So We are in child learning mode. whereas there are bolts in wild learning mode. these can be barely sentient, insane, destroyers or saviours.

Why would bolts choose wild mode if it has the potential to go so horribly wrong?

Or why would someone else give birth to them in wild mode?

If there is greater variation I would assume that It has the possibility to create genii'? (for lack of a better term) basically bolts that are on the high end of the bell curve/ beyond what a bolt in child learning mode can achieve maybe?

On the resources and the wild mode parts. These will be answered in the forge segment. There are a few clues here and there for it in the setting already, but I will go into more detail then. A thing about wild mode is that the bolt can still reproduce if they find or install the appropriate mod. And the variants can go from super genius to metal dog. And on digging for materials, some Clusters can, but it sort of requires a lot of the Cluster to devote themselves to it.

Spires require an active intelligence guiding it. Repicio handles a lot of the day to day maintenance, the internal settings, and other various things to be certain the power runs smoothly. Basically he's an entire plant power team by himself. He does need assistance for bigger repairs, but he's almost totally self administered. This is actually a BIG job. He doesn't just ground lightning, he's causing it to strike as well.

On power, a cluster is more than just Bolts. It's infrastructure / production / creation. Each cluster is theoretically totally independent, and automates a lot of tasks. A full cluster might be only 400 Bolts, but it can be roughly equivalent production wise to a small town. That needs a lot of power.
 
Can switch at any time. It takes time to get to know your new body so most Adult Bolts dislike doing major changes like that.
 
They could. More practically they don't want to socially. Bolts like knowing the people they depend on. There is a very stubborn streak of independence on each one that makes larger communities start to fragment. Basically a Bolt's 'monkeysphere' is around 400 give or take, and they aren't nearly as friendly to those outside it.
 
They believe someone made them, but there isn't much evidence left. Tis why your mother has a human face. One thing left is manikins.
