Here is a description for that
While at court Shirou had no real talent for handling currency nor was he good at any type of managing task, he was not meant to manage a building an office or groups of people. Xavius caught on to this quickly and also caught on to the boy was an average learner of things, well average by his standards at least. But that did work to his advantage for Shirou was mostly silent unless spoken to and at times could appear not be present at all. Xavius exploited this part of the bow and trained the boy in it, by have Shirou sabotage his political enemies. The fact that he was able to pull it off so well and so discreetly, no one knew where to look, not at the boy or ever at Xavius. It was just as if the fire that by some means burned down a house and several of its residents started due to a failed spell within the house itself. Xavius and Shirou both knew that was true, they also both knew that the spell was intended to fail and to burn down the house.
Over the short years he had with the boy, Xavius taught him to at least act like he had the same emotions as others and felt the way they did. He was not overly talented at this, but he was above average. So much so that his smile could put others at ease and off guard if he wished it, not to mention it along with his voice was able to charm a few court members of the fairer sex. All in all, if Shirou was not up to some mischief that Xavius had told him to do, he was out doing the dirty work of Xavius's political campaign. Not that Shirou could tell the difference, to him both were the mischief that he was sent on.
