I have a couple thoughts for general actions in the same vein as the last ones.

1. Registry of random talents. Survey the population to discover secondary talents. We likely have amature artists, comedians, certainly writers etc. we need to preserve our culture before it withers.

2. Hab beautification initative. See if we can scare up some paint and commission murals for common spaces. We are here for the long haul might as well get comfortable.

As an aside do we currently produce alcohol? Or are we saving everything to stave off starvation?

OK, I've added the second one (and put in an economic action to get more cultural events)

Just for reference, the update to plan Continuing Development is in progress and will be up tomorrow morning.

It is now my head canon that these songs were played in the first concert

Turn 3
Turn 3 Results
2052 CE, 3 years Post-War
Shipbuilding Actions (0 EC):

No shipbuilding actions took place at Gagarin in 2052.

Construction Actions ( ??? EC):
Send the IS Cargo + IS Satellite Carrier ships to salvage the empty orbital stations (aided by 10ebbor10)
The ships continue their work from the prior year, slowly and methodically disassembling the various space stations from before the war. The task is somewhat grim, as your workers tear apart the work of a generation, but they do so knowing they guarantee the future in doing so. Much work is done on the task, with Councillor 10ebbor10 noting that some parts that were dismissed as scrap could still be of use, resulting in a minor gain in salvaged materials.

Results: +347 EC salvaged, 1/2 of all stations salvaged

Repair the Craterside Inn's communication dish
A small team of engineers is dispatched from Gagarin and assesses the state of the communication dish at the inn. While quite badly banged up, it's nothing the engineers can't handle with a few welds and some spare parts the inn had laying around.

Results: formal relations with Craterside Inn established, negligible EC expended.

Finish the Small Farm, then upgrade it into a Medium Farm (aided by Void Stalker)
With the industrial supplies flowing in from orbit and from Bracewell, finishing the construction of the farm. Some small savings in EC are made when Councillor Void Stalker notices a few parts that seem like they had too many bolts used. The cost savings are a one off for this particular farm, but they do reduce construction costs enough to cover the maintenance of base facilities for this year. With the farm open work also begins on expanding it so that it can provide yet more food. This too goes well and construction is completed within the year, thanks to the ingenuity of Gagarin's staff. The people are quite pleased at the opening of this farm, as it has greatly increased Gagarin's food supply, almost to the point of ending the need for rationing. While people might still go without a meal every now and again, the chance of people dropping dead of starvation is greatly decreased.

Results: Small Farm completed, Small Farm upgraded to Medium Farm, +750 people fed, chance of starvation eliminated (negative growth bonus will remain)

Start work on upgrading a Medium Farm into a Large Farm
Work begins on the task of improving one of Gagarin's medium farms into a larger one. While some progress is made, the industrial resources available to the workers are quickly exhausted due to the number of construction projects already having been undertaken this year. While progress was made, it was quite minor.

Results: Medium Farm upgrade at 26.6 EC/500 EC

Research Actions (10 RC for use):

Continue research on improved construction techniques (aided by ConfusedPotato)
Research is progressing well. The team has been an inspiring engine of novel solutions and even managed to make the occasional minor breakthrough in improving design modularity. The end result of this was that the team actually made a slightly disproportionate amount of progress relative to the resources they had at their disposal.

Results: Improved Construction I at 13/30 RC

Also research improved industry but focus on finishing the construction research first
progress was coming along quite nicely on the team's work into refining industrial techniques. In fact, one could say that progress was moving along quite well thanks to the effort of the team leader. That was until the team lead spilled coffee on her computer. While not completely fried, the data recovery process was... messy... A fair bit of work had to be done on just piecing together what the IT department had managed to salvage. The end result was that only a very small amount of progress was actually made in the research.

Results: Improved Industry I at 5.5/30 RC

Diplomacy Actions:
Accept Bracewell's offer
Your acceptance is treated graciously by Bracewell and they note that, should their research pan out, they would be interested in possibly negotiating for access to its results.

Results: Offer acceptance noted, future possibilities proposed
Once we get in contact with the Craterside Inn, see if they have any concerns/problems
After repairing the communications dish at the inn, Gagarin formally approaches them and relays some form of standard diplomatic introductions. Things go over well, especially given that the inn is grateful to have a working means of communicating. According to the inn administrators, they have no particularly pressing concerns at the moment, and leave off noting that they look forward to continued goodwill between themselves and Gagarin.

Results: Inn is not experiencing anything of particular issue at this point in time.

Attempt to make contact with survivors on Earth (aided by Habstab)
It would appear that the Russians were right- the traces of cobalt on Earth are unmistakable. If there are any survivors on Earth, they were unable to be contacted. Taking the detonation of cobalt bombs into account, even optimistic predictions result in a global mass extinction even that would threaten the planet with complete ecological collapse. The effects are already visible from orbit. Where the fallout fell in its greatest amounts, plant life has died off en masse, turning formerly green areas of the globe into an eerie shade of brown. Analysis indicates that it is extremely unlikely any Human survivors can survive on Earth long-term. In the areas least hit with the fallout, New Zealand and Scandinavia, it is estimated that small pockets of survivors could, at most hope to live for another twenty years. In the areas hardest hit, it is likely they are completely devoid of Human and most animal life. All indications are that the planet may be breathing its last few breaths in the coming decades.

One strange thing does happen over the course of the investigation though. At the suggestion of Councillor Habstasb, signals are sent to old nuclear bunkers and continuity of government sites that were suspected to be owned by various pre-war great powers. As expected, most of the signals just end up going to particularly impressive craters, but something must have received the signal because you eventually recieve a signal from a remote location in Virginia. The transmission reads as follows:

::Automated transmission: United States Department of Defense: Continuity of Government: Case Black: Receipt Location 38.584325, -78.332752: Directive Site Location 57.515842, -152.918447: End Transmission::

Results: No survivors contacted, status of Earth learned. Unusual US military signal received.

Military Actions:
Survey for optimal routes for building maglev links to the other colonies
Routes to Bracewell, the Craterside, and Zvezda are quite easy to scout out. With Bracewell, the approach is relatively easy with few obstacles. A maglev to the craterside would require curving around the crater, but that can be easily accomplished. Zvezda would require either a circuitous route or boring through a mountain range. The Chinese base is the most difficult as it is easily the most distant of all bases, being located on the Lunar far side. Though it could be done, linking this base by maglev would be an expensive task.

Results: Survey completed

Economic Actions:
Set up a cultural bureau that can run more cultural events (plays, concerts etc)
Opening with a concert of the various colonial favorite musicians, the gala for the grand opening of the Gagarin Bureau of Culture is a great success. People get a chance to mingle and enjoy some of their favorite musical performances. It almost feels like they're part of a global society again. Events are planned for the following year, plays are drafted, a few people even express desires to become full-time actors and musicians. All in all, Gagarin is developing into a true society, perhaps even culture of its own.

Results: Gagarin Bureau of Culture founded, morale boost

General Actions:
Habitat beautification project. Invest no more than 50 EC this turn here.
The end result is... alright... The art is considered a bit tacky by some, the decorations a little cliche, but overall, the effort is appreciated. It gives the colony a feeling of community, a sense of Humanity. While people might poke fun at it, it gives them something to talk about and something to bond over. Overall, the beautification project can be said to have succeeded in a roundabout way. It did indeed create an atmosphere of happiness in Gagarin, even if it was because of jokes at the decorations' expense.

Results: Tacky beautification project completed, minor morale boost.

Councillor Training:
-RulerOfNothing trains to level 1
Uhthread trains to level 1
ManInACandyVan trains to level 1
Ventari trains to level 1
Prevalent117 trains to level 1
RulerOfNothing, Uhtread, ManInACandyVan, Ventari, and Prevalent117 are now level 1.

Random Events:
A stray micrometeor took China's primary radio telescope offline for a few days, but was quickly repaired.

:: GM Note ::
Apologies for the unacceptable delay. I have two mid-term exams this week, so my schedule has been strained far more than it should be. This will not happen again. Side note, I'm running the calcs for the stats right now and should have them online by 18:00 PST, 19:00 at the latest.

First set of cords. goes to a small bay on the south side of Kodiak Island, Alaska.

Second set goes to a campground in the Oldrag mountains, a few miles southwest of D.C.

Looks like you lucky bastards found the last of the US government. Better send a rescue next turn.

You mean the idiots who caused the world to die?

While I think more genes in the mix would be good I agree with your point. There would be real political repurcussions with this. Especially given that we have sidestepped the whole former national ties thing so far.

The only case where I think it is worth it would be is if this was an arc type play where the survivors are not just government types but a cross section of exceptional people.

What do people think of me specing as a cultural/intrigue minister?

Plus, well....

Odds are they're for senior staff. So we're looking at 40/50 year old guys, probably higher.

Not the prime genetical material we'd want.

The problem with rescuing them (aside from having to contaminate ships that we're currently using to house people) is that it'll also pick up a bunch of people who could challenge us for command.

That said, as Senior US officials they'll also know a lot about secret projects hanging around.

Well, I'm ambivalent on rescuing these people (unless it's an 'ark' type thing) but I think it bears investigating. That being said, @Finari'i , when it says in the description of our spacecraft "requires booster to leave Earth's surface" how exactly does this work?

Note to self: Check through descriptions and make sure they mean what you want them to actually mean.

Normally, if you wanted an IS to be able to leave Earth's surface with a full load of cargo, you'd need a booster stage which you, obviously, do not have access to. However, an IS can SSTO itself to LEO on a full load of fuel with a significantly reduced payload. This would require being able to refuel on Earth's surface. Martian IS's do have the necessary equipment to be able to refuel on the surface of a suitable planet, but yours do not at the moment. You could either ask the Martians if they had a spare refining unit or attempt to build one of your own.

How much is 'significantly reduced'?
Councillor Training:
Uhtread, ManInACandyVan, Ventari, and Prevalent117 are now level 1.
Also, is my councillor at level 1 or not?
