Let's make a setting for a fallout quest.

Location
Raleigh, NC
Fallout has fleshed out a few areas of the post-apocalyptic United States, but there remain vast tracts of land unvisited. This quest is going to design an area which will then be used by a followup quest. With so much blank space on the map, it would take forever to vote on it all, so I've already chosen the region we'll be working with: The Deep South. As to where in the south, that's your choice.

why not, Atlanta's there and that means a lot to work from if the air traffic goes back to a century ago
 
Savannah
Ok, we're going with Savannah, the port city of Georgia. Now, we need a theme. Every Fallout has a theme and this one will be no different. There's a few things Georgia brings to mind: The 13 colonies, the Civil War, and the Civil Rights movement. There's also the fact you may think of something as well.

It is a bit cliche but, we could have the sapient Deathclaws and other mutants protesting for equal rights. Just say Georgia was where the research into sapient bioweapons and mind-enhancing chems took place. It would be somewhat funny to have peanuts that literally boost one's int score. I really want to see something done with peanuts honestly.

I'm thinking Civil War, Fallout 4 already referenced the 13 Colonies/American Revolution with the Minutemen, the Civil rights theme is really overdone, besides that sort of thing is going to happen regardless, so I argue we might as well have a differing theme, bringing something in that's not been done too much by comparison.
 
Civil war?
Ok, we've chosen the Civil War for a theme. Now, how is that theme expressed? We could play it straight, with Savannah being the bad guys being invaded by another force. We could reverse it, with Savannah being the good guys being invaded by the bad. We could also go for a Reconstruction theme, with Savannah already being occupied and being rebuilt by an outside force.
