Agent of the Dark Gods: Papa Nurgle Loves You! (Warhammer 40k)

We would probably need to have a traitor marine sorcerer to realy have a sane and skilled one, but thats never going to happen as a CSM would never take orders from us.

I thought all Sorcerors ran the risk of exploding?

I think you two are getting psykers and sorcerers confused with each other.

A sorcerer is someone who taps into the warp via the usage of artifacts, rituals and the like.

Psykers have the ability to channel warp energy without such things, but using them DOES help tremendously.

As you should be able to tell, you don't have to be the latter in order to be the former. Buuuuuuut it does help. Slightly. If your willing to risk the attention of various warp predators, that is.

We expand our martial presence, 'helping' the Arbites take back the hive from the gangs, possibly setting up isolated local clinics which are staffed by only a couple of our people each, and we can corrupt them in private as they have to make do with inadequate water supplies and never enough drugs.
Heck, if anything, we pull out the rulebook to justify us cutting them off like that. There's gotta be some regs we can justify....

Keep asking the Ecclesiarchy for a bigger stipend.
Keep cooking the books and stockpiling the surplus and increasing our illegal moneymaking activities.
Wait until we critfail stipend negotiations and get our stipend slashed to a trickle.

Alternatively: corrupt/bribe the Arbites to look the other way, recruit from the local populace(potentially after a few charity drives) and use whatever influence we have beyond the hospital to arrange for 'accidents' to happen if we fail to convert hospital staff.
Potential synergy with the Loonies if we want to use our psychiatric patients to arrange the accidents. Synergy with our newest department because any broad-stroke recruits that try to rat us out can be volunteered for pathology experiments.

Alot of sorcerers are psykers, and the sorcerers that are non-psykers dont tend to be that powerful. Also its not like its safer to use sorcerery even if youre a non psyker.

Too risky. Just do our best to find alternate sources of income.
Wait until we critfail stipend negotiations and get our stipend slashed to a trickle.
The point is that we keep asking for more income until they cut us off, giving us a large nest egg but otherwise forcing us to sustain ourselves via our illicit activities so we can drive our hospital staff to despair by lack of supplies.

Problem is, they might be suspicious if we start demanding mroe and more cash.

It's one thing if it's a Bishop or someone high up, gold plated statues of themselves are common, but a hospital might raise eyebrows.

Hospital Activities: Melissa's is supposed to be using that money to develop her hospital. Maybe she should actually do enough of that to allay any suspicions. Besides, a better hospital will help win new converts to Father Nurgle. These actions are generally low-risk.
[ ] Request Additional Funds from the Ecclesiarchy
- Asking the Ecclesiarchy to provide Respite Hospital with additional funding is almost always an option. Whether they'll respond well ... that's the bigger question. If Melissa makes a good case she could easily convince them, but there are plenty of horror stories about people going into a meeting with a high-ranking Prelate, only to say the wrong thing and find their budget slashed to the bone instead.
Cost: 250 Thrones
Effects: Changes to your Ecclesiarchal Stipend (amount depends on rolls)
Rolls: Charm, Lore (Imperial Creed), other rolls possible
It's listed under the 'safe' actions.

There's nothing unusual about an underhive hospital claiming they don't have enough funding. The real risk is accidentally pissing off a magistrate and having our funding cut off. Which is an outcome we'd want to temporarily achieve in order to drive our hospital staff to desperation so we can corrupt them.
And sure, if we keep demanding a larger stipend at a higher rate than other hospitals it might raise an eyebrow if it gets noticed in the massive Imperial bureaucratic apparatus. But again, the most probable outcome from such a thing would be to have our budget slashed and maybe an accountant coming to check our books - for which we have an accountant of our own to make sure things appear to be in order.

There's nothing unusual about an underhive hospital claiming they don't have enough funding.
Well said. Pretty much everything the Ecclesiarchy has in the low hive or underhive is constantly begging for just a tiny fraction of the money that winds up being spent on 100 foot tall solid gold statues for the upper-hive cathedrals.

Though getting a budget increase would raise the DC on further increases, at least temporarily. The bishop (or more likely, the bishop's junior undersecretary's intern) will expect you not to immediately start bothering him again after he gives you more money.

Turn Four
Turn Four
Charm Roll: (6, 6) + 4 = 16 (Clara totally buys her logic)
Chaos: (5, 5) = 10 (No change ... that you know of.)
Ecclesiarchy: (5, 1) = 6 (No change)
Plague: (3, 6) = 9 (Some progress, but plague continues)

Current Ecclesiarchal Stipend: 1000 thrones/year
Rent: 100 thrones/year
Black Market: 100 thrones/year (x2 for plague)
Expenses: -250 thrones
Total income: 1050 thrones
Current Treasury: 1600 thrones (+1050)

Special Actions

[ ] Combat and Tactics Training
- Melissa's recent success with leading her cult in battle has made her aware of both her own military potential and the fact that it remains largely untapped. Perhaps she would benefit from going through the same training as her cult troops, plus a few classes on combat leadership?
Effects: Chance to improve combat and leadership stats
Roll: -2 to all rolls this turn due to Melissa's distraction

[ ] Influence Training
- Melissa's discovered quite the talent for persuasive speaking, and is moving into a position where those skills might mean everything. Perhaps she should spend some time working on getting better at that.
Effects: Chance to improve combat and leadership stats
Roll: -2 to all rolls this turn due to Melissa's distraction

[ ] Chaos and Disease Training
- Melissa's service to Nurgle has gone well to date, but she still knows only the basics of how to serve her dark master. It's past time she remedied that.
Effects: Chance to improve knowledge of Chaos and Diseases
Roll: -2 to all rolls this turn due to Melissa's distraction

[ ] No Training
- While improving her skills is a worthwhile endeavour, Melissa simply can't spare the time to do so right now. There's a hospital to run, a cult to grow, and a plague to be dealt with.
Effects: No penalties.

Hospital Activities: Melissa's is supposed to be using that money to develop her hospital. Maybe she should actually do enough of that to allay any suspicions. Besides, a better hospital will help win new converts to Father Nurgle. These actions are generally low-risk.

[ ] Long-Term Care Facilities
- At the moment, Melissa's hospital effectively operates as a glorified outpatient clinic, trying to treat and clear out patients as fast as possible in a futile effort to keep up with the overwhelming demand for the hospital's services. Acquiring some new space and setting it aside for long-term patients might be a wise investment ... especially since the longer her patients stay, the more time she'll have to win them over to her true master.
Cost: 3000 Thrones
Effects: -100 Thrones/Year (Maintenance). Opens up a new long-term care ward
Roll: None

[ ] New Department: Trauma Center
- Between workplace accidents and gang violence, there are going to be plenty of patients with severe injuries coming into Melissa's hospital on a daily basis. While this particular branch of medicine is not especially pleasing to Nurgle, it does have a number of practical applications, especially once the cult gets a bit more active.
Cost: 4000 Thrones
Effects: -300 Thrones/Year (New Specialists, Maintenance), Opens a Trauma Center
Roll: None

[ ] New Department: Toxicology
- Between the extremely high pollution levels in Hive Flinthos and the heavy usage of various narcotics and stimulants that follows in a low-income and high-stress environment, getting a few proper toxicologists on staff would doubtless be a good investment. And, of course, a greater understanding of various toxins would doubtless please Melissa's true master.
Cost: 2500 Thrones
Effects: -200 Thrones/Year (New Specialists, Equipment Maintenance), Opens a Toxicology Department
Roll: None

[ ] More Networking with Other Hospitals, Take Two Point Five
- Building up relationships with other hospitals might allow Melissa to eventually expand her cult outside her own facility. At the moment, most of the other facilities are fine with a bit of basic cooperation and record-sharing, but don't seem interested in expanding things past that. If Melissa could perhaps talk them into a few personnel swaps, it would give her a chance to see how other hospitals do business and build up more alliances.
Cost: 250 Thrones
Effects: Continue building on relations with other hospitals, possibly gain some new insights into hospital management.
Roll: Charm DC 7 (DC heavily reduced by actions last turn)

[ ] Charity Drive: Giving it Away
- The hivers are in constant need of just about all of life's basic necessities. Organizing a few food drives and giveaways might not bring any tangible benefits, but the goodwill it purchases within the local community could be worth a lot more than that.
Cost: 500 Thrones
Effects: Gain a much better reputation in the local community.
Roll: Logic DC 7

[ ] Charity Drive: Asking for Help
- While Respite Hospital does receive a regular Ecclesiarchal stipend, it's fairly standard for charity hospitals to organize donation drives asking for extra help from the locals. While the average low-level hiver can't afford to give much, there are a lotlot of them. Charity drives need to be done with care, as the generosity of the average hiver is a fickle thing on the best day, and they won't be inclined to do much for anyone without a clear understanding of how it benefits them.
Cost: 250 Thrones
Effects: Gain a one-time infusion of funds (amount depends on rolls)
Rolls: Charm, Logic, other rolls possible.

[ ] Funnel More Resources into the Plague Effort
- While the plague does seem to be somewhat contained at the moment, that just makes it all the more urgent to stay on the attack. A bit more money and effort could contain the disease outbreak, while negligence could allow it to come back from the brink.
Cost: 1000 Thrones
Effects: Bonus to next turn's roll vs the plague.
Rolls: Medicae DC ???

[ ] New Test Subjects: Criminals
- In the aftermath of Melissa's discussion with Clara, the bright young Sororitas has pointed out that Melissa might be able to convince the local hive government to donate some of the criminals slated for execution to your hospital as test subjects. Not only would it give the hospital more test subjects, but it would also help avoid any awkward questions from the government if this became public knowledge
Cost: 250 Thrones
Effects: Gain more people to murder with diseases.
Rolls: Charm DC 11

[ ] New Test Subjects: Asylum Inmates
- Your mental ward has no shortage of lost causes who nobody is likely to miss. Using a few of them for experimentation should be easy enough given how notoriously unreliable the testimony of the insane is, and Melissa could do it without needing to convince anyone outside the hospital itself. It might be a bit out of line with Imperial Medical Ethics, but the Emperor has not been her master for some time.
Cost: None
Effects: Murder some of your crazies with diseases
Rolls: Medicae DC 12

Dubious Activities: While the Ecclesiarchy officially frowns upon using their funds for anything other than direct hospital needs, most of the more worldly members of the God-Emperor's church realize that maintaining a functioning hospital in the depths of an undercity hive sometimes requires unorthodox methods. These actions can come with a moderate level of risk.

[ ] Supply Acquisition
- Medical supplies are stretched thin with the current disease outbreak. While you've already been allocated a decent amount of supplies to treat the ongoing crisis, you could always use a bit more. And really, those other hospitals don't need those supplies as much as you do...
Cost: 500 Thrones
Effects: Gain more medical supplies, making your plague actions more effective.
Roll: Deceive DC 11

[ ] Expanded Patrols - Local
- Given the roaring success of your initial security excursion, some of your security cultists are eager to launch more expeditions into the hive. Securing your hospital's immediate area would make a powerful statement to the local gangs, and would doubtless win a degree of acclaim from the locals ... or the chance to collect some tithes.
Effects: Push back a few of the local hive gangs from your hospital's immediate vicinity
Rolls: Tactics DC 11, possible combat rolls

[ ] Expanded Patrols - Targeted
- Given the roaring success of your initial security excursion, some of your security cultists are eager to launch more expeditions into the hive. Going after other black marketeers dealing in stolen medicine could help in dealing with the plague (or let you take over their business), but it won't have quite the same broader regional impact.
Effects: Push back a few of the local hive gangs from your hospital's immediate vicinity
Rolls: Tactics DC 10, Inquiry DC 10 possible combat rolls

[ ] Upgrade Supply Stockpiling: Large
- While the disease hasn't gotten bad enough to set off a serious crisis yet, there's always a risk that it could get worse over time (especially if Melissa works to make that happen). If a major crisis erupts, basic necessities of life like edible food and clean water could become precious commodities. Building up a large stockpile would ensure that you can not only see to your own, but will have enough left over to either pass out as strategic charity or sell at an exorbitant price on the black market.
Cost: 1000 thrones
Effect: Get enough supplies to tend to your staff and cult in the event of an emergency, with plenty left over for whatever you want to do with them.
Roll: None

Heretical Activities: If the Ecclesiarchy ever gets wind of Melissa using their money for this, she'll probably be purged with holy fire. These activities carry a larger element of risk, but are usually the best way to win favor with Nurgle.

[ ] Cult Recruitment: Broad Strokes
- The poor and desperate of Hive Flinthos are easy targets for Nurgle, and there are many who would accept his blessing in exchange for a few good meals and roof over their head. While underhivers can't accomplish a great deal individually, there are a lot of them.
Cost: 1000 Thrones
Effects: Start recruiting within the general populace. These cultists might not have much to offer beyond a newfound enthusiasm for Grandfather Nurgle, but adding raw numbers to your cult is still very nice.
Roll: Charm DC 11

[ ] Cult Recruitment: Hospital Staff
- While Melissa brought several loyal associates to her new hospital, not all the staff follow Nurgle. It might be wise to convert the rest of them to the Plaguefather to secure her base of operations.
Cost: 250 Thrones
Effects: Winning over the rest of the hospital staff substantially reduces the risk of taking any heretical activities within the hospital itself.
Roll: Charm DC 13

[ ] Cult Recruitment: The Search For Patrons
- While Melissa's cult has a decent number of members, they're all hospital staff underhivers. Breaking into Nusquapondus' upper classes could bring in new resources and perhaps even break the hospital's financial dependence on the Ecclesiarchy. However, finding one of the hive's elites who might be willing to accept Nurgle's loving embrace is no small challenge.
Cost: 500 Thrones
Effects: Gaining a wealthy and/or influential patron for your cult could bring in substantial new resources, but is likely to be a rather long and difficult process.
Roll: Inquiry DC 13

[ ] Cult Recruitment: The Loonies
- Turning the hospital's current supply of violent lunatics into violent chaos-worshipping lunatics probably wouldn't be too difficult. The bigger issue is controlling them after their conversion. For the moment your cult is very under-the-radar, but the criminally insane are not known for their careful discretion. While a string of grisly ritual murders would probably be pleasing to Grandfather Nurgle, it might draw the wrong sort of attention.
Cost: None
Effects: Start turning your violent and insane patients into violent, insane, Chaos-worshipping patients.
Roll: Lore (Chaos) DC 7

[ ] Cult Recruitment: The Arbites
- Melissa's secret deal with the local arbites provides her with something that could be the start of a good alliance with them. Perhaps she could make a few careful inquiries about how faithful these corrupt arbites are, and see if perhaps there might an opportunity to teach them about Grandfather Nurgle's love?
Cost: None
Effects: Start introducing the Arbites to some slightly chaotic ideas.
Roll: Lore (Chaos) DC 11

[ ] Cult Recruitment: Plague Victims
- As seen with Martus, Melissa's charity has won over some of the local populace. By targeting individuals and family members her hospital directly helped she could probably expand her cult without anywhere near as much risk as more general recruitment.
Cost: 250 thrones
Effects: Begin recruiting plague victims you've helped, along with their friends and families.
Roll: Charm DC 9

[ ] Secret Desecration
- As with any building constructed by the Ecclesiarchy, Melissa's hospital is covered in symbols of the False Emperor. Subtly desecrating these holy symbols would weaken the False Emperor's hold on this place, and allow Nurgle slightly more sway. However, should the desecration ever be discovered Melissa would have a very hard time explaining it.
Cost: 50 Thrones
Effects: Grandfather Nurgle will be pleased by your good service to him.
Roll: Stealth DC 10, Lore (Chaos) DC 7

[ ] Search for a Sorcerer
- Melissa's knowledge of warpcraft is all but nonexistent. Gaining the services of a warpsmith would allow her to better serve Nurgle, and could perhaps even give her the opportunity to learn the sorcerer's arts for herself.
Cost: 500 Thrones
Effects: -50 Thrones/Year (Salary). Gain the services of a Chaos Sorcerer, opening up several new options and introducing the possibility of Melissa learning the art herself.
Roll: Inquiry DC 15

1750/2650 Thrones

Lets take advantage of lowered DCs and our recent performance to continue to widen our reach. Fight crime, get sacrifices at the same time and get a performance bonus from the upper levels.

Since we're doing nothing particularly heretical we can up our Charm so we can flip people better

I think we should up our Charm (EVERYTHING DEPENDS ON IT), and at the same time avoid selecting options with rolls involved?

Certainly, failing some things can be a good idea.

We should look into recruiting the Arbites at some point. Those guys are really useful.

Not sure if Plague training should be added as well. Might raise the training DC too high...

Extending the patrols this quickly might step on the toes of a gang or two. But the charity drive has a reduced DC and it might synergize with influence training and/or networking with other hospitals.
Either way, Cult Recruitment: Plague Victims opened up as a result of our charity so I figure that hosting a charity drive might lower the DC for indoctrinating the local populace into our cult.
