They're trying to co-opt the oncoming reform movement in the cradle, like they always do.

I am not convinced by Alectais argument. I think that given the name of this quest, turning to Chaos is entirely possible in the first choice.

Might be. I think Weak and Heretical might have a bigger chance of leading to chaos, but i can't really base that on anything.
