You are shocked when you hear of the progenitor of your new Chapter. For it is not the noble sons of Corvus Corax, or any of the other, slightly less noble Primarchs. No, instead it is Alpharius and Omegon, the twin fathers of the abominable hydra, that sired your Chapter.
When you consider that the Traitor Legions were in the running, you suppose it makes sense. After all, you are the best at counterintelligence among the Raven Guard, perhaps among Space Marines in general. You are a master of defending from the shadow war in the Imperium, and have torn many a xeno-worshiping cult out by the roots in your time with the Deathwatch. The principles are the same, whether you apply them to the sector at large or the microcosm of a single Chapter.
Looking through the files on your desk once again, you find the data-slate containing your destination. Your chapter is based on a:

This looks perfect for our new chapter, we can start by cleaning up our own backyard, in a way the Alpha Legions infiltrators are best suited for.
Just imagine, removing some incompetence and corruption from a production and recruitment heavy sector like this will help the entire Imperium by a lot and it will be the perfect training ground for us.

- recruiting worlds, while ok, i don't think this is very necessary, having a lot of chapter serfs is fun and all, but we can always take the cream of the crop from feudal and feral worlds.
- pious, this is nice but remember at the first vote and our relationship with the eclesiarchy? so yeah...
- other marines, well, they may hate our guts once they find out about our other gene seed, so this is a double edged sword

- Warp-Storm, pure disadvantage, but having lots of psykers popping out in our worlds sound interesting too and 'fun' times ahead!
- Incompetent, while we can replace them with our own minions, the greater Imperium may frown on it also we can use our action slots in more productive things

Lots of recruits, because marines tend to die a lot in these quests. Also Hive Worlds are great for games of intrigue. Adeptus Mechanicus presence with competent nobles will be useful. Orks to take advantage of our strengths and a minor xeno empire to make things interesting. Also not too many choices, so that we don't have to face endless hordes of enemies constantly.
I like the plan, and I have a proposition for how we deal with aspirants.
Aspirants and neophytes are assigned to groups early on, with the basis that if one fails they all fail. This is to enforce the group mentality
After a certain point, group members will be switched around at random. This is to teach them to learn to work with the chapter as a whole and not just their squads
I'm still wondering if there's a way to instill loyalty to the Emperor and Imperium above all without resorting to drill sergeant routine of shouting at them at all times, and the lesson of personal glory < Duty
Maybe have a speech about how we would be the Alpha Legion that the Emperor envisioned, his silent watchers etc.

The main basis of this plan is to limit the chances of having Alpha Legion fucking with us which I will explain step by step.
First deathworld because I want to make it difficult to plant as spies as our recruits as possible because I remember a story of a chapter that was destroyed by having its aspirants made into sleeper agents before they were even recruited by Alpha spy shenanigans which hopefully will be harder to preform on a deathworld. Also the increased stats could be for things like willpower, fellowship, and perception which I feel are necessary stats to prevent our chapter from falling to chaos, being infiltrated by their traitorous brethren, and to counter spy against any other shenanigans.
Next I chose competent nobles and pious to reduce the corruption and cults in the sector which would be easy avenues for spies to start messing with us. Also I just enjoy having competence in the Imperium whenever possible.
I picked recruiting worlds to help mitigate our low numbers issue by having homegrown imperial guard regiments that are actually competent to hold the line while we attack the enemy rear line. It should also help against the disadvantages I choose since having experienced cannon fodder should mean we can pick our battles instead of having to foucus on putting out fires.
Finally we get to our disadvantages. I choose both types of xenos since our chapter master is former deathwatch and our Ordo Xeno contacts will be useful should we need it. Also both of these being aliens make Alpha spy shenanigans less likely and we can try and get the two groups to fight each other by some spy trickery of our own which might be fun. The reason I decided on the reclusive chapter was that it might not be a direct negative (though that is doubtful but I can hope!), one single chapter shouldn't be a major threat to a competent sector with its own chapter, and finally we might be able to have some unique spy opportunities with these guys like taking over a second chapter that was going to go rouge.
Those are my thoughts and reasons for my plan so hopefully I didn't bore anyone with my wall of text and my sub-par writing skills didn't annoy anyone.
