The spacesuit wearing workers of Gagarin break ground on the first construction project to take place after the war. The two industrial parks quickly take shape as much of the Base's industrial capacity is diverted toward the project. Soon enough, the factories begin to hum to life. Robotic arms spring to life, ore refineries buzz with activity and tentative mining efforts begin. With this, many of the refugees taken in by the base find themselves stirred from idleness as they take up new jobs working in the industrial sector.
As Gagarin's engineers set to work on the new farming complex, word quickly spreads of salvaged materials being brought in from other bases being salvaged. This comes as a welcome relief to the construction workers, who were somewhat dissatisfied at having to work at such a slow pace. With these new materials, the farm reaches completion on schedule and begins producing food for the people of Gagarin. It isn't much, but seeing the fresh produce from a new farm does lift the spirits of people, allowing for some to even hope for a day when there is no longer a need to so strictly ration food.Start Building a Small Farm (41.6/250) and use bonus EC to finish it.
The scene outside of Gagarin's airlock-sealed doors is remarkably grim. Along the paths to the various smaller bases lie dozens, maybe hundreds of dead. From the look of them, they attempted to walk to Gagarin after the war broke out back on Earth. It would seem many didn't survive the trek on what little oxygen they had... Upon reaching the bases, similar scenes appear. Some of the airlock doors are found open, whole crews of bases having vented themselves into space. There aren't as many dead at the bases, but those that are found serve only as testament to Humanity's collective grief. Salvage operations, in contrast proceed relatively well. There aren't any bases worth leaving intact. The closest one was an ESA optics research facility, but it was so specialized as to be beyond use. All in all, Gagarin is quite appreciative of the collected salvage. At the end of the expeditions, the dead have been laid to rest and the area around Gagarin has been cleared of any other former bases.Send the 3 rovers with a security team to each abandoned outpost and tear down all non-vital buildings (anything not housing, life support or farms) for parts for bonus EC

With the food situation being desperate at best, much work is put toward finding ways to improve the efficiency of current food production methods. With the greatest agrichemical minds being uranious ash, the scientists find the task more than a little daunting. One researcher eventually hits upon an idea that some of the base's excess cleaning agents can actually double as fertilizer. How he came about this theory wasn't asked, but it was quickly jumped on and the other researchers have now begun small scale testing of these newfound fertilizers.
Attempts are made to contact the various space stations in Terrestrial and Lunar orbit. Aside from L1, the only response you receive is static. Even with L1, you only manage to contact someone that is obviously a raving lunatic, muttering on about finding "More, more fish food! More food for fishies!" Judging by the lack of any response since you attempted contact, it is concluded that everyone that was on a space station when the bombs dropped, perhaps barring the lunatic on L1, is dead.Get into contact with any remaining space stations and trade food for EC with them if they require it also ask what facilities/resources they have and what they require
Contact is successfully reestablished with every outpost on Luna barring the Craterside Inn, thanks to your clever use of the communications satellites you have access to.
As one officer was attempting to sort out a minor dispute between two people arguing over who really deserved a loaf of bread they found on a chair, a crowd starts forming to watch the spectacle. The officer orders them to back off, but the crowd just stands there. As people in the crowd start murmuring support for one of the men or another, the officer calls for backup. As people start shoving their way through the crowd to get at each other, something gives and the corridor erupts into bedlam. Punches are thrown, blows are traded and, when one person rushed the officer with a syringe, a shot is fired. Somehow, the shot failed to connect, and landed squarely in the chest of a pre-teenaged child behind the man. When reinforcements arrived on the scene, all the remains is a few stragglers who are quickly arrested, a child bleeding profusely on the floor, and one dead security officer. After several operations, the child eventually apsses away. Reactions throughout the base are mixed. Some view the officer as one man trapped in a desperate situation. Others view him as a child-murdering killer. That the officer didn't live to bias the story one way or another is likely the only thing that prevented a base-wide riot.
barring the occasional pickpocket looking for grapes or the wayward bread thief, there are no major incidents resembling food riots. In fact, following the officer involved shooting, many civilians come together to pool their food and help ensure that everyone knows they're getting their fair ration. The general sentiment seems to be that something like that can never be allowed to happen again and people are working together to prevent that.
the good news is that you have the highest population of STEM professionals by percentage of any "country" in Human history. The bad news is that most of these people are scientists, not workers. Engineers are great for designing new and improved versions of things, but criticize any proposed construction plan to death rather than just putting the damn bolt where the instructions say to. Several eminent professionals do express interest in being able to further develop research projects in their chosen fields, particularly deep space construction and astrobiology.Survey everyone for their skills so that we can assign jobs based on them.
While unpopular, measures are taken to ensure a 24 hour work cycle. All facilities are run on continuous operation. The only real area to benefit from this are the industrial centers, which are able to operate at increased efficiency due to the continuous presence of staff. For other areas, this largely creates tension as people are forced to run schedules that conflict with their current social arrangements and familial matters, resulting in some mild discontent.Issue a general order for 24 hour operation (bar necessary maintenance), and assign jobs to everyone for even more bonus EC

A lottery is held to move individuals and families out of the corridors and into the IS's. In total, five hundred people successfully board the IS's as their new homes. tenants also report feeling uplifted at the idea of living on a spaceship, describing it as "cool".Move people to the IS-colonials to help with the housing issue
The memorial goes relatively well. People are publicly given a chance to express their grievances and take the opportunity to connect with one another, coming together as a more united people. Everyone acknowledges the very strong possibility that the colonies on Luna and Mars are the last remnants of the Human race. While disheartening, this also proves to be a strong motivator. Everyone wants to come together because this is it. Everyone knows that if they fail now, it's over. Ending with a mediocre speech by one of the base commanders, everyone disperses back into their tasks with both a sense of closure and a renewed sense of purpose.Hold a base wide memorial for the lost to help people with the grieving and to restore base morale.
In a base full of engineers, scientists, and astronauts, it turns out there aren't many people with counseling experience. You manage to scrounge together a small team of people who quickly find themselves overwhelmed by the sheer volume of work they have. As things stand, you have a dozen people doing the work of several times their number. They do make some inroads in rare cases, but not enough to make a considerable difference.Get the base psychologists/anyone with counselling training to provide grief counselling
It's a tough job bolting some seats into the side of the pressurized cargo bay, but it works, and a salvage team is able to use one of the IS Cargo ships to salvage some of the space stations in Lunar and Earth orbit. In total, the teams are able to salvage maybe 1/4 of the total space stations Humanity had built before the war. The stations themselves are often deserted with the airlocks open. It would appear many of the staff decided to take their own lives rather than wait for starvation to take them...Send the IS Cargo ships to salvage the empty orbital stations (aided by Uhtread)
Work goes well on upgrading the small farm built last year. The construction crew find the process quite easy, largely due to the relatively simple design of the farm. With everything proceeding according to schedule, the farm is brought online and citizens set to work on providing food for the inhabitants of Gagarin Base.
The foundation is laid for a new small farm on the outskirts of Gagarin, soon to be joined by another two. Though there isn't enough material to completely finish the farm, there is enough for the main structure to be completed, with the overall building being almost 50% completed. The presence of Councillor Ventari is noted as having prevented a minor disaster when a welding error was spotted by the councillor.

Final trials of the new fertilizer are completed. It manages to increase the productive output of a given crop by quite a large margin. With every plant using this, it is estimated that all current and future farms should have their overall output increased by 5%. After pouring over the various schematics for your 3D printers, the programs for your factories, and the resource allocation systems, an unsuspecting ex-intern notices that most of your tech was installed into where it currently is without anyone bothering to change the settings from their factory defaults. After spending a night fiddling with some of the tech, the young woman notes that just messing around with the settings can drastically optimize your industry for Lunar conditions such as taking better advantage of the lower gravity environment. After receiving a promotion, the young woman is given charge of the team to try and optimize the Base's industry.
Your researchers spend quite a bit of time looking over everything from your manufacturing processes and conclude that it is theoretically possible to improve on the already highly modular design of the structural schematics you have. A few passageways here and there, a few more connection points. While adding material, the researchers to believe that it should be possible to create a building pattern that cuts EC costs. By how much, they aren't sure yet.
The Russians, Chinese, Australians, and even Brazilians all agree to send representatives to Gagarin for negotiations. Meeting in one of the larger conference rooms, everyone gets a chance to make their case, with Brazil making an impassioned plea for aid. The situation there is growing more dire by the day, it would seem. The rapid depressurization not only caused a massive crop failure, it also caused ruptures of several water tanks. Dozens upon dozens of people are either dead or dying from the tight water rationing that had to be instituted. Councillor RulerOfNothingis the one to put forward a plan of action. Everyone should pool any resources available to alleviate Brazil's situation. The notion being that, with the burden spread out, it will be lessened for the individual bases. With this in mind, the Chinese, Russian, and Australian representatives all agree to take in Brazil's beleaguered citizenry. With the population so severely emaciated, medical care as well as housing and food are likely needed. While Gagarin is unable to provide aid, it is still thought as having aided by allowing its use as a diplomatic nexus.Negotiate an agreement for Gagarin and the other lunar bases to help Brazil with its current situation (i.e. food aid and help restoring Brazil's farms). Before the Australian representative leaves following the meeting, you approach him and inquire about a possible trade for industrial supplies. In response to Gagarin's good will, they are willing to offer you 50EC in exchange for use of half of your laboratories. The representative notes that this deal would last four years. Apparently the Australians are trying to nail down some research project.Negotiate for Bracewell's industrial supplies - we are willing to rent out lab space to them and/or loan them spaceships
The Russian representative notes that, while they would normally accept this request, the expected influx of Brazilian refugees means they are unable to safely house any more people.If Zvezda base still has capacity after helping out Brazil, attempt to negotiate an agreement where they will house and feed some of our people until the current crisis is over
Upon arriving at L1 aboard an IS Cargo that was being used for salvage operations, the security team boards the station and the IS departs on its original salvage mission, noting that it will pick them up when their mission is concluded. The station is surprisingly intact. There is the occasional corpse from someone that likely took their own life after the war, but some of the bodies don't look quite right, almost as if the wounds were inflicted by someone else. As the station still has an atmosphere, the officers remove their helmets to conserve their suit oxygen in case of an emergency. Working their way towards the command center, they start thinking they hear murmurs and whispers as they get closer. Upon entering the command center, they find a strange and disturbing scene. Several half decayed corpses are arrayed around the room, with a small fish in a bowl in the center. Out of nowhere, a disheveled, crazy-eyed man lunges at the squad of officers, screaming "foooood!" at the tops of his lungs. Before anyone can so much as draw their sidearm, one officer is already bleeding profusely on the floor, a spork protruding from his neck. Lunging at another officer and pinning her to the floor, the man seems intent on attacking her face with his bare hands. What wound he wanted to inflict, will never be known, as a junior officer put a round in the back of the man's head. The rest of the station is combed over and found to be deserted. In theory, with a bit of touching up, the station could house its original population levels and the attatched orbital shipyeard could be brought online. Food would need to be imported from Luna, but it could be done.
An expeditionary force of security officers approaches the Craterside Inn over a nearby hill and finds an astronaut with corporate markings on his suit waving them down. Getting into radio communications, it is discovered that the Inn's satellite dish was damaged after an incident involving a suicidal guest. As the facility is a luxury hotel and not a research laboratory, they lacked anyone with sufficient technical expertise to repair it. Being invited into the inn by its manager, the crew finds people milling about like the war never even happened. Off to one side, there's a small party occurring in a ballroom. By all accounts, the Inn is in perfect shape, barring its satellite connection. In theory, Gagarin could offer to repair the dish for a negligible amount of industrial effort.Send an expedition (1 rover, 1 security team) to investigate the Craterside Inn
Aside from the occasional drunken barfight or petty theft of bread, Gagarin is quite calm. People go about their daily tasks with a sense of normalcy. The less restrictive food rationing brought about by the increased production of food seems to have greatly improved the mood of the citizenry. The security force has also worked to repair their reputation with mixed results.
As the job training program begins, a small cadre of bureaucrats performs quite ably. What could so easily have become a nightmare of confusing, contradictory paperwork is almost seamlessly integrated into a quick and efficient system to assess someone's prior experience and sort them into categories they are best suited for. Several people looking for work are seen as having the potential to be trained as everything from counselors, to teachers, to civil servants and bureaucrats.Set up a program to train people in skills that we lack but need (in particular counselling skills)
It's the small things that make people happy. It's walking out of your cramped 3-person refugee sleeping area and seeing the little strawberry flowers just starting to bloom in your planter. It's walking to work and picking a sweet pea pod off of the plant outside the entrance to your place of business. It's feeling like you have more food than you do because it seems so visible. Efforts to install the gardens did take some efforts away from the farm-building, but they yielded a great deal in both food and morale.
It would appear that a not insignificant number of people had rather intensive training in various classical instruments as children at the demand of their overbearing parents. Instruments are dug up out of random places and pieced together where needed. Players are assembled and practice begins. A concert is planned to open the series to come. As hundreds upon hundreds of people pack into the crowded room, the biggest the base staff could find, anticipation grows for what is to come. In the words of one of the teary-eyed attendees afterward, "That was the most beautiful thing I've ever heard in my life." Selections of some of the greatest classics of music are played. Great care is taken to avoid anything depressing- no Beethoven's Requiem or Chopin's Funeral March. The selection of music is instead uplifting, calming and ends with a few pieces that seem to convey an overall sense of hope, of optimism. Even as people cry from the sheer beauty of the performance, the impact is clear; Gagarin's people are the happiest and hopeful they've ever been since Earth burned. The following concerts have similar reactions. The people are happy and, for the first time, look toward the future not with despair, but with hope.There are a lot of highly educated people around. Chances are a solid number are classically trained musicians at least as a hobby. Have them conduct concerts when there is time to boost morale and maintain a veneer of society.

The ships continue their work from the prior year, slowly and methodically disassembling the various space stations from before the war. The task is somewhat grim, as your workers tear apart the work of a generation, but they do so knowing they guarantee the future in doing so. Much work is done on the task, with Councillor 10ebbor10 noting that some parts that were dismissed as scrap could still be of use, resulting in a minor gain in salvaged materials.Send the IS Cargo + IS Satellite Carrier ships to salvage the empty orbital stations (aided by 10ebbor10)
A small team of engineers is dispatched from Gagarin and assesses the state of the communication dish at the inn. While quite badly banged up, it's nothing the engineers can't handle with a few welds and some spare parts the inn had laying around.
With the industrial supplies flowing in from orbit and from Bracewell, finishing the construction of the farm. Some small savings in EC are made when Councillor Void Stalker notices a few parts that seem like they had too many bolts used. The cost savings are a one off for this particular farm, but they do reduce construction costs enough to cover the maintenance of base facilities for this year. With the farm open work also begins on expanding it so that it can provide yet more food. This too goes well and construction is completed within the year, thanks to the ingenuity of Gagarin's staff. The people are quite pleased at the opening of this farm, as it has greatly increased Gagarin's food supply, almost to the point of ending the need for rationing. While people might still go without a meal every now and again, the chance of people dropping dead of starvation is greatly decreased.Finish the Small Farm, then upgrade it into a Medium Farm (aided by Void Stalker)
Work begins on the task of improving one of Gagarin's medium farms into a larger one. While some progress is made, the industrial resources available to the workers are quickly exhausted due to the number of construction projects already having been undertaken this year. While progress was made, it was quite minor.
Research is progressing well. The team has been an inspiring engine of novel solutions and even managed to make the occasional minor breakthrough in improving design modularity. The end result of this was that the team actually made a slightly disproportionate amount of progress relative to the resources they had at their disposal.Continue research on improved construction techniques (aided by ConfusedPotato)
progress was coming along quite nicely on the team's work into refining industrial techniques. In fact, one could say that progress was moving along quite well thanks to the effort of the team leader. That was until the team lead spilled coffee on her computer. While not completely fried, the data recovery process was... messy... A fair bit of work had to be done on just piecing together what the IT department had managed to salvage. The end result was that only a very small amount of progress was actually made in the research.Also research improved industry but focus on finishing the construction research first

After repairing the communications dish at the inn, Gagarin formally approaches them and relays some form of standard diplomatic introductions. Things go over well, especially given that the inn is grateful to have a working means of communicating. According to the inn administrators, they have no particularly pressing concerns at the moment, and leave off noting that they look forward to continued goodwill between themselves and Gagarin.Once we get in contact with the Craterside Inn, see if they have any concerns/problems
It would appear that the Russians were right- the traces of cobalt on Earth are unmistakable. If there are any survivors on Earth, they were unable to be contacted. Taking the detonation of cobalt bombs into account, even optimistic predictions result in a global mass extinction even that would threaten the planet with complete ecological collapse.The effects are already visible from orbit. Where the fallout fell in its greatest amounts, plant life has died off en masse, turning formerly green areas of the globe into an eerie shade of brown. Analysis indicates that it is extremely unlikely any Human survivors can survive on Earth long-term. In the areas least hit with the fallout, New Zealand and Scandinavia, it is estimated that small pockets of survivors could, at most hope to live for another twenty years. In the areas hardest hit, it is likely they are completely devoid of Human and most animal life. All indications are that the planet may be breathing its last few breaths in the coming decades.Attempt to make contact with survivors on Earth (aided by Habstab)
Routes to Bracewell, the Craterside, and Zvezda are quite easy to scout out. With Bracewell, the approach is relatively easy with few obstacles. A maglev to the craterside would require curving around the crater, but that can be easily accomplished. Zvezda would require either a circuitous route or boring through a mountain range. The Chinese base is the most difficult as it is easily the most distant of all bases, being located on the Lunar far side. Though it could be done, linking this base by maglev would be an expensive task.Survey for optimal routes for building maglev links to the other colonies
Opening with a concert of the various colonial favorite musicians, the gala for the grand opening of the Gagarin Bureau of Culture is a great success. People get a chance to mingle and enjoy some of their favorite musical performances. It almost feels like they're part of a global society again. Events are planned for the following year, plays are drafted, a few people even express desires to become full-time actors and musicians. All in all, Gagarin is developing into a true society, perhaps even culture of its own.Set up a cultural bureau that can run more cultural events (plays, concerts etc)
The end result is... alright... The art is considered a bit tacky by some, the decorations a little cliche, but overall, the effort is appreciated. It gives the colony a feeling of community, a sense of Humanity. While people might poke fun at it, it gives them something to talk about and something to bond over. Overall, the beautification project can be said to have succeeded in a roundabout way. It did indeed create an atmosphere of happiness in Gagarin, even if it was because of jokes at the decorations' expense.Habitat beautification project. Invest no more than 50 EC this turn here.
