Ratings are up-to-date and contain spoilers.
Some spoilers withheld until in-story reveal.

Terraform / Taylor Hebert

Protag-chan.
Has a massive hero complex, and an unhealthy tendency to rationalize away anything that doesn't fit into her skewed and self-depreciating worldview. Her extended social exile has left her with an underdeveloped capacity for properly understanding other people.

NOTABLE CANON DIVERGENCES
1) Had an extremely intimate 'experimental phase' with her best friend, (which she believed would result in a relationship) before Emma terminated both their intimacy and friendship. Taylor now aggressively defensive about being a closeted bisexual.
2) While 'Gram' is canon, the character as appears in this story is not (See: Gram) Taylor is her last surviving descendant, making her the heiress of a not inconsiderable estate.
3) The Dockworker's Association is actually backed by a Union, instead of being a pointless and powerless organization despite spanning multiple states, as in canon. Significantly increased Dad-clout.

Panacea / Amy Dallon

Best Friend / Primary Suitor
+3 Snarkbetch of Cutting.
Bitch Queen of Arcadia. Forced to play regent to Vicky's queen bee, and hating every second of it. Amy winds up stuck dealing with all the parts of Vicky's 'fame' that her aura keeps her from needing to deal with directly; like managing cliques or social maneuvering and all those students who love Vicky while in her presence, but can't stand her while away because of how her aura messes with them.

Amy was intrigued by Taylor's odd responses to her fishing for aggressive reactions, and later amused by Taylor calling her a bitch almost to her face. Having grown used to everyone either expressing outright hostility, or brown nosing to her face while trying to pull strings behind her for their own gain, Taylor's blunt and somewhat crass friendliness was refreshing enough for Amy to give the girl a chance.

Currently Taylor's best friend, she is aware of Taylor's parahuman status, and has been lending some small support to her cape activities.

Has a crush on Taylor. Her aura-mandated love for Victoria is beginning to abate, now that Shaper has begun implementation of his own brand of anti-master countermeasures. (Compensating by altering hormonal balances in real time)

NOTABLE CANON DIVERGENCES
1) Not Ward Compliant. (Is not a slightly younger but still psychopathic Red Queen)
2) Has been helping to clean up Endbringer Battles with New Wave since she triggered. Significantly increased celebrity status.
3) Due to 2, has been forced to cut back on her time at the Hospital, given negative PR backlash from overworking herself in addition to regular schooling hours.

Touch-Based Biokinesis.
Threat Class: A

Striker 7+ (Healing/Sedation)
Suspected to be as high as Striker 12+ (Full mass-limited Biokinesis)
Striker 14

The Spirit of Evolution
Gradually upgrading Amy and her powers over the next month after conversion:
UPGRADE 1: Amy can now set her own arbitrary Manton Limits (including making herself incapable of affecting brains, or turning off her striker sense) and remove any limits she sets for herself. Increased healing speed, no longer limited to existing subject biomass.
UPGRADE 2: [REDACTED] (Not yet implemented)
UPGRADE 3: [REDACTED] (Not yet implemented)
Shatterpoint / Dinah Alcott

Team Smol
Shy, anxious, eager to please.

Dinah has spent her entire life buckling under the pressure of making something of herself, to contribute to her family's affluent status. Despite this, she's watched for years as her parents delved further and further into willful ignorance of their failing health, despite frequent hospital visits and warnings from medical professionals.

Spent the time immediately following her Trigger exploring her powers, and trying to get anyone to believe they were real. After several hospital visits of her own for power-induced migraines, she began to notice her chances of continued 'safety' dropping. Further testing showed that she was likely to be kidnapped in the next few months. Then she met Taylor, and her odds started looking up.

Considers Taylor to be something of a personal savior, prone to bouts of hero worship and anxiety to be seen as useful and valuable in her contributions to the team she 'forced' Taylor to make.

Has decided to be a force for change, and has chosen a name to reflect this.

Percentile Precog.
High level Thinker, when asked a question, her mind filled with flashes of images pertaining to possible futures, followed by a percentile number in her mind pertaining to the likelihood of a given event.
High level Thinker, when asked a question, a number pops to mind, indicating the rough likelihood of the event coming to pass, very occasionally accompanied by flashes of images in the case of high-likelihood outcomes.
CHANGES:
Accuracy of readings reduced by several orders of magnitude. (No longer gets decimal readings, occasional rounding)
Number of questions before inducing a Thinker headache increased by an order of magnitude. (50-70, depending on the questions asked)
Can occasionally resist her power's effect activating, if she knows a question is coming, and not directed toward her in particular.
Can no longer precog around 'forbidden' subjects like Scion or the Endbringers. Power will occasionally give bad predictions as a result of ignoring their existence entirely.
Rune / Cassandra Herren

The redemption case.
Repentant white-supremacist, actively attempting to deprogram herself.

Grew up a delinquent, seeking out trouble and thrills, and itching to return to the 'Clan' her family was breaking away from. She was enabled by her uncle, who encouraged most of her 'drugs, sex, theft, and violence' lifestyle despite her young age. Escalation led to Juvenile Detention, where she was segregated by her outspoken racism instigating fights and retaliation. Triggered in solitary confinement, using her new powers to break out.

She returned not to her parents, but her greater family. Now a valuable cape, she was pampered and groomed into an unwitting bargaining chip. Sent to join the Empire with Victor and Othala, it was only after they got to Brockton Bay that she began to realize she'd essentially been sold for favor and resources. When Kaiser began pressuring her to spend time with his son and neither of her family supported her in ceasing these advances, Victor even going so far as to intervene and forcefully distance other boys from her, she began to wonder if that was the plan all along. She had no intention of being some spare princess sold off to secure alliances, likely only used sparingly for her powers and otherwise expected to play the good wife; playing house and pumping out children. With the writing on the wall, Cass sought a way to leave the Empire, and her family, behind.

When Cass met Taylor, she didn't think much of the other girl at first. Just another nobody with an interesting story or two behind her family. This shifted radically when she recognized her during one of her fights, leaving her confused, conflicted, and worried for her. She tried to offer what little support she could before Canberra, but seeing Terraform in action changed Cass' view of the world again. When Taylor discovered her identity and offered her a chance at a way out, she thought that maybe, just maybe, it might work.

She has taken the gamble at her freedom, and joined Terraform's Team.

Touch-Telekinetic.
Threat Class: C

Ratings: Striker 4 (Shaker/Blaster 3, Mover 2)

Can inscribe a 'rune' on an object and control it through the mark. This process can take several seconds per object, up to half a minute.
Limited in weight per object, rather than a total distributed weight. Control diminishes with increased number of objects.
If object is damaged, only the part containing the mark remains under control. Can mark objects larger than her limit and use her power to tear away her limit's worth of material from a larger mass.
N/A / Tracy Stover

The broken idol.
Suffers from Impostor Syndrome and Body Dysphoria, accompanied by Anxiety and Depression.

Tracy is Demisexual, and unhappy with this fact. It is another note of 'abnormality' in her life, along with the beauty, stature, and intelligence, which she either doesn't want, or feels she doesn't deserve. During her Sophomore year, she started accepting propositions from the boys confident enough to ask, hoping that something would spark. She would date, go to parties, have sex, all while feeling little or nothing that'd been gloried of them by stories and media. She was too focused internally to truly care if they spread rumors or boasted about their time with her, but this eventually drew the attention of Kara and her girls, who swooped unasked to her 'rescue'.

This lead to a new phase in her life, first spreading her experimentation to girls with a similar lack of success, then coming to honestly like and enjoy her time with her new friends. Over time however, this began to ring hollow as her feelings of unearned worth and secret uselessness grew stronger, culminating in a mental break in her senior year. Hope flared to life, that if she had powers- something unique to her- then perhaps she had some intrinsic worth after all. She spent months attempting to replicate her early success, to no avail. Spiraling deeper and deeper into self-loathing and hopelessness, Tracy was in a very dark place when Taylor recruited her.

She has chosen to trust this last, small flicker of self-worth kindled by her new friend.

Tinker (Secondary Function)

Ratings: Tinker 0*
Theoretical ratings: Tinker 6

Tracy can do nearly anything with anything, so long as the actual function of an item is in no way represented by its appearance. Limited ability to overlap with an object's original function. Very limited ability to add more than one additional function.

Well Vista sure is into some dangerous interneting. Given context, I assume that SP = Madison is a go in this continuation? Sounds like the beginning of an ultra-rare (friend)ship.
Striker What?!

What does that even mean?
It means her striker power completely uncounterable by the PRT and that it's capable of ending the planet's capacity to support life.

I'm pretty sure that a rating of 14 is too high. It's a lot lower for Amy since big changes take a lot of time. Wildbow gave an example of a Tinker 15 and it was horrific.

Striker 10, maybe 11. She's not uncounterable: Eidolon could counter her, and the Endbringers could counter her, at the very least. Bonesaw could counter her if given enough of a head-start and The Fairy Queen might have the right combination of powers to counter her.

High level Thinker, when asked a question, her mind filled with flashes of images pertaining to possible futures, followed by a percentile number in her mind pertaining to the likelihood of a given event.

I'm not sure if you're saying that this is canon or just for your particular fic, but canon would be more accurately "High level Thinker. Can see large number of possible timelines, but has difficulty perceiving the entire timeline at once, causing a Thinker headache if she tries. Can instead ask questions about the future and be given answers about the question, reducing the strain caused by her power. This is often most accurate in the form of asking for the answer in a percentage form, as it carries a clarity that other question types don't."

Striker What?!

What does that even mean?
Striker "In the event this person becomes hostile, the most rational course of action is to quarantine every planet they've been to, and abandon whichever they happen to be on."

Yup. There were some votes on PHO handles, and SP won for Mads, bringing a bundle of fanon with it.

You have to remember, she is no longer limited by subject mass. It's slow, but getting faster, and means she can start with a microscopic bacteria and eventually build it into a literal kaiju, if given absolutely nothing else.

Add that onto what already earned her her at least WoG rating of '12+', and I don't think it's too obscene a final rating.

Anything can be countered, even Scion, the Endbringers, and Sting. The best way to counter Amy has always been to knock her out or kill her before she could act, then erase the area just to be sure. I'm not saying she can't be beaten, but it gets a little ridiculous what that takes if you start after she cuts loose.

keep in mind, that what the threat rating really implies is reactionary tactics for the normal PRT soldier. at 12+ or an un-confirmed higher rating, the PRT and the protectorate are essentially washing their hands of any conflict with her.

its either a world ending catastrophe or its not worth the fight.
at that point it becomes either a M.A.D scenario, or just straight up capitulation and appeasement. which honestly, considering the girl could modify some of her GUT BACTERIA, into a global threat pandemic in a few minutes... not an unreasonable stance to take. mind that most of the time threat rating turns into a power-levels are bullshit style of wank fest, i can see where some people might not think the number appropriate. Also considering the highest "canon" threat rating belonged to labyrinth (i think?) at a solid shaker 12, taking the artistic liberty to go full on Mythbuster ( i reject your reality and substitute it with my own!) is a legitimate option. Wildbow himself being wildly inconsistent in his non canon WoG commentary only makes the choice more valid in my opinion.

TL;DR;
milktoast is happy on his fence. and will gladly read more words. 👍😐👍

The problem is that unless your counter is "reducing her body to its constituent elements" the instant the thought of turning against the world crosses her mind, you've already lost.

And I'm disagreeing with that, since there are beings that can intervene between her unleashing the apocalypse and the apocalypse happening. The OG3 Endbringers have the powers to intervene with their individual kinesises, Eidolon and maybe The Fairy Queen have powers that could counter it, if it's reported on the news than Bonesaw might have enough time to tinker up a counter, same for Dragon. I definitely think that she's 10+, but remember that Eidolon is 13, and I don't think she's a bigger threat than he is.

All of those could also counter wildbow's theoretical tinker 15, and only if they get the drop on her. If they aren't immidiatly on-hand, she can cause an apocalypse they don't counteract within a minute. I think the rating is erned.
When she gets her next 2 power bumps, of wich I would assume is self-manton disablement, and possibly a range increase, that would numb that up to 15 since those prior examples probobly wouldn't be a Ken to stop her even next to her then, withought a strait up power disability trump.

Yer, the whole rating system gets silly as a concept above a 9, which is almost literally "Call base and pray someone has a solution."
SP Madison is best Madison.
:D
I definitely think that she's 10+, but remember that Eidolon is 13, and I don't think she's a bigger threat than he is.
Huh. I thought he was a 10.
And yeah, he could easily counter her.
...if he gets the right power. The easiest ones to pull up at that point would be something to sterilize the area, or a biokinesis power of his own to try and build counter-viruses and such. Bonesaw can either make something that kills everything, which would be just as devastating as what she's trying to fight until she uses some killswitch and has to hope it got everything, or else counter every virus and plague Amy throws out one at a time. Eidolon would have the same options with a tinker power.

Honestly, I have no idea why Contessa never just shot Amy. If she knew what Amy was capable of now, she'd either get a surprise lobotomy... Or find everything that otherwise might make her snap suddenly going her way. Either too dangerous, or too valuable. If nothing else, Bet is just one Earth. Probably worth the risk to them.

Nah, 14 was a fun number that sounded right. I don't think anyone's actually getting a higher rating ever.

I don't really see how any threat model based on disease transmission could reasonably get Panpan a higher rating than Bonesaw, who a) definitely literally had world-ending bioplagues pre-made, and b) her plagues were actually tinkertech, meaning they could break the laws of physics. Panacea's plagues are limited by biological possibility, meaning they have to get the energy to move from somewhere, for example, so they can't just expand faster than the wind can carry them for any meaningful distance.

And while Bonesaw was scary, she wasn't so scary that Defiant hesitated to 1v1 her after a couple of months' preparation.

I'm just curious how fast Panacea can whip up some plagues - I imagine it'd be pretty easy and she could be real subtle about it if she wants

While bonesaw is super scary after years of tinkering and buildup, pan pan can surpass her by far in a couple hours alone with any decent biomass. Given a single day's buildup, she makes nilbog look like a two bit hack, and could create an ever-growing superorganism pupoeted by herself directly that ever moves forward growing and assimilating biomass in a way that might just make a shoggoth jellous.

So yes, I think she earned her rating, even if she can be beaten with relative ease minimal prep by overwhelmingly powerful parahuman.

And PR would crucify her if she responded in kind! She was allowed to be playful, make jokes, but never outright insult anyone. That'd just get her punished, and they knew the best punishments for her were just... sending her home.

SoD broken. Having the ridiculous and impossible PHO mini-interlude was bad enough, but I could ignore the impossibilities with the Wards posting like that on a public forum, but highlighting the problem and then acting as if Clock, Vista, Asault's and possibly even Shadow Stalker's posts were considered acceptable?

I'll see if I can skip over the problem and continue reading because other than this it was a great story, but this is utterly ridiculous.

We didn't see or hear about them being reprimanded but it may of happened without Vista noticing.

Striker "In the event this person becomes hostile, the most rational course of action is to quarantine every planet they've been to, and abandon whichever they happen to be on."
That fits her canon powerset.
You have to remember, she is no longer limited by subject mass. It's slow, but getting faster, and means she can start with a microscopic bacteria and eventually build it into a literal kaiju, if given absolutely nothing else.
That would under the right circumstances be a massive power up relative to her canon powers, and may boost her master rating up significantly, however it won't affect her striker rating at all. Her striker rating would remain in the 5-6 range, possibly 7 as long as she needs actual skin contact to affect someone a team of PRT officers could easily capture her, and with some difficulty and prep time prevent her from attacking anyone...unless she'd made minions to help her fight (Master rating, probably 8+ with the new power 10+ or higher), managed to take control of other parahumans or even modify their powers to better suit her (Increase the master rating and add a trump rating), or if she made some timebomb plague (Shaker 12+ for global level threat and tinker of some sort) or made herself some biological power armor (Tinker, with brute mover and probably blaster ratings).

Add that onto what already earned her her at least WoG rating of '12+', and I don't think it's too obscene a final rating.
It's justifiable, just not as a striker rating. Not unless Wildbow came up with another new explanation of what the ratings actually mean.

On a more positive note, I really liked the scenes with New Wave, well no that's not true, I didn't like the scene with Amy and Carol because Carol pissed me off so much, but that was clearly intended so good job.

We didn't see or hear about them being reprimanded but it may of happened without Vista noticing.
The issue is that she thinks she'd get puniushed for responding to SS, but not punished for the posts she did make which from a PR POV would actually be a lot worse than insulting someone. She also doesn't think about any of the other posts as being something they'd get in trouble for when that would be one of the basic lessons image would go over with them again and again.

I could ignore it in the PHO interlude, but it made me skip all of Vista's interlude here.

its not the plagues themselves (or the potential of them) that is really the defining issue with the rating. remember the ratings are issued by the PRT as a field reference for the un-powered troopers in situation. if you are counting EIDOLON, GLASTIG, LEVIATHAN, BEHEMOTH, and SIMURGH as hard counters? without ever once considering what the above average joe, with a con-foam gun could do? ... yeah that needs a big goddamn number.

if your tactics amount to, "she is angry, put your gun on the ground and pray" then it is way beyond what could reasonably be controlled, or contained. and what i was attempting (probably poorly) to highlight, was less of the plague idea, and more of the fact that Panacea is essentially only limited by her own creativity and morality. if she wants all of the people to die, they will. touch limitation or no. and i would STRONGLY argue that even a "canon" pan-pan was not limited to "normal biology" (is there even such a thing? earth is F-ing weird...) and ill cite relay bugs, and atlas as primary examples. and if that dosent rustle your jimmies, ill raise you her modifying Taylor's power connection. a structure added to her brain by an alien-eldritch-abomination/ crystal-multi-dimensional-supercomputer. a completely alien formation.

hmm this got ranty... oh look at that, its almost 2 am, and ive been awake for almost 23 hours now... good times, sleepy times. 😒

Wildbow gave an example of a Tinker 15 and it was horrific.
Keep in mind that he was intentionally crippled by his own power because otherwise he could be a threat to the entities. Here, Amy is breaking the limits of her power due to spirit shenanigans, and it's not at all anything the Entities would have intended.

While you're right about her limits, that would justify a high Tinker rating, or possible a high shaker or master rating. As long as the Striker rating is the only one that matters (i.e "Has a power that applies on physical contact") then taking her down is going to be quite easy for a trained team and even a random civilian with a tazer or dart gun could do it. Of course keeping her power contained is a bit more difficult, but for her canon power still quite possible for a team of PRT agents. With her revised power they will probably need parahuman support to do it.

Amy's power means if the PRT realized what she could do, they'd either give her ratings in every category but Breaker (and not low ratings) or label her a Master/Trump and have everything else as sub-ratings of those, because there's no way for them to tell if she prepared a time bomb that will kill everyone on earth, or create a race of Brute/Mover/Blaster who worship her as a goddess, or something even worse, but if all that matters is her Striker ability? Then she's easy to take down.

Yay arguing about powers!

Meanwhile here's me absolutely livid over Carol's treatment of Amy in this. I know it's a Thing, but man. Gets me every time. Worst is that this particular depiction feels more realistic than some I've read. Pings off a few old memories, makes me almost shake.

I do hope she gets some form of comeuppance. Or, because I'm that kind of person, comes to a realisation of what a heel she is. Except it's too little too late, and Amy's done.
