Personally, I am interested in the potential plotlines that come from an occupied city. However, it should be said that the alternatives give the opportunity to have war arcs. Quests where the hero can make or break the fate of a battle. I am fairly certain Bethesda has done that a few times actually.

Fallout at it's core, at least for a lot of the franchise bethesda or not, is about rebuilding after the apocalypse, and learning to live in a new and changing world. I think it's fitting that the hub city will be in the process of reconstruction, thereby building it into a new shape differentiated from the old world

I find this compelling enough to vote for it, in fallout you, rather we, as the MC/PC show up before the main catastrophe kicks off, not after, so that's already a good enough reason for me to vote for this, but this was an interesting period as well, this story can show the realities of post war-torn society and can give plenty of opportunity for the PC to decide whether to help those around them or profit from their misery circumstances, maybe a bit of both?

plus this IS Fallout, the next disaster is just right around the corner.

Edit: Imagine place, where ghouls ruling minority with power, wealth, knowledge and technology. Because they got a great advantage at the beginning over those who have not gone through the transformation process. And they took advantage of this initial better start to gain and consolidate their power.

Edit 2: They could raid military bases or other places filled with radiation with lesser risks, they could outlive many of thier possible foes, they have knowledge of the old world... Of course, some of them could go feral at some point, but it only means ghouls with good enough intelligence or some other adventage, which gave them ability to dodge prospect of going insane, remained as a result of natural selection.​

The Enclave is known for using slave labor, so if they are the ones that are voted in here, it's perfectly reasonable to have a form of slavery included.

Ghoul rule
Looks like we've got a tie, so I'm going with the weirder choice. So, we have Savannah ruled by an eternal group of ghouls. They also have slavery. Let's make some more choices. First, we need to decide what form slavery takes. We could do race-based slavery, we could have slavery be of just anybody, we could also have slavery be based on enslavement of refugees and displaced persons directly after the nuclear apocalypse.

Then we have to decide how the ghouls rule themselves. How do the ghouls go about ruling? They could have a ghoul only democracy, a cult that glorifies ghouls, or you could think of another option.

I want to be more detailed about this. Many non-ghouls may be in the position of serfs, free ghouls have more rights and becoming slaves in some way only because of debts/breaking the law/conflict with Family. Slavery is a very rare punishment for family members, because it is difficult to replace them and it is dangerous because it can give rise to a situation of rebellion. The offender is usually dealt with in a different way, especially when dealing with the more intelligent and influential ones.​

Edit: So, there are several groups of people in this region:
1) Inner cricle Family members.
2) Outer circle Family members.
3) Free ghouls population.
4) Free non-ghoul population.
5) Servants and serfs of the Family.
6) Population in temporary or permanent slavery.

The refugee slavery angle could be cool; some sort of pseudo 'debt' system where the argued they should earn their right to live in a relatively intact place by rebuilding it that evolved into chattel slavery or where the Ghoulish aristocracy kept moving the goal posts. This could also be tied into a sort of revenge on the North angle for always looking down on and pulling the strings of the South; 'the men in Washington never did anything for us, and now they ended the world so they might as well fix it ', etc etc.

The Ghoul government part could be tied into an aristocratic attitude that they remember the old, good times the best and are thus best suited to leading society out of the apocalypse or what have you, evoking the landed Southern class with a dash of Adirondack noblesse oblige.

Perhaps, the conflict between ghouls and non-ghouls after the war could have made the situation worse. After all, this was a time of very fierce competition, a time of struggle for survival in which the ghouls had the advantage. And they looked different, ugly to people, which made them a good target for accusing them of all sins. However, this forced the ghouls to stick together, unite, and in the end they were the ones who won in this region. And they live long, they remember this hatred and fear.

Edit: So it could be not only a convenient and effective for ghouls to form a such a structure, but also have another component to it: personal bad experience. This political field seems like it could be really complicated...​

I think these two directions can be one and the same, in a way.
Population growth of the region is cowed and coerced into indentured servitude to build dedication to the religious cult

To make further ties to reconstruction and be unique for the setting they could've been invaded by a proper US revivalist movement or federal remnants (rather than Enclave larpers) who bring their own issues and skeletons
 
this is certainly interesting, and while I am not against it at all, I do feel the need to point out that this is a lot of detail being put in for the side that has lost and been deposed, I just hope after this they are relevant to the story in some way, otherwise I feel like it'd be a waste.
