bastards, Merlwyb made a name for herself by killing her father in single combat at the age of 16 after discovering he was cavorting with the Shaghain. She later became a household name in Limsa by leading an expedition to the New World, bringing back crops, the Mamool Ja beastmen and a hold full of gold. She ascended to the admiralty at age 23 following an attempted coup by Commodore Sthalmann Stalmannsyn , having bested, and some say binding to her will, the legendarily and possibly immortal pirate Mistbeard. The invasion of the Garlean Empire prompted her to ban piracy against the other nations of Eorzea as she entered Limsa Lominsa into the Eorzean Alliance. This decision crippled the economy of the city state and greatly angered her crew; but Merlwyb's able handling of the invasion of the Primal Gods Titan and Leviathan, along with the resurgence of the Limsan economy, lead to her widespread acclaim. The remaining great pirate crews eventually signed the Galadion Accords, binding themselves to the Maelstorm Grand Company and unifying Limsa under Merlwyb. However the Calamity has greatly shaken the Limsan peoples trust in their Admiral and the Alliance at large, with those same pirate crews now struggling at their chains and the beastmen once again growing restless, the Chief Admiral must sail the ship of state through dangerous waters.

For this next part of character generation you will presented a wide variety of options and given 10 points to spend. Options that subtract points are beneficial, options that add points are detrimental. While there are less chances to totally change the Lominsan political landscape and leader as opposed to nations such as Ishgard and Ul'dah, they are still there. Pick wisely.

[]Galadion Upheld: The major pirate crews: the Kracken's Arms, Sanguine Sirens and Bloody Executioners, have stood with the Lominsan state in this time of crisis and do not seek to undermine Merlwyb's authority. [7 Points]

[]Garlean Retreat: Following the Calamity the Garlean garrison at Castrum Occidens has been heavily reduced as the Black Wolf calls them back for some task in the north and the hated Garlean naval contingent at Castrum Marium have departed entirely. [5 Points]

[]Naval Glory: The Knights of the Barracuda have done well for themselves recently. The formal navy of Limsa Lominsa won itself a hardfought victory over the Garlean sea fleet during the Invasion and since then young lads and lasses has flocked to their ranks. [3 Points]

[]Satasha Conquered: The ancient pirate cove of Satasha has been fully conquered by the Yellow Jackets. The offical infantry men of Limsa cleared the clear, cast out the pirates and their Shaghain allies and have turned it into a new base for the organization. [3 Points]

[]Cedar Growth: Through a ongoing project with the Botanists of Gridania the Cedarwoods of La Noscea are starting to spread across the peninsula once again. While it may take a long time to see the fruits of this project, soon Limsa may have access to the strong wood again. [2 Points]


Cons:

[]Galadion Destroyed: The pirates of Limsa Lominsa have fully turned against their Grand Admiral following the Calamity. They have gone further than any before them and not only deposed Captain Merlwyb, but destroyed the office of High Admiral and instituted their own pirate council. Central control is limited as the pirates seek to mostly eat, raid and ignore the oncoming Garlean threat. [9 Points]

[]Return of Mistbeard: During Leviathans attack Admiral Merlwyb was wounded greatly, a wound that quickly turned fatal despite the best attempts from her personal healers. In the chaos that followed the legendary Mistbeard appeared and took over the ship of state. However, despite his reputation, Mistbeard does not have the love of the Lominsan people like Merlwyb does, and the captains strain under his draconian rule [8 Points]

[]March of Sea and Stone: The Kobolds and Sahghain, while humbled before, once again press against the borders of civilization. O'Ghomoro roils with rage as armor and weaponry are smelted in great amounts while the Coral Triden Sahghain multiply everyday in the Sapsa Spawning Grounds. The drums of a war resound across Vylbrand, and the possilbity of another dual summoning is high. [6 Points]

[]Ruins of the Gods: Despite the best efforts of the Band of Heroes, much of La Noscea lays in ruins after the dual summoning of Leviathan and Titian. Wine and Aleport are in ruins, the Moraby Dockyards are barely usable and Limsa Lominsa herself took great amounts of damage. The scars of the summoning are written all over Vylbrand and the prosperity seems like a distant dream. [5 Points]

[]Garlean Resurgence: Whatever project the Black Wolf is working on at Castrum Occidens, it is clearly of the highest priority. Garlean patrols march through the jungles of upper La Noscea, Mamool Ja mercenaries strike at Yellow Jacket camps and magitek ariships fill the skies. The Garleans are on high alert and not even an ounce chastised by the Calamity. [5 Points]

[]Eorzean Headache: It is unclear how it happened, but two months following the Calamity a Limsan ship fire upon a Uldahn trade vessel. While there are theories within the Knights of the Barracuda and the Maelstrom that the crew was tempered, Uldah refuses to listen. At a time when the Eorzean Alliance hangs together by a thread, this straining of relations has only worsened things [4 Points]

Buff our strenths, get the Scholars for that sweet, sweet Scholar bullshit, and focus on Garlemald as our top prioirty.

I admit, I'm tempted to go for Yellowcoats instead, to counter the Garleans directly, but navy is going to be our bread and butter, and we can totally build up with the navy as our focus.
 
If we don't make peace with the beast-tribes we run the risk of doing the Company of Heroes quest though.

Basically start off with a solid military, and tackle the threats as they emerge. Gives us a solid foundation to start with.

Peace with O'Ghomoro and Cedar Growth give us a better start than OTL, take Titan out of the picture (for a while), and feed into Naval Glory. Ul'dah being cranky isn't good, but it's easier to feed them some gold then to feed Summons our blood and tears. Cedar Growth hopefully helps out the our relations with Gridania.
