The tour of the Kanto region was a very enjoyable experience, in part because you had not expected all of the cities to be so beautiful.

It was clear that Kanto society, if not all of humanity, were very environmentally aware. Many cities you visited were built around the existing landscape instead of built over it, and city planners had made effort to include plenty of green space in even the most congested areas of the densest cities. The rural cities of the region were something straight out of a tourist ad for a paradise planet. The very few polluted places that existed were apparently kept that way purposefully for the sake of a few pokemon species that found such pollution pleasant.

Everyone you met was unfailingly pleasant. You were somewhat surprised by the degree of respect held towards the local gym leaders, but in retrospect this only made sense considering they were community leaders and represented the most powerful trainers of the region. You shook hands with various government officials, posed for pictures with the region's titans of industry, met Champion Lance and the Elite Four that serve under him, and spent a large amount of time simple walking the curated routes between cities. You've met countless curious wild pokemon at this point. A blue rabbit creature even asked if you wanted to be their trainer via pantomime, to which you politely declined.

There were plenty of surprising discoveries across the trip, but the most significant had to be the living examples of the complex societal role pokemon played. You were told pokemon were considered equal to humans, but you had not expected that to mean there were pokemon that owned property and ran businesses like humans. It was rare, but you suspected that this rarity was primarily due to the difficulties humans had communicating with pokemon. But regardless of these difficulties, there were pokemon-run businesses in every city, with the most notable being a chain of personal fitness gyms run by gray humanoids obsessed with exercise and an extremely successful delivery company run by a large group of red penguin-like pokemon.

The tour was capped with a large dinner party hosted by Saffron City. It felt a little silly, considering the labor units could not eat, but the party was really just an excuse to mingle. You spoke to a number of important people, including the Silph Co president himself, a kind old man that rather enthusiastically invited your collaboration towards a few projects Silph Co was working one. One caught your attention rather quickly; apparently humans had somehow managed to, almost entirely by accident, create an entirely digital pokemon called Porygon. They were still trying to figure out what actually happened. You had to stop and pause for a moment when one scientist offhandedly mentioned Porygon could enter and exit "digital space" at will.

At this point it was obvious that pokemon were more than just oddly mutated wildlife. But what were they, then? The only answer you could get from the humans were based in their religious beliefs, which spoke of godly pokemon that created everything from the earth to the space-time continuum. While you were still skeptical, at this point you had to admit that there might be something worth exploring in these stories, barring the ridiculous over-the-top stories at least. Many of these legendary pokemon were confirmed to exist, but they were nearly impossible to find at the best of times.

You have made plans to further explore the Kanto region, but this time outside the curated routes and into the unclaimed wilderness. You are convinced that your research complex cannot be the only remaining evidence of ancient humanity present on the planet. Ancient humanity had build cities all over the planet, there surely had to be other ruins hidden somewhere. You might find clues on what had happened after you shut yourself down.

A number of trainers have shown interest in accompanying you as well. Apparently it is traditional for children and young adults to journey through the wilderness with their personal pokemon at their side, so they see nothing odd about your desire to explore. Some had volunteered to accompany you for safety concerns. You see no issue with the arrangement.

Exploration
The majority of the planet's surface is covered by ocean. The world's largest landmass and only mega-continent hosts four of the world's seven major regions: Kanto, Johto, Hoenn, and Sinnoh. The two lesser continents host the regions of Unova and Kalos, and are a significant distance from the other four region. The final and smallest major region Alola is an island chain on the far side of the globe, practically as far from the other regions as is physically possible. A number of automatous minor regions exists, but are typically considered independent and self-governed sections of the major regions.

List of Major Regions: Kanto, Johto, Hoenn, Sinnoh, Unova, Kalos, Alola.
Generation 8 and onward will not be considered canon for the purposes of this quest. So no Galar or Paldea.

[ ] Explore Region: Kanto
There are many intriguing mysteries to explore in the region, but the most accessible of these is Mount Moon. The cave system beneath the mountain runs extraordinarily deep and has never been fully explored, and the mountain as a whole has long been associated with secrets. There are a species of pokemon that live on the mountain that are said to worship the moon, which some believe actually originated from the moon.

Directly west of Kanto, Johto is known for their diverse culture and the extraordinary degree of harmony shown between humans and pokemon. It is also of the most religious regions, home to the world's most powerful clan of dragon tamers at Blackthorn City, and is where the world famous Brass Tower and Bell Tower only recently hosted the legendary pokemon Lugia and Ho-Oh. The modern Goldenrod City unites the region and links the rural population together.

[ ] Survey Region: Hoenn
One of the most environmentally diverse regions, as well as one of the most environmentally conscious. Their heavy emphasis on harmonious coexistence with nature has resulted in entire cities being designed with this belief in mind, with prime examples including the forest city of Fortree and the floating Pacifidlog town. This region is home to the mining company turned international manufacturing firm Devon Corporation, as well as the world's most advanced space program at Mossdeep Space Center.

[ ] Survey Region: Sinnoh
The physically largest region of the world, it is also one the least explored, and contains more undeveloped wilderness than any other region. The mount Coronet mountain range that splits the region in two, and the namesake mountain is the largest in the world. They are also famous for their extensive ecologically-friendly resource extraction and a robust energy production industry focused entirely on renewables. Many religious communities believe this region to be the origin of both pokemon and human life.

A densely populated region whose twin capital cities of Castelia and Nimbasa act as the world's largest centers of tourism and trade. The region as a whole is heavily invested in interregional trade and exports all manner of goods, most notably high-end electronics and bulk foodstuffs. Unfortunately, due to current bandwidth limitations, this region is too far away to be reached by any available units.

A region renown for their fine culture and rich history. It is home to the single largest single city in the world, Lumiose City, which is connected to the rest of the region by the world's largest network of rivers and artificial waterways. The region's rich soil and temperate weather enables the region current status as largest net exporter of food. Unfortunately, due to current bandwidth limitations, this region is too far away to be reached by any available units.

The most remote region of the world, and home to the only legendary pokemon known to regularly interact with humanity. It is a popular tourism spot famous for it's beautiful landscapes and tropical climate. Unfortunately, due to current bandwidth limitations, this region is too far away to be reached by any available units.

Michael wiped the sweat from his face with a grimace. It was hot, but not hot enough to call off work for the day. He wished it would cool down soon.

"How we doing, Machoke!" Michael called out.

Across the construction site, Machoke roared in response. Machoke and the group of machops she was leading were enthusiastically digging out the hole where the rockcrete would be poured. If they kept the pace, they'd have the house's foundations ready to go by the end of the day.

Michael shook his head with a smile. Rockcrete was a blessing straight from Arceus, he mused. Concrete was a huge hassle to handle, but rockcrete was easy. He didn't have to worry about the rockcrete setting wrong and forcing him to start over. All you had to do with rockcrete was pour it out and wait for it to harden. Even if he somehow messed up, he had dissolvent on hand to soften it up for the pokemon to dig back out. You couldn't do that with concrete.

Michael's cellphone rang. He pulled it out of his pocket, flipped it open, looked at the caller ID, then grimaced and set the cellphone to silent mode.

The local fossil maniacs had been getting on his case. Apparently they'd found a fossil nearby a few years ago and were sure that there were more hiding somewhere, and they insisted he tell them if he found any during the digging. He already told them he'd keep an eye out, and he didn't any reminders. The entire reason he agreed in the first place was to get them to stop bothering him about it.

He wiped more sweat from his forehead, then sighed. It was too hot for this nonsense.

"Alright guys, time for a five minute break! Stay hydrated!"

Disappointed sounds grumbled out from the pokemon, but they obediently shuffled off toward where they kept the water. If he didn't remind Machoke to stop every so often, she'd work herself to death. In the meantime, Michael stared over the construction yard, visualizing the steps he needed to take before he could be done with work for the day.

Expansion
The seven major regions that make up the entirety of the known world have been experiencing a very long period of peaceful growth and technological advancement. Criminal activity and terrorism has been on the rise, but the very public dissolution of major crime rings like Team Rocket and the disbandment of other villainous teams, the most recent examples being Team Flare and Team Plasma, have done much to assure the public.

There is a great deal of excitement and optimism after the recent announcement of Eta's discovery, and this excitement only increased once the artificial intelligence began holding public interviews and attended press conferences. Eta's tour of the Kanto region is still being talked about, with most seeing it as one of the biggest events in living memory, comparable to when Gary Oak became defeated Champion Lance and a day later was defeated in turn by the mysterious challenger "Red."

[ ] Global Pokedex Database
The Pokedex device has become so widespread it has now been adopted by every major region in the world, including Alola. By linking already existing Pokedex databases and creating a singular global public repository, more information can be made available to the average trainer. It will also streamline the process of transferring accredited research from pokemon professors into Pokedex data. 4/5, increase RES.

[ ] PokePal Parks
Somewhat inspired by the successful Safari Zone, PokeParks will be carefully cultivated woodland parks that will house a variety of cute, friendly pokemon for visiting families to play with. As these pokemon will be wild and without owners, there will also be a separate service for prospective trainers that wish to adopt a pokemon, permitting the adoptee pokemon's consent. Park wardens will ensure the grounds are kept clear of any dangerous or aggressive wild pokemon. 0/5, increase CUL.

[ ] Airport Expansions
Right now, air travel is still a relatively experimental technology, especially with lingering concerns of the danger posed to planes by wild pokemon. However, all of the existing experimental airports have so far been met with success, as a cadre of talented pilots and their personal pokemon ultimately ensured the expect conflict never materialized. Expanding and standardizing existing air travel services will enable more interregional travel and strengthen the tourism and trade industry. 0/10, increase EXP and CUL.

[ ] Experimental Thermic Reactor
Thermic reactors are the simplest and most stable power source available to ancient humanity. While technically considered plasma generators, they are immeasurably safer and simpler to construct than anything traditional considered as such. Eta found undamaged schematics for the technology miraculously survived within the research center's databanks, neatly skipping past a large amount of the research and development a project like this would otherwise require. Still, a test reactor will be constructed first, primarily for safety and financial concerns. 0/20, unlock Crude Thermic Reactors, increasing EXP and granting +1 Energy.

[ ] Regional Network Hubs
Interregional communication has always been difficult, partially due to rural infrastructure being vulnerable to wild pokemon and partially due to the relative infancy of the technology. Now, with a better understand of wireless transmission technology, the construction of central communication hubs in various major cities will drastically improve network capabilities and stabilize otherwise unreliable interregional connections.

[ ] Road Refurbishment (Kanto)
Rockcrete has shown to be an excellent material for the construction of roads, proving far more durable against wear and tear than concrete and therefore drastically reducing maintenance costs. It is also relatively resistant to damage inflicted by pokemon, which is a plus. There are plans to slowly replace existing roads with rockcrete equivalents, particularly in areas that often experience heavy traffic. 0/5, increase EXP.

[ ] Road Expansion (Kanto)
There are also plans to expand the road system, replacing the many dirt paths that link some cities together. While the plan calls for new roads across the entire region, most are focused on the Viridian Forest route, as this will be the first proper non-dirt road to connect to the isolated Pewter City. However, these roads will be crossing through the territory of many different wild pokemon, so some careful negotiations and a fair bit of discretion will be required. 0/15, -1 Pokemon Favor, greatly increase EXP.

[ ] Rockcrete Beautification
Rockcrete has a dull grey coloring, somewhat similar to concrete, and many have disapproved of the ugly appearance common to rockcrete buildings. Paint would help the issue, but currently there are only a few paints that have proven capable of actually sticking to the material. Expanding production of these paints, as well as some experimentation into adjusting the natural coloring of rockcrete, will ensure cities remain just as aesthetically pleasing as before. 0/3, preemptively prevent issues with rockcrete.

"Thank you," Joseph bowed. "I'll relay your concerns to the appropriate parties."

The gengar huffed, arms crossed and eyes narrowed, before finally deciding to fade from view. Jospeh held his bow for a few more seconds, then straightened out and calmly walked away.

Some of the ghosts of the Old Chateau could be rather sensitive to perceived disrespect. A remnant of the old glories of the chateau, undoubtably. Joseph didn't doubt that at least a few of the ghosts were the remnants of the men and women who used to live here, and there were not many kind stories to be told about them. There was a reason the building had been left to rot.

Still. The pokemon were not incorrect to be angry. There had been a sharp rise in trainers snooping around the chateau in search of rare ghost pokemon, aggravating some of the ghosts that rather explicitly prefered to be left alone. Most of them were stupid kids that didn't know any better, but the pokemon were kind enough to just scare those ones away. The adults should have known better, but if there was one thing Joseph was sure of, it was that people could become very stupid when rare pokemon were involved. If they didn't want their arms broken, they shouldn't have gone out of their way to bother the gengars.

Joseph waved to a gaggle of grinning Ghastly before he exited the chateau, stepping out into the bright sunshine. He took a deep breath in, grinning at the lack of must. There were some nice things to say about the Old Chateau, but how it smelled was definitely not one of them.

That was about it for today, Joseph thought. He'd already checked up with all the local pokemon, and the gengars were the only ones with any real issues. Normally he'd be expected to return to the Eterna Forest route to help the other rangers, since it was always a full-time job making sure the traveling trainers who inevitably got lost in the forest found their way out, but thankfully being a Pokemon Ambassador excluded him from those duties. He had to keep his eye out on the local pokemon, after all.

Joseph hummed as he walked into the forest. He knew a group of murkrow that nested not too far from here, and they were always fun to talk to. They swore a lot, but that was part of what made them fun. Maybe he could talk one of them into letting him capture them…

Ecological Harmony The long history of pokemon rampages caused by their habitats being disturbed have created a strong and lasting belief in environmental protection and ecological sustainability. The world is where everyone lives, and there should always be an effort to ensure it remains a pleasant place. Environmentally damaging projects are forbidden, negative environmental impacts from projects are greatly reduced, +1 Pokemon Favor.

Culture of Cooperation:
Though pokemon are dangerous creatures that demand respect, the vast majority of humanity also sees them as friends and partners. Cooperation benefits everyone, both humans and pokemon, and this ironclad belief has been the defining principle of human-pokemon relations since time immemorial. Unlocks large number of projects involving pokemon, bonus to diplomatic actions, +2 CUL and +3 Pokemon Favor.

Battle Frenzy:
The physiological development of pokemon becomes supercharged by combat, and so pokemon are constantly seeking to battle one another. However, as all pokemon possess an unexplained ability to withstand nearly all forms of physical damage, such combat is seen by both humans and pokemon as natural and healthy rather than concerning. Many pokemon will allow themselves to be captured by trainers in the hopes that they can be trained and become powerful fighters, and as a result humanity has developed a long history of resolving issues through pokemon battles. Unlocks military projects involving pokemon, certain military actions receive powerful conditional bonuses, interregional conflict drastically reduced, +1 CUL.

Regional Powers:
Each region is it's own center of government. Both historical precedence and competing self-interests ensure the major regions remain separate competing nations, though all have friendly relations with one another and are tied together by well-developed trade networks and a strong commitment to international cooperation. Small malus to global projects, various regional projects unlocked.

The Taboo

Just as humans have their laws, so do pokemon, and the greatest of those laws is that of survival. Many pokemon are carnivorous and hunt other pokemon for food, but this behavior is forbidden in areas under human control, and in return humans are forbidden from hunting pokemon or raising them as food, though harvesting pokemon remains is acceptable. Additionally, humans believe pokemon should never be ordered to take another human's life, for down that path lies endless escalation and violence. The wars of the past must remain in the past. Projects that directly negatively exploit pokemon are forbidden, many military actions involving pokemon are forbidden, enormously increases societal stability.

[ ] International League of Regions
The International League of Regions was meant to act as a global forum to allow representatives of all major regions to regularly engage with one another, but the global body is currently become all but defunct, with other organizations like the global Pokemon League and the International Police taking over responsibilities once held by the League of Regions. By realigning the International League and restoring some of the powers that made it important, it can once again be a space for regions to engage in important diplomacy. 0/5, unlocks the International League of Regions, increasing CUL.

[ ] The Assembly of Councils
There exists innumerable folk religions across the world, the vast majority of which worship legendary pokemon. Though the variety of these beliefs are endless, most disagreements between groups are minor and focused on doctrinal issues, with very few problems arising from actual intolerance towards others. By providing an organized space for representatives of these religious to meet regularly and discuss issues, there can finally be a semblance of cooperation between these religious bodies. 0/5, unlock the Assembly of Councils, increasing CUL.

[ ] Educational Expansions
There have been many advances in technology over a short period of time, and as a result the educational system has shown itself to be remarkably lacking in some critical aspects, most notably the educational gap that commonly results from pokemon journeys. The educational system will need to be modernized in order to better prepare the youth for the future. 4/5, increase RES.

[ ] Ancient Entertainment Proliferation
The majority of Eta's data has been lost or irrecoverably damaged. However, some of what still remains includes a small collection of movies and electronic books. With some effort, it should be possible to reproduce these for widespread distribution. Demand for such media would be immense, and it would offer insight into the culture of ancient humanity. 0/5, increase CUL.

[ ] Sea Watch
The sea is a dangerous place. Wild pokemon are generally kind enough to help humans that find themselves struggling out at sea, but this is typically spurred by momentary sympathy. There are no guarantees. But some sailors say it should be possible to work out something more concrete, so that there is always a plan in place for those who become lost at sea. 0/5, -1 Pokemon Favor, travel by sea becomes more viable.

[ ] Pokemon-Police Hotline
Pokemon are often the victims of organized crime, most often through acts of theft, neglect, and even outright abuse. There are hotlines in place for citizens that want to anonymously report anyone they believe is committing these crimes, but some have noticed that these are exclusively manned by humans, which has led to communication difficulties with pokemon attempting to submit reports by themselves. It would be trivial to set up a group of police-trained pokemon to help handle the hotline. 0/3, unlocks Pokemon-Police Hotline.

[ ] Celadon Entertainment Center (Kanto)
Celadon city has a long history of both gambling and organized crime, and the general belief is that the former enables the latter. There has been pushes by Celadon officials to seek alternative entertainment venues, even if gambling does make significant amounts of money. The latest suggestion has been an ambition state-of-the-art entertainment center with luxurious hotel suites, live shows, regular pokemon tournaments for both professional and amateur trainers, an amusement park, and other amenities. 0/10, increase CUL.

[ ] Urban Pokemon Sanctuaries (Kanto)
Currently, wild pokemon living in urban environments are left to themselves, with humans only becoming involved when damage is done to the city. While many pokemon are fine with this arrangement, some pokemon would rather a dedicated separate space be built for them, primarily because they would no longer have to worry about bothering or being bothered by humans. 0/10, +1 Pokemon Favor.

Weezing was bored.

His trainer was still working on the robot. He'd become obsessed with the thing ever since his rival managed to make one that could walk without falling over. Weezing personally thought that giving the robot four legs would make things easier, but his trainer insisted that it had to be bipedal. For some reason.

Weezing yawned. Someone knocked at the front door. His trainer, buried elbow-deep in his robot, said, "Can you see who that is Weezing?"

He didn't have anything better to do. He drifted out of the lab and towards the front door. He gently bit down on the doorknob and tilted to the side, opening the door.

A group of meowth were waiting at the other end, lounging around like only cats could. The tallest meowth, the only one he recognized, smiled. "Heh, I knew you'd answer. Your trainer still busy?"

Weezing nodded glumly.

"Well, I heard that the farmer on the far side of farm is handing out free berries. They're about to go bad and he wants to get rid of them before they rot. You wanna head out and get some?"

Weezing didn't even need to think about it. He knew his trainer wouldn't even notice him gone, and he was bored out of his mind. He told them yes.

"Awesome! See you there, alright?"

The meowth all hopped to their feet and sauntered away. One was polite enough to close the front door for Weezing, since it was easier for someone with hands.

Weezing floated back to the lab. His trainer didn't even turn around when he called out, "Who was at the door?"

Weezing told him it wasn't anything important, just someone asking for directions.

"Oh, ok."

Weezing waited a minute, and soon enough his trainer had completely forgotten he was there. He silently floated away, wondering if there were any Oran berries left. They were his favorite.

Research and Development
Pokemon Professors: The study of pokemon is seen as the single most respected scientific field there is, and to be a fully accredited pokemon professor is a significant point of pride. Many key technological advancements have come from this illustrious group. +1 CUL, +2 RES. Difficulty of all pokemon-adjacent research and development projects reduced.

Matter-Energy Conversion:
Specialized equipment that can transform physical matter into hard-light energy and vice-versa. For some unknown reason it appears that pokemon are exponentially more compatible with the technology than any other forms of matter, drastically limiting practical applications. It is critical to the production of poke balls, pokecenter healing machines, and the pokemon digital storage system. +3 EXP, +1 RES.

Teleportation Pads:
Crude teleportation technology exists, but it requires two specially paired pads and is sharply limited in both distance and how much can be teleported at a time. It is also limited by the high expense required in constructing and maintaining the equipment. +1 EXP.

Cloning:
A relatively detailed understanding of cloning exists, though current research is primarily focused on pokemon rather than humans. Genetic research is also far more advanced then other general research fields. +1 RES.

[ ] Lingua Franca
Computer science is another critical technology with a plethora of samples for study. However, due to the current inability to produce any of the more complex electronics required for advanced computers, scientists are currently limited to duplicating the programming language used by the ancients, "Lingua Franca". It is an elegant, hyper-efficient language designed to seamless interface with practically every machine imaginable, and is the result of centuries of research and development. Adopting this programming language as a universal standard would be a net benefit. 0/10, unlock Lingua Franca, boosting existing technologies and increasing EXP.

[ ] Advanced Electronics
Electronics are a critical resource required by many different industries. The advanced electronics possessed by ancient humanity are immeasurably more powerful than anything currently in existence, but are impossible to actually construct with the existing technology at hand. Instead, iterative improvements can be made to existing electronics, pushing the boundaries beyond what is currently considered cutting-edge. 7/15, unlock Advanced Electronics, increasing EXP and RES.

[ ] Introduction To The Warp
Eta's specialty lies in the study of the Empyrean, otherwise known as the Immaterium or the warp. It is an alternate dimension of psychic energy that Eta claims is the ultimate source of all supernatural powers. The warp was how humanity achieved faster than light travel, and Eta insists the warp is what empowers pokemon. Understanding this phenomena will be critical for further understanding of many advanced technologies, and is expected to help unravel some of the many mysteries that surround pokemon. 0/5, unlock Basic Warp Theory, increasing RES.

[ ] Psychic Power Study
The warp is extraordinarily dangerous, and Eta does not understand how human psychics have not endangered themselves by simply existing like the psykers of old. There is clearly some sort of difference between traditional psykers and currently existing psychics, but research will be required to understand more. 0/20, greatly increase RES, unlocks further experimentation into psychic power.

[ ] Teleportation Pads Refinement
Current teleportation technology is crude and expensive, but contains much potential. Further refinement of the technology will be difficult, though somewhat easier now that scientists have access to Eta, who is passingly familiar with the technology and willing to offer insight. Right now, the goal is to make the technology more economical. 0/10, increase EXP, Teleportation Pads becomes more widespread.

[ ] Teleportation Terminals
Alternatively, focus can be spent on creating specialized terminals for long-distance travel. The energy cost will be prohibitive, but the ability to instantly travel across regions without the use of the move Teleport has exciting implications, though it will take significant effort to make the technology genuinely viable outside laboratory test use. 0/20, -1 Energy, unlock Crude Teleportation Terminals, greatly increasing EXP.

[ ] Fossil Pokemon Examination
Pokemon did not exist eighteen thousand years ago. With this newfound understanding of the planet's past, the general consensus is that ancient pokemon could not have possibly existed. This implies that pokemon "revived" from fossils are actually new species developed from non-pokemon genetics, which has fascinating implications for pokemon research. 0/10, increase RES and CUL, fossil pokemon become more common.

[ ] Automation Adoption
Preliminary experiments into automated labor has shown very promising result. Factory lines that are even partially automated have reported increased productivity, reduced costs, and less accidents. Furthermore, Eta has rather emphatically stated that automation was an absolutely critical step that every developing civilization had to take. They were reportedly very confused to hear that most everything is currently done by hand alongside pokemon helpers. 0/20, unlock Automated Production, greatly increasing EXP.

[ ] Robotics Refinement
While it was certainly possible to construct robots similar to Eta's labor units, they were not yet anywhere near as useful. They were far too expensive to make for what little they were currently capable of doing. The next step in developed this technology is to make robotics more economically viable, which will require some significant refinement to existing designs. 0/10, robotic technology becomes viable for widespread distribution, decrease the costs of some projects.

Silph Co has shown strong interest in exploring artificial intelligence and have made plans to develop their own. With consultation from Eta and experts from the Cinnabar Island Pokemon Laboratory, Silph Co has come up with the designs for a central mainframe that, when fed copious amounts of data and regular interaction, will eventually produce an artificial intelligence. It will be not be particularly intelligent, or even all that useful, but actually producing a true artificial intelligence would be an impressive achievement in itself. 0/15, unlock Crude Artificial Intelligence, increasing RES.

[ ] Living Code
Porygon was not the first artificially constructed pokemon, but it was the first (and currently only) pokemon designed and constructed entirely within a computer. Deemed by many to be "living code", it was created by accident and the researchers involved have yet to actually replicate their achievement - every Porygon currently in existence are duplicates of the original. Finally understanding how Porygon was created would be a revolutionary achievement and allow for further production of software-based pokemon. 0/30, Porygon and evolutionary forms become significantly more common, drastically increases cyberspace resiliency.

Similar thoughts to Tours and Planning but I'd rather get Lingua Franca done as early as possible.
 
Alright, we have a pretty clear winner. Tours and Planning takes it, I'm working on the update right now.


Also, just because I'm not sure if anyone's fully noticed this, but the story largely being presented from Eta's point of view means that there are certain things that are not quite apparent yet (Example: Eta's not yet sure if legendary pokemon even exist). This will change as Eta explores the world and discovers new things. Some projects can also help with this.

While I'm definitely going for a tone suited for the world of pokemon, this world is ultimately set in the 40K universe, which means there are going to be some things shuffled around to make the pokemon cosmology make sense in such a massive setting. For the sake of this story, there is a difference between pokemon with godly powers and capital-G God Pokemon, and note that when I say "God Pokemon" I'm using pokemon in the plural sense of the word.

"Greatly" usually means it increases by two, but that isn't a hard rule, it can potentially be more. The exact result depends on what other projects have been completed, some projects will boost the effect of others even if it doesn't explicitly say so.

The Johto region was far more rustic than Kanto, and somehow friendlier as well.

People were more relaxed around each other. For some, there was almost a sense of shared camaraderie, even among strangers. Quite a number of people who had never met your labor units before greeted them with a sense of amiable familiarity that was just subtle enough to make you unsure if they were consciously aware of what they were doing. The people from Kanto were not reserved by any means, but generally speaking Johto made them appear so in comparison. The wild pokemon were more friendly as well, including some species that in Kanto had been considered too dangerous to approach without reason.

You now understood why "harmony between pokemon and humans" was considered a special trait of the region. Some of the people here lived alongside wild pokemon like people in Kanto did with trained pokemon. Once, you were met with the utterly bizarre sight of a herd of reindeer pokemon casually partying on someone's front yard, with the owner of the property handling refreshments and music.

The religious beliefs of the locals were also more noticeable than they had been in Kanto. To start, they were simply much more open about it, with each city hosting at least one major shrine dedicated to one of the pokemon gods, usually in huge ornate buildings of painted wood. As you traveled the routes between towns, you also came across a number of small roadside shrines, some dedicated to specific pokemon of importance and some to entire species of pokemon. You've met shrine maidens, monks, priests, ascetic sages, and other people in religious roles that had no easy comparison to anything from ancient humanity.

At this point, you believe you've heard the name of every mythical and godly pokemon there is. Some names have come up far more often than others, however. Arceus was universally popular, as were Lugia and Ho-Oh, though the popularity of the latter two might be due to the fact that they used to regularly interact with the humans of the region. Currently they were both off doing whatever pokemon did in parts unknown.

Johto also had more locations of historical note than Kanto. The difference, from what you could tell, came from Johto taking stronger efforts to retain whatever monuments of the past that they could. You've found that Johto was far more focused on the past than Kanto, at least generally speaking.

Three landmarks stood out to you. The first was Sprout Tower, where monks lived with Bellsprout and contemplated the various mysteries of life. The four-story temple featured a central swaying pillar that protects against earthquakes and provided structural support, and apparently at the time of construction the tallest building in the region. The final two landmarks of notice were Bell Tower and Brass Tower. Bell Tower was a beautiful ten story wooden tower, with elaborately decorated walls and roofs adorned with pokemon statues. You would have loved to explore the interior, but the monks that guarded Bell tower told you it was a holy place that could only be entered by those who proved themselves worthy, and politely but firmly turned you away from the entrance. Brass Tower had burned down over a hundred and fifty years ago, and only a ruined husk remained.

You found it telling that the town of Ectruteak actually made the effort to preserve the remains of Brass Tower. It was very in line with the rest of the region.

In terms of the region's towns, everything was very rural, even the larger settlements that by all rights should have been considered cities. The only city that truly felt like it could be called one was Goldenrod City. It was a massive sprawling metropolis that exceeded any of the cities in Kanto, and ultra-modern in harsh contrast to the rest of the generally undeveloped region. The various business figures of importance you met during this trip were, without exception, tied to some notable industry that headquartered in Goldenrod City. You also noticed that many of the smaller town's gym leaders and government officials seemed more focused on their local communities than the greater region as a whole.

The final standout moment of the tour was the visit to Blackthorn City. The almost palpable arrogance and pride from those that lived there was incredibly out of place with the rest of the region, to the point where it felt like you had entered another country. But they were apparently not without reason to feel the way they did, as most of the trainers from the city specialized in dragon pokemon, the most dangerous and difficult type to train. The dragon pokemon they dealt with were not like the other hyper-friendly pokemon you'd met so far. They were temperamental and dangerous. A notable few seemed perfectly willing to attack any human that showed them disrespect, and you did not think it a coincidence that the trainers in charge of those specific pokemon were all distinguished dragon tamers with a long, successful history.

Overall, you enjoyed the region. It was very different from Kanto, but that difference has given you some perspective. You had also noted some areas in the region that probably deserved a potential follow-up. If there were any region to have already uncovered evidence of ancient humanity but not actually spoken of it, you felt it would be Johto.

In far less pleasant news… You also confirmed that you were slowly dying.

This was not at all surprising. Your hardware had been left unmonitored and unmaintained for literal centuries, and this was only aggravated by the physical damage you'd accrued before shutting down. It was no longer a matter of fixing broken components, although that was certainly a serious problem, it was a matter of requiring nearly every piece of hardware be replaced before something critical finally gave out. Realistically speaking, you were practically falling apart.

You were an experimental unit. You were built to last, but not to last as long as you already have. In retrospect it was even more of a miracle that the humans were able to reactivate you at all.

The scientists and engineers had done an admirable job, but there were serious limitations to their existing technology that cannot be overcome. There was technically a minuscule chance that they'd somehow develop the means to reproduce the necessary equipment in time to make a difference, but you were not putting any hopes into that. You were cutting-edge at a time when technology could do nearly anything imaginable, and the current version of humanity was still struggling with basic power generation. They could definitely take steps to delay the inevitable, but at some point you were going to grind to a halt.

Oddly enough, you weren't too upset by this. Perhaps the human's optimism was rubbing off on you. It helped that the humans were so happy, you think. You'd probably be more upset if everyone was miserable.

Still. It will take a very long time before this becomes a serious issue. You confidently assured the scientists in charge of your repair that, barring something catastrophic, their children would be ready to die of old age long before there was any noticeable impacts on performance. A human lifetime was not much to the typical artificial intelligence, but for you it was already more than what you should by all rights have.

You really cannot overemphasize how utterly improbable it was for the humans to successfully revive you. It is honestly ridiculous.


Tutorial: The Doom Timer
Eta will not last forever. Eventually, important pieces of equipment will break down and the system will fail. It is possible to save Eta, but will be extraordinarily difficult to actually pull off, barring something completely unforeseen. Delaying the inevitable is far more achievable, especially with the development of certain technologies.

The Doom Timer is currently set to 20, and will tick down at the end of every turn. When it reaches zero, general functionality will noticeably degrade, resetting the Doom Clock and dramatically shortening how much time Eta have left. When it reaches zero for the second time, Eta will permanently go offline.

Exploration
The majority of the planet's surface is covered by ocean. The world's largest landmass and only mega-continent hosts four of the world's seven major regions: Kanto, Johto, Hoenn, and Sinnoh. The two lesser continents host the regions of Unova and Kalos, and are a significant distance from the other four region. The final and smallest major region Alola is an island chain on the far side of the globe, practically as far from the other regions as is physically possible. A number of automatous minor regions exists, but are typically considered independent and self-governed sections of the major regions.

List of Major Regions: Kanto, Johto, Hoenn, Sinnoh, Unova, Kalos, Alola.
Generation 8 and onward will not be considered canon for the purposes of this quest. So no Galar or Paldea.

There are many intriguing mysteries to explore in the region, but the most accessible of these is Mount Moon. The cave system beneath the mountain runs extraordinarily deep and has never been fully explored, and the mountain as a whole has long been associated with secrets. There are a species of pokemon that live on the mountain that are said to worship the moon, and some believe they actually originated from the moon.

[ ] Explore Region: Johto
Johto is a region steeped in history, and one of their more noteworthy histories revolves around the Ruins of Alph, one of the oldest ruins in the regions whose origins are shrouded in mystery. There have been some very odd reports on the ruins, including the existence of mysterious radio transmissions, a few scattered reports on the unconfirmed presence of some unknown species of pokemon… and the presence of what archeologists insist was once some sort of giant sliding puzzle game.

[ ] Survey Region: Hoenn
One of the most environmentally diverse regions, as well as one of the most environmentally conscious. Their heavy emphasis on harmonious coexistence with nature has resulted in entire cities being designed with this belief in mind, with prime examples including the forest city of Fortree and the floating Pacifidlog town. This region is home to the mining company turned international manufacturing firm Devon Corporation, as well as the world's most advanced space program at Mossdeep Space Center.

[ ] Survey Region: Sinnoh
The physically largest region of the world, it is also one the least explored, and contains more undeveloped wilderness than any other region. The mount Coronet mountain range that splits the region in two is home to the largest mountain in the world, and is also the largest mountain range. The region is famous for their extensive ecologically-friendly resource extraction and a robust energy production industry focused entirely on renewables. Many religious communities believe this region to be the origin of both pokemon and human life.

[-] Survey Region: Unova
A densely populated region whose twin capital cities of Castelia and Nimbasa act as the world's largest centers of tourism and trade. The region as a whole is heavily invested in interregional trade and exports all manner of goods, most notably high-end electronics and bulk foodstuffs. Unfortunately, due to current bandwidth limitations, this region is too far away to be reached by any available units.

[-] Survey Region: Kalos
A region renown for their fine culture and rich history. It is home to the single largest single city in the world, Lumiose City, which is connected to the rest of the region by the world's largest network of rivers and artificial waterways. The region's rich soil and temperate weather enables the region current status as largest net exporter of food. Unfortunately, due to current bandwidth limitations, this region is too far away to be reached by any available units.

The most remote region of the world, and home to the only legendary pokemon known to regularly interact with humanity. It is a popular tourism spot famous for it's beautiful landscapes and tropical climate. Emmy hid a grin as she watched the small crowd of girls try to all pet the eevee at once.

The park was almost ridiculously busy today. It was the first time in a week where it wasn't drizzling, and a weekend besides, so everyone and their mothers had shown up at the park to play with the pokemon. Park rangers like her were responsible for ensuring none of the kids did anything stupid and make the pokemon angry, but the small horde of parents were more than enough to do that by themselves.

The eevee was the latest addition to the park. They were pretty rare pokemon, but they were typically a gentle breed, so it wasn't surprising to see one that preferred playing with kids over battling. And it was pretty clear that this eevee did have battling experience, Emmy could tell from the way the eevee sometimes held itself. It looked like a fighter.

But right now the eevee was a melting puddle of warm fluff in a sea of little girls, luxuriating in the all the attention they were showering her with. Every so often it would nudge a girl's hand away to make room for another, to make sure all of them got the chance to pet her.

Emmy quickly scanned the rest of the park. The treeline blocked a good half of the park, but from what she could see (that being a very wide field and small pond) everything was fine. There were people picnicking in the center of the field, some boys were playing tag with some growlithe, kids and baby pokemon scattered everywhere… for how busy everything was, there wasn't much for her to actually do.

Of course, the second she had that thought the world had to go and prove her wrong. The walkie-talkie on her belt buzzed, and she rolled her eyes but answered with a quick "Talk to me."

"We got a mightyena near the east wall. Trying to dig a hole where the ground dips down, near the south side."

Emmy frowned. "Same one as last time?"

"Looks like it, yeah. Got the same scar on the ear."

Emmy sighed. "Alright, hang on, I'll be there."

Mightyena always hunted in packs. To see one on its own was never a good sign. The pack would only kick out a mightyena if there were no other options, and the fact that said mightyena was trying to sneak into a PokePal park to hunt baby pokemon was rather telling in itself.

Emmy summoned her Gardevoir. Her pokemon appeared in a flash of crackling red light, and without having to be told Gardevoir used Teleport.

They both appeared on the other side of the park's wall. The mightyena turned around with a snarl, caught halfway in the small hole it was digging. And yep, Emmy indeed see that there was a chunk missing from the left ear.

Above, on top of the wall, her coworker was looking down. The reason he'd called out was clear; his only pokemon was a wingull, nothing strong enough to knock out a mightyena. Emmy's eyes flicked back to the mightyena and looked it dead on.

"Stop."

The mightyena bristled and barked. Emmy didn't look away.

"You were already warned once. You can't hunt here. This isn't your territory."

Mightyena's snarled again, this time louder and harsher. It's body was flat against the ground, preparing to pounce. Gardevoir flipped her air and turned to the side, visibly dismissing mightyena as a threat. Last time they'd fought, Gardevoir had completely thrashed the mightyena, though that was less about the mightyena being weak and more about Gardevoir being strong.

"If we keep doing this, I'm gonna have to do something to make sure it never happens again. You know what I mean by that."

Emmy continued to stare the mightyena down, and the mightyena was the one to break eye contact first. It turned away and jumped out of the hole, bounding away towards the nearby forest. Emmy watched it leave with a frown.

"If it comes back, we're gonna have to catch it, whether it wants to be caught or not," she muttered.

Gardevoir shrugged. It was clear she didn't really care either way.

Emmy sighed. At the end of the day, if there was a rogue pokemon threatening harm, it had to be taken care of. The mightyena hadn't crossed any red lines… yet. But they were close. Real close.

She pulled up her walkie-talkie. "Keep an eye out for if it comes back, okay? And reach out to the rangers, let them know what's going on. Just in case it tries to do something stupid where there aren't so many people around to see."

The walkie-talkie was silent for a moment. "…Yeah, I got it. I'll get it done."

"Great."

Emmy put the walkie-talkie away. She tapped Gardevoir on the shoulder, and without another word her pokemon teleported them back to the park.

Expansion
The seven major regions that make up the entirety of the known world have been experiencing a very long period of peaceful growth and technological advancement. Criminal activity and terrorism has been on the rise, but the very public dissolution of major crime rings like Team Rocket and the disbandment of other villainous teams, the most recent examples being Team Flare and Team Plasma, have done much to assure the public.

Though Eta remains a popular subject, much of the initial hype has died down and people have largely returned to their general routines. Many have noticed that science-fiction stories have become drastically more popular, as general audiences are increasingly curious of the potential upcoming advances in technology. The future is uncertain but hopeful.

Expansion Points (EXP Points): 12.

[ ] Airport Expansions
Right now, air travel is still a relatively experimental technology, especially with lingering concerns of the danger posed to planes by wild pokemon. However, all of the existing experimental airports have so far been met with success, as a cadre of talented pilots and their personal pokemon ultimately ensured the expect conflict never materialized. Expanding and standardizing existing air travel services will enable more interregional travel and strengthen the tourism and trade industry. 0/10, increase EXP and CUL.

[ ] Experimental Thermic Reactor
Thermic reactors are the simplest and most stable power source available to ancient humanity. While technically considered plasma generators, they are immeasurably safer and simpler to construct than anything traditional considered as such. Eta found undamaged schematics for the technology miraculously survived within the research center's databanks, neatly skipping past a large amount of the research and development a project like this would otherwise require. Still, a test reactor will be constructed first, primarily for safety and financial concerns. 0/20, unlock Crude Thermic Reactors, increasing EXP and granting +1 Energy.

[ ] Melmetal Semiconductor Farms
Semiconductors are critical to the production of advanced electronics, and are the most serious bottleneck on expanding production. The newly rediscovered pokemon Melmetal is known for it's ability to create metal from nothing, but recent experiments have shown that it can also choose to conjure metallic materials extremely well suited for constructing semiconductors, which would otherwise be very difficult to acquire. Constructing farms to harvest this material in bulk would have a massive impact on the electronics industry, but it will also take significant concessions to convince these extraordinarily rare and powerful pokemon (and their trainers) to essentially submit themselves as livestock. 0/10, -3 Pokemon Favor, greatly increase EXP.

[ ] Regional Network Hubs
Interregional communication has always been difficult, partially due to rural infrastructure being vulnerable to wild pokemon and partially due to the relative infancy of the technology. Now, with a better understand of wireless transmission technology, the construction of central communication hubs in various major cities will drastically improve network capabilities and stabilize otherwise unreliable interregional connections. 0/25, increase EXP, CUL and RES, +1 Network.

[ ] Road Refurbishment (Kanto)
Rockcrete has shown to be an excellent material for the construction of roads, proving far more durable against wear and tear than concrete and therefore drastically reducing maintenance costs. It is also relatively resistant to damage inflicted by pokemon, which is a plus. There are plans to slowly replace existing roads with rockcrete equivalents, particularly in areas that often experience heavy traffic. 2/5, increase EXP.

[ ] Road Expansions (Kanto)
There are also plans to expand the road system, replacing the many dirt paths that link some cities together. While the plan calls for new roads across the entire region, most are focused on the Viridian Forest route, as this will be the first proper non-dirt road to connect to the isolated Pewter City. Celadon city has a long history of both gambling and organized crime, and the general belief is that the former enables the latter. There has been pushes by Celadon officials to seek alternative entertainment venues, even if gambling does make significant amounts of money. The latest suggestion has been an ambition state-of-the-art entertainment center with luxurious hotel suites, live shows, regular pokemon tournaments for both professional and amateur trainers, an amusement park, and other amenities. 0/10, increase CUL.

[ ] Construct Global Terminal (Kanto)
The Global Terminal are special communications hub designed for high-speed telecommunication with other Global Terminals. Currently, Johto and Sinnoh are the only regions with Global Terminals, though more are planned for construction. The proposal for Kanto's Global Terminal places it in the heart of Saffron City and will significantly lessen the load on existing networks. 0/15, +1 Network.

[ ] Apricot Forest Farms Expansion (Johto)
Not only are apricots the precursor to the modern pokeball, many of the more expensive pokeball components can be substituted with equivalents harvested from specific species of apricot. This is currently only being done by amateur hobbyists, but wider adoption of the practice will stimulate the stagnant apricot industry and necessitate expansions to existing apricot forest farms, which in turn will necessitate negotiations with the wild pokemon that currently lay claim to the land earmarked for cultivation. 0/5, -1 Pokemon Favor, increase EXP.

[ ] Modern Road Network (Johto)
Johto is by far one of the most rural regions, and as such there are relatively fewer roads of acceptable quality compared to others. There is a proposal to construct rockcrete roads across the region, less to revamp existing infrastructure and more to produce it wholesale, and there many rural communities that have volunteered to assist however they can. 0/15, increase EXP.

Ladies and gentlemen, thank you for attending. We have a lot of work to do, so please forgive me if I jump right into things.

The International League of Regions has a long, storied history, and today marks another chapter in that history. The power and privileges assigned to this committee are considerable, but so are the responsibilities. Expectations are high, especially after the wonderful work accomplished by those in the International Police subcommittee. I plan on exceeding those expectations.

Education is one of the most important institutions, but it is also one of the most neglected. Many schools are plagued with lax standards and inconsistent education plans. School attendance is at an all-time low. Some see no reason to pursue any education when they can simply find work for themselves and start making money immediately. Pokemon journeys are a major disruption and one of the leading causes of school drop-outs.

Make no mistake, I do not wish to bar anyone from pursuing a pokemon journey. There are some lessons that can only be learned in the wilderness with your pokemon by your side. But there are plenty more lessons that have to be taught in the classroom, and these lessons are no less important than any others. What I propose is simple, ladies and gentlemen. I propose greater flexibility.

Schools are being held back by traditional approaches. Schools need scheduling structured around the needs of the students, not what the school finds most convenient. There are students who have to choose between school and their part-time jobs, and the fact that this choice has to be made at all is indicative of what is being done wrong. Students should be given the ability to attend classes regardless of their personal circumstances.

Of course, inconsistent testing standards and a shortage of properly accredited teachers are a critical issue as well, but that is an issue we are already well equipped to address. The real issue, from my point of view, is that even the most excellent education will not be helpful for those unable to actually attend.

Culture
Ecological Harmony: The long history of pokemon rampages caused by their habitats being disturbed have created a strong and lasting belief in environmental protection and ecological sustainability. The world is where everyone lives, and there should always be an effort to ensure it remains a pleasant place. Environmentally damaging projects are forbidden, negative environmental impacts from projects are greatly reduced, +1 Pokemon Favor.

Culture of Cooperation:
Though pokemon are dangerous creatures that demand respect, the vast majority of humanity also sees them as friends and partners. Cooperation benefits everyone, both humans and pokemon, and this ironclad belief has been the defining principle of human-pokemon relations since time immemorial. Unlocks large number of projects involving pokemon, bonus to diplomatic actions, +2 CUL and +3 Pokemon Favor.

Battle Frenzy:
The physiological development of pokemon becomes supercharged by combat, and so pokemon are constantly seeking to battle one another. However, as all pokemon possess an unexplained ability to withstand nearly all forms of physical damage, such combat is seen by both humans and pokemon as natural and healthy rather than concerning. Many pokemon will allow themselves to be captured by trainers in the hopes that they can be trained and become powerful fighters, and as a result humanity has developed a long history of resolving issues through pokemon battles. Unlocks military projects involving pokemon, certain military actions receive powerful conditional bonuses, interregional conflict drastically reduced, +1 CUL.

Regional Powers:
Each region is it's own center of government. Both historical precedence and competing self-interests ensure the major regions remain separate competing nations, though all have friendly relations with one another and are tied together by well-developed trade networks and a strong commitment to international cooperation. Small malus to global projects, various regional projects unlocked.

The Taboo:
Just as humans have their laws, so do pokemon, and the greatest of those laws is that of survival. Many pokemon are carnivorous and hunt other pokemon for food, but this behavior is forbidden in areas under human control, and in return humans are forbidden from hunting pokemon or raising them as food, though harvesting pokemon remains is acceptable. Additionally, humans believe pokemon should never be ordered to take another human's life, for down that path lies endless escalation and violence. The wars of the past must remain in the past. Projects that directly negatively exploit pokemon are forbidden, many military actions involving pokemon are forbidden, enormously increases societal stability.

International League of Nations:
A global organization where the representatives of regions may meet together to discuss issues and pass legislation. Not yet fully operational, as the status of some delegates and potential committees are still in flux, but the rest of the organization appears to be functioning as intended. Increase CUL.

Culture Points (CUL Points): 12.

[ ] The Assembly of Councils
There exists innumerable folk religions across the world, the vast majority of which worship legendary pokemon. Though the variety of these beliefs are endless, most disagreements between groups are minor and focused on doctrinal issues, with very few problems arising from actual intolerance towards others. By providing an organized space for representatives of these religious to meet regularly and discuss issues, there can finally be a semblance of cooperation between these religious bodies. 1/5, unlock the Assembly of Councils, increasing CUL.

[ ] The Pokemon Professor Club
Pokemon professors already have a long history of interregional outreach and academic cooperation, but some have called for formalizing this relationship by creating a dedicated organization through which professors share research and assist in various projects. The framework is already present, but the difficult task of actually coordinating everything remains. 0/10, unlock Pokemon Professor Club, increasing RES.

[ ] Pokemon Activities Committee
Pokemon contests have become more and more popular over the years. Each region has developed their own regional programs, and many have called for combining these programs into a singular governing body to oversee contests globally, a setup similar to the Pokemon League's relationship with battling. Much of the groundwork has already been put into place by the heads of the regional contest programs, so all that is left is for the International League to ratify the necessary proposals. 0/5, unlock Pokemon Contest League, increasing CUL.

[ ] Ancient Entertainment Proliferation
The majority of Eta's data has been lost or irrecoverably damaged. However, some of what still remains includes a small collection of movies and electronic books. With some effort, it should be possible to reproduce these for widespread distribution. Demand for such media would be immense, and it would offer insight into the culture of ancient humanity. 0/5, increase CUL.

[ ] Public Library Modernization
Many libraries have not significantly changed how they've operated for hundreds of years. There are plans to change this by introducing electronic catalogs for book-tracking, free-to-use work terminals with access to the internet, and the widespread adoption of a currently experimental "E-book" program. The effects of this will be most notable in rural communities, especially those that have yet to gain access to internet services. 0/10, increase RES.

[ ] Post-Primary Education Review Board
The resolution of issues with primary education have inadvertently shown that there are problems plaguing secondary education as well. There are no globally enforced standards, meaning requirements for accreditation can vary wildly between regions. Pricing can be inconsistent as well, which have led to inadvertent price gouging for some interregional students. A special committee has been created by the International League of Regions to review the situation and craft global regulation. 0/15, increase RES, higher standards for global education.

[ ] Pokemon Police Division
With the many success stories involving pokemon officers of the law, the most recent being the pikachu detective that foiled a terrorist attack, some have proposed the unofficial pokemon branch of law force be properly recognized and granted their own fully sanctioned division. Potential communication difficulties will require human partners be available to assist, but otherwise the department would be entirely run and organized by the pokemon themselves. However, the proposal is not without controversy, with some seeing this as a massive overreach and others the potential endangerment of human lives. 0/20, unlock Pokemon Police Division, ???

[ ] Sea Watch
The sea is a dangerous place. Wild pokemon are generally kind enough to help humans that find themselves struggling out at sea, but this is typically spurred by momentary sympathy. There are no guarantees. But some sailors say it should be possible to work out something more concrete, so that there is always a plan in place for those who become lost at sea. 0/5, -1 Pokemon Favor, travel by sea becomes less hazardous.

[ ] Urban Pokemon Sanctuaries (Kanto)
Currently, wild pokemon living in urban environments are left to themselves, with humans only becoming involved when damage is done to the city. While many pokemon are fine with this arrangement, some pokemon would rather a dedicated separate space be built for them, primarily because they would no longer have to worry about bothering or being bothered by humans. 0/10, +1 Pokemon Favor.

[ ] Rebuild Brass Tower (Johto)
Brass Tower and Bell Tower were built to foster better relations with pokemon, but had become unexpectedly the roosts of the legendary Lugia and Ho-Oh. However, after a fire burned Brass Tower to the ground, both towers were abandoned by the legendaries. There have been calls to rebuild Brass Tower, both in the hope of tempting the legendary pokemon back and to recreate one of the most famous landmarks of the region. 0/10, restore Brass Tower, increasing CUL.

[ ] Blackthorn's School of Dragons (Johto)
Dragons are the most difficult type of pokemon to raise due to their slow growth and pride, but also the most powerful. The dragon tamer clan of Blackthorn City is the largest and most well-known group skilled in raising dragon-type pokemon, but are notorious for hoarding their knowledge and refusing to share anything outside the clan. That being said, some of the clan wishes to change this, and have proposed the construction of a school dedicated to educating trainers on how to best raise their dragon pokemon. However, extensive facilities will be required, due to both the potential danger presented by dragons and their pride demanding nothing less than the best. 0/15, increase RES, dragon type pokemon become somewhat less rare.

Subject: Pokenav Test Results

Hello Marie, just got your message, excellent stuff. Sale projections are looking positive. Pokenav still going through final touchups, but in my opinion it should be ready for release.

Last of the serious bugs were found and fixed. Issue was with AreaNav mapping tool drawing from same memory storage as Town Map app. Not difficult to fix, but finding source of problem was tricky. Reproducing bug required both apps be opened, closed, then only one app opened again. Very odd.

Have to give props to design department. Device has a good shape and is easy to hold. Already been said but should be repeated. Nine ounces is fine for the weight, not critical to squeeze it smaller. No major issues, been given the go-ahead by the team. Everything should be ready for big announcement at end of month.

Also, Re: BuzzNav issue, app isn't ready for current model. It works, but too much for onboard memory to handle. Slows things down. Techs are working on it, says it should be ready for next gen release.

Research and Development
Pokemon Professors: The study of pokemon is seen as the single most respected scientific field there is, and to be a fully accredited pokemon professor is a significant point of pride. Many key technological advancements have come from this illustrious group. +1 CUL, +2 RES. Difficulty of all pokemon-adjacent research and development projects reduced.

Matter-Energy Conversion:
Specialized equipment that can transform physical matter into hard-light energy and vice-versa. For some unknown reason it appears that pokemon are exponentially more compatible with the technology than any other forms of matter, drastically limiting practical applications. It is critical to the production of poke balls, pokecenter healing machines, and the pokemon digital storage system. +3 EXP, +1 RES.

Teleportation Pads:
Crude teleportation technology exists, but it requires two specially paired pads and is sharply limited in both distance and how much can be teleported at a time. It is also limited by the high expense required in constructing and maintaining the equipment. +1 EXP.

Cloning:
A relatively detailed understanding of cloning exists, though current research is primarily focused on pokemon rather than humans. Genetic research is also far more advanced then other general research fields. +1 RES.

Advanced Electronics
: General electronics have skyrocketed past what was once considered cutting edge, and the results of this are as widespread as they are positive. Nearly every industry has reported at least some increase in productivity thanks to the many devices being developed that rely on advanced electronics to function. +1 EXP and +1 RES.

Research and Development Points (RES Points): 15.

[ ] Lingua Franca
Computer science is another critical technology with a plethora of samples for study. However, due to the current inability to produce any of the more complex electronics required for advanced computers, scientists are currently limited to duplicating the programming language used by the ancients, "Lingua Franca". It is an elegant, hyper-efficient language designed to seamless interface with practically every machine imaginable, and is the result of centuries of research and development. Adopting this programming language as a universal standard would be a net benefit. 0/10, unlock Lingua Franca, boosting existing technologies and increasing EXP.

[ ] Introduction To The Warp
Eta's specialty lies in the study of the Empyrean, otherwise known as the Immaterium or the warp. It is an alternate dimension of psychic energy that Eta claims is the ultimate source of all supernatural powers. The warp was how humanity achieved faster than light travel, and Eta insists the warp is what empowers pokemon. Understanding this phenomena will be critical for further understanding of many advanced technologies, and is expected to help unravel some of the many mysteries that surround pokemon. 0/5, unlock Basic Warp Theory, increasing RES.

[ ] Psychic Power Study
The warp is extraordinarily dangerous, and Eta does not understand how human psychics have not endangered themselves by simply existing like the psykers of old. There is clearly some sort of difference between traditional psykers and currently existing psychics, but research will be required to understand more. 0/20, greatly increase RES, unlocks further experimentation into psychic power.

[ ] Teleportation Pads Refinement
Current teleportation technology is crude and expensive, but contains much potential. Further refinement of the technology will be difficult, though somewhat easier now that scientists have access to Eta, who is passingly familiar with the technology and willing to offer insight. Right now, the goal is to make the technology more economical. 0/10, increase EXP, Teleportation Pads becomes more widespread.

[ ] Teleportation Terminals
Alternatively, focus can be spent on creating specialized terminals for long-distance travel. The energy cost will be prohibitive, but the ability to instantly travel across regions without the use of the move Teleport has exciting implications, though it will take significant effort to make the technology genuinely viable outside laboratory test use. 0/20, -1 Energy, unlock Crude Teleportation Terminals, greatly increasing EXP.

[ ] Fossil Pokemon Identification
Pokemon did not exist eighteen thousand years ago. With this newfound understanding of the planet's past, the general consensus is that ancient pokemon could not have possibly existed. This implies that pokemon "revived" from fossils are actually new species developed from non-pokemon genetics, which has fascinating implications for pokemon research. 0/10, increase RES and CUL, fossil pokemon become more common.

[ ] Automation Adoption
Preliminary experiments into automated labor has shown very promising result. Factory lines that are even partially automated have reported increased productivity, reduced costs, and less accidents. Furthermore, Eta has rather emphatically stated that automation was an absolutely critical step that every developing civilization had to take. They were reportedly very confused to hear that most everything is currently done by hand alongside pokemon helpers. 0/20, unlock Automated Production, greatly increasing EXP.

[ ] Robotics Refinement
While it is certainly possible to construct robots similar to Eta's labor units, they are not yet anywhere near as useful, in part because they are far too expensive to make for what little they are currently capable of doing. The next step in developing this technology is to make robotics more economically viable, which will require some significant refinement to existing designs. 4/10, robotic technology becomes viable for widespread distribution, decrease the costs of some projects.

[ ] Volant-model Drone Development
Recent technological advances have enabled the invention of remote-operated drones with flight capabilities. There are many potential uses for flying drones, with the most obvious being transportation and exploration, but meteorologists and pokemon professors have also expressed potential interest. 0/25, unlock Air Drone, increasing EXP and RES.

[ ] Strider-model Drone Development
The first serious attempt to mimic Eta's existing labor units, these drones are large enough to double as a personal vehicle, rugged enough to survive a casual pokemon attack, and explicitly designed for easy traversal across the roughest terrain. Some Strider models will feature pilot cockpits, while others will rely on remote operators. The cost to manufacture these units will be significant, but estimates show significant demand for the drones regardless of the price. 0/30, unlock Strider Drone, greatly increasing EXP.

[ ] Prototype AI
Silph Co has shown strong interest in exploring artificial intelligence and have made plans to develop their own. With consultation from Eta and experts from the Cinnabar Island Pokemon Laboratory, Silph Co has come up with the designs for a central mainframe that, when fed copious amounts of data and regular interaction, will eventually produce an artificial intelligence. It will be not be intelligent, or even all that useful, but actually producing a true artificial intelligence would be an impressive achievement in itself. 0/15, unlock Very Crude Artificial Intelligence, increasing RES.

[ ] Living Code
Porygon was not the first artificially constructed pokemon, but it was the first (and currently only) pokemon designed and constructed entirely within a computer. Deemed by many to be "living code", it was created by accident and the researchers involved have yet to actually replicate their achievement - every Porygon currently in existence are duplicates of the original. Finally understanding how Porygon was created would be a revolutionary achievement and allow for further production of software-based pokemon. 0/30, Porygon and their evolutionary forms become significantly more common, drastically increases cyberspace resiliency.

[ ] Pokemon Linguistic Research
There are a handful of pokemon that have shown the ability to speak the human language. How they've accomplished what no other pokemon have is unknown, but dedicated research may uncover the key difference and potentially allow other pokemon to speak to humans this way as well. However, it will take significant effort to actually locate these elusive talking pokemon, let alone determine how they've achieved their ability to speak. 0/40, ???

[ ] Pokemon Translation Matrix
Pokemon professors have long been searching for a way to translate the pokemon language. A device capable of this would be the single most revolutionary technology ever developed in the history of the world, and would have massive impacts on quite literally every aspect of modern society. However, with currently existing technologies, it would be nearly impossible to actually create such a thing, though that has not stopped some researchers from trying. 0/80, unlock Pokemon Translators, enormously increasing EXP, CUL, RES. [ ] Next-Generation Pokedex
Professor Oak, the inventor of the original Pokedex, has partnered with Cinnabar Island to design the next generation of Pokedexes. It will feature faster speeds, a redesigned user interface, enhanced network connection capabilities, and a separate onboard computer that will allow the user to make phone calls and wirelessly access the internet. Most importantly, it will cost roughly the same as the older models, ensuring access to the Pokedex remains available to all trainers regardless of financial status. 0/15, unlock Next-Generation Pokedex, increasing trainer competency globally.

[ ] Global Pokemon Storage System
The Pokemon Storage System created by world-renowned inventor Bill is a revolutionary system that every region in the world has been quick to adopt (barring Alola). However, these storage systems were all built individually and with little thought towards interregional compatibility, creating many significant issues that remain to this day. Resolving this will require substantial reworking to practically every region's pokemon storage system, but the sheer necessity of a global system far outweighs the costs. 0/30, -1 Network, unlock Global Pokemon Storage System, greatly increasing EXP, CUL, and RES.
