We should at least have a small shipyard in the sector. I mean as long as we were in the Empire we need a place where we can maintain our ships in the sector. We couldn't always send them away to have them repaired.
 
IIRC the TIE Defender is the best starfighter in the galaxy at the moment. So you actually can't get anything better than a TIE. :V
 
It only costs 5x the standard TIE/LN for a new make, which for a small starting polity with a lot of space that needs covering for anti-piracy isn't that bad of an asking price for what you are getting assuming you can even get a contract with Sienar at this time.

We should have a couple shipyards as we have a couple industrial planets and we have an Imperial Fortress world in our sector which has a pretty big garrison.

I'm confused.

We chose the Morshdine Oversector which is a sector near in the northern outer rim and Ojou-sama said that our Oversector is more of a title then substance to we know we are limited to the sector. If you look on wookiepedia the star wars wiki you can look up the Morshdine Sector and look at all of it's system's and the planets in said systems. Two of which are said to be Industrial worlds, and the third is said to be an Imperial fortress world home to a naval garrison of at least 10 SD's and at least 50 other ships.
 
Wait. Rendili no longer making starships? We can't even liscence the Dreadnaught pattern from them to make our own?
We could most likely still license their ships but after the CW they were sidelined by the Empire because of their divided loyalties so they switched to mainly making weapons platforms until the rebel alliance came and asked them to make the Assualt Frigate Mk2 then they started making ships again and after Endor it was given the bill to make the Republic class star destroyer to lure them away from the Empire so their probably NR leaning or fully a part of the NR at this point.
 
Very true though we could just upgrade out TIE interceptors with shields and they will be an amazing carrier fighter for a decent cost.
Maybe but adding shields will make them slower and lead to power supply issues. The starfighter just isn't built for it. I am sceptical to nerf its main strength in favour of being bad to mediocre in two things. But yes, Interceptors are a straight up upgrade to normal TIE Fighters. Not more durable but have more guns and speed. So just dodge I guess. :V


A fragile but super manoeuvrable can absolutely be better than a more durable but slower fighter if piloted by a good pilot. The problem is that the sturdier fighter has a greater chance to actually keep the pilot alive long enough for them to become good.
 
@Ojou-Sama Quick question, do we really only have 10 planets in our sector? I get that giving us 300 (more or less I don't remember the exact numbers) worlds in the previous game may be a but much, but a sector consists of a noticeable chunk of the galaxy and in the continuity where supposedly 300 trillion (I read it somewhere but are currently too tired to check the actual numbers, just that there are solidly in the trillions) died during the Yuzzhan Vong war, a section of space as big as a Sector only has 10 inhabited planets. Or are those the only ones worth mentioning?

None of the above. As much as I love those ships and the time era, they are already filled by ships we have.

But if we're just talking about those ships. Harrower and Terminus are superior in pure statistics.

I mean we could update all the tech and materials used in them their as the designs are pretty good.
 
I mean I doubt we have any usable military designs that came before the Clone Wars that would not be destroyed by current ships. I mean I would prefer to use the Arquitens than anything from over 3000 years ago since those types of ships are not really viable and would take a long modernization program when we can just license those designs from the leading shipbuilders of the galaxy. It's less of a headache in original research when we have the fires of war throughout the galaxy right now with armies being commanded by warlords, Coruscant, or Chandrilla.
 
Arquitens....Arquitens are garbage. Whomever authorised their manufacturing contract needs to be arrested for gross incompetence. Better to stick to Carracks and Tartans screened by DP-20s
 
Our Arquitens still aren't modernized to their command pattern but since they're just escorts for now and not leading the smaller flotillas it's still usable. Also, we might need more ships, and contacting those shipbuilders still loyal to the Empire is a great idea.

The Moff sat in her office, a glass in hand, remembering days now decades past. Before the Proclaimation of a New Order. Before the first grumblings of rebellion. Before the Civil War. Back then, things had been simple - as a clerk on Coruscant, her duties were small and insignificant: But from a young emerging bureaucrat in the old Galactic Republic she steadily rose upwards, building a reputation as a diligent, hard-working and capable administrator able to handle the going-ons of planetary administration like it was second nature, ruling with an iron fist when needed but all too ready to wear the velvet glove when possible. When the New Order was declared, she had fully believed in the tale that it was to last ten-thousand years and strove to do her best in the service in the new regime! But now...It was becoming hard to reconcile the memory of the Galactic Empire with what it was becoming: Going from a force of stability and good to a barely held-together conglomerate of warlords and chaos, one where even the best of friends would betray the other for a scrap of paper granting them the right to get a loaf of bread.

Saarle shook her head, partly in disappointment, and also because she knew that this would happen when one let incompetents and failures take charge when the body of the Emperor was not even a day cold. Sate Pestage had not one lick of the charisma and power that allowed Palpatine to keep the Empire together. He was a failure on all levels, and trying to play all sides against the other was not a good idea when the stability and cooperation of the warlords relied on unity. It was not a surprise then that the old coot would be replaced with Isard which had, at the very least, one part of the two elements which kept Imperial power secure. With the death of the Emperor, the entire Empire had gone to shit. Only Isard was at her post and doing her job with any sort of efficiency, and the fact she had to praise the ISB was saying something! She slammed the glass down on the table harder than she meant to, for a moment surprised by her anger - sighing softly, Saarle sat up straight and grabbed another pile of flimsywork, preparing for yet another long day in the office.

[ ] The Future of the Oversector
The Galaxy is a dangerous place, and the small nature of the Oversector gives it but a small amount of protection from the forces that surround us on all sides. For the better or worse, the New Republic is located to the galactic east, while the Galactic Empire is located to the west, north and south in an almost perfect encirclement of the entire Oversector: And with our status as said Imperial Oversector, a special administrative region in the normally lawless Outer Rim, the protection that is offered by the Galactic Empire is a double-edged sword - for the fleet and armies that protect us also serve as a reminder that our loyalties lie ultimately on Coruscant.

But the galactic fortunes are changing, and are changing rapidly indeed. The Galactic Empire is collapsing, the New Republic is ascendant, and with every day reports of AWOL crewmembers and soldiers increase by the thousands - for their lives are not going to be spent for a worthless cause that has no hope of seeing a future. Maybe it is time to, for once, decide our own fate, free from the Coruscanti puppermasters?

It should come to no surprise that after five years of non-loyal service, the ISB is withdrawing from the Morshdine Oversector with all due haste to Coruscant. For five years the ISB has spied on loyal citizens, purged efficient but 'disloyal' elements from the government, and has overstepped their bounds by interfering in numerous reform programmes which interested His Majesty the Emperor himself: But with their much desired exit from our territory comes an uncomfortable question.

Now that the ISB is gone, who will take over their duties? Who will engage in counter-terrorism? Who shall ensure the safety of the civilian population from New Republic infiltration and sabotage? Which agency shall be responsible for gathering intelligence on nearby threats to the Oversector? With those questions raised, the members of the Administrative Council have agreed on the formation of the Commissariat of Internal Affairs, which shall take over the functions of the now-absent ISB.

[ ] Reforming the administration
The Administrative Council forms the core of decision making in the Morshdine Oversector after Moff Fiosach. It is the Administrative Council which aids the Moff in ruling the Oversector, it is the Council which votes on decisions and laws, it is the Council which oversees the economy and industry of the Oversector... But the Council, for all the advice it gives the Moff, for all the subjects it votes upon, for all the projects it oversees, is becoming ever more impotent. The Councilor for Industry is also overseeing part of militia system and the civilian space stations in orbit, while the Councilor for the Military is also overseeing in part the economy and the environment!

It is clear that the Administrative Council needs to be reorganized, or at the least, reformed so the Councilors can focus on their own business instead of taking over other departments. Not only will it be an improvement on the previous Council, but getting the various Councilors in order will reveal more about who they are as persons and, perhaps most importantly, their future aspirations...

[ ] The Foundations of a well-running System
It cannot be mentioned enough: The Galactic Empire is crumbling into dust as we speak. Star Destroyers are going rogue, and more than three dozen have established their own independent fiefdoms - which commonly feature looting, extortion, and violence against loyal Imperial citizens - while the remaining High Command has argued for the past year and tried to reform into something resembling a cohesive whole only to fail miserably, as can be seen with the annihilation of the Eriadu Authority.

But we cannot yet abandon the Galactic Empire like so many others have done.

It is a chaotic mess to be sure, but reform has almost always led to greatness: Hadn't the Emperor reformed the decadent Galactic Republic into a strong centralized state in little more than three years? Hadn't he taken the once lathargic galactic economy and reformed it into a juggernaut? The Oversector needs to be an example for the rest of the galaxy, the counter to New Republic propaganda that Imperialism doesn't work - and the vanguard of change in what remains of the Empire.

The military is an important part to have on your side during the largest period of conflict the Galaxy has seen - a conflict even larger than the Clone Wars. Though the fleets and armies stationed in the oversector are under control of Moff Fiosach, their ultimate loyalties lie with Coruscant...

[ ] Establishing the Tangrene Army Personnel Office
As odd as it may seem, and perhaps one reason for the rampant amount of infiltration the Rebel Alliance was able to perform in the earlier days of the Galactic Civil War, the Imperial Army never established an overarching archive for members of the military. It was all too simple for Rebel infiltrators to simply claim to be from another sector assigned on one objective or the other, and be able to walk straight past most levels of security. It was only after Scarif that some of the security loopholes were partially fixed, and even then infiltration remained a rampant issue in the Imperial military.

With the establishment of a proper Army Personnel Office on Tangrene, which has data on all officers, soldiers and civilian military employees in the Oversector and then making this information widely available to personnel in the field, while also reforming ID checks and checkpoints, New Republic infiltrators will find it much harder to waltz in with just a stolen set of Stormtrooper armor.

Of course, this also makes it easier to identify deserters, plan expansions of a local militia, and establish future offices for local armed forces.

As mentioned before the Galactic Empire crumbles apart, and the Imperial Army with it. If the Oversector is to not be conquered in the future, we need to rely on ourselves for our defense for better or worse, and the first step towards securing the Oversector in the case of an Imperial Army pull-out is the formation of a militia to supplement the Imperial Army - the good part being that forming such a militia is perfectly legal: The Imperial Senate passed a law allowing the formation of a militia as long as it fulfilled certain criteria just before it got disbanded, and it was never repealed or changed.

Now comes the time to exploit this opportunity. Already leaders have been found: Three former officers whom retired to Batonse have each volunteered to head the militia, and there will be no lack of volunteers once the self-defensive nature of the formation is clear.

[ ] The Walker Problem
Depending on who you ask, opinions about the AT-ST twin-legged walker are...divided. There are those who have declared it to be the greatest mechanized piece of equipment in Galactic history, while others have derided it as an overengineered, top-heavy, thin-armoured tincan. The arguments about this vehicle would have been relatively contained...if it wasn't for the swathes of the thing being destroyed during battles, the most infamous being the Battle of Endor, where primitive aliens using rams managed to destroy eight of the fifteen AT-STs providing support for the 501st's Torrent Company, while two others were hijacked: And it is not as if it is particulary durable to anti-armor weapons either, given the remainder were destroyed by Clone Wars era surplus!

Perhaps it is for the best to establish a commission to see if the AT-ST can be salvaged, or if it is for the best that it is relegated to the dustbin of history where it belongs.

[ ] The Droid Programme

The TIE programme is what gave the Galactic Empire almost unparalleled reach over the Galaxy, together with the Imperial Star Destroyer and the Quasar-Fire Carrier. The sight of a squadron of TIE fighters meant that their home base, the fearsome Imperial Star Destroyer, was not too far away - and that any resistance would mean annihilation by the sheer firepower a Star Destroyer could bring to the table.

Those times of Imperial power are over now.

The Star Destroyer is no longer has the say in battle, and the TIE fighter is no longer the superior alternative to the Z-95, the V-19 Torrent Fighter or the Vulture Droid of old. And while the newer TIE/IN and TIE/D have been developed as alternatives, both are much more expensive than the base TIE/LN model - something which the Oversector at this point cannot afford. At the same time, just throwing TIE/LNs at the problem, and thus sacrificing dozens of pilots per battle, is also not a good solution due to the rather limited amount of experienced manpower...

The end result then is to use a piece of technology that, while old, can still be adequately used to bolster numbers. A drone is much more advantageous than a piloted craft, giving higher reaction speeds, no need for G-force minimalizing equipment, better performance in battle...even if it needs to be controlled from a central computer inside of a large ship, needs specialized programming, and is at a slight risk of being hacked. The home-grown Advanced Droid Fighter programme is already looking promising indeed, and expects to have a prototype ready in a couple of months.

While the Imperial Treasury currently covers the expenses incurred by the Oversector, it comes at an cost. Most taxes that are collected are immediately re-routed back to the Treasury to ensure an even distribution of resources to all Sectors and Oversectors, allowing in theory for even the most underdeveloped region to be turned into paradise: Even if with the situation being what it is they are far more willing to give money to reputable Moffs than normal.

[ ] Establish an emergency fund
We cannot rely on the Imperial treasury forever. If regular monetary exchanges become impossible, the Oversector will rapidly lose the capability to expand the economy, industry, repair and maintain infrastructure, etcetera: In the interest of maintaining a positive balance should contact with the Treasury be lost - or should the Oversector be forced to declare independence from the ailing Galactic Empire - an emergency fund needs to be established. The smaller amount of credits that go to the Treasury can be excused with the consequences of the Civil War on the spending of the citizens and a 'lowering' of taxes to ensure stability.

Should this be discovered in the future, it is likely that the Imperial Treasury will advocate for an Intervention in the Oversector.

And right now, with the New Republic's front growing ever-closer, the trade networks from the rest of the Outer Rim have all but died and deprived the Oversector from valuable trade: Reaching out to the border systems of the nearby Sectors for any trade agreements and opportunities that can alleviate the strain the Imperial economy is under shall be the first priority.

In a contrast to the other Outer Rim sectors, Morshdine is almost unusually calm and stable - most of which comes from unofficial under-the-table deals, proper governance, and the cultivation of Imperial loyalty in the area - which makes it a good location for companies to expand to. Encouraging them will not take a lot: Being a largely untapped market due to a lack of earlier investments it will not take them long to see a return on profits.

[ ] Mobilize for war
For over a decade, the focus of the Moff laid on the civilians as part of the Cielske Programme, so named after the Councilor of the Interior who created it. It saw the construction of large cities, the modernisation of old ones, the expansion of the Sector Capital (Batonse) into a world-class city, the creation of robust and efficient infrastructure, improved agriculture and factory life, and it was even covered by the Imperial Holonet as a display of Imperial capability! But now, one year after the fateful death of his Majesty, the Oversector is still woefully underprepared for conflict. Foundries operate at peace-time capacity, factories produce overwhelmingly civilian goods, naval yards are more focused on maintaining and expanding the Merchant Marine rather than reinforcing the fleet, and no domestic military industry is operating in any large capacity.

This chaotic mess needs to be solved, and fast.

More factories and arms plants need to be established to form the basis of a supply chain for a domestic military force, dockyards need to be shifted for war production, foundries ordered to operate at 100%: Even if at the cost of the civilian population, it is no understatement that war is coming fast, and we need to be prepared - lest the Oversector be swept away in the wave.

There are many strategic resources the Oversector possesses, but there are also a severe lack of organizations and resources to exploit them - at least, resources and organisations that are not Imperial subsidies reporting to Coruscant. A Moff-owned conglomerate to mine and refine the ores for smelting will let give the Sector a first stepping stone towards expanding local production. Everything from cargo containers to stormtrooper armor to TIE fighters and Star Destroyers must start with this: Wasting time importing en-masse is just a waste.

It's a foregone thought for many in the Core Worlds, but a world that has lost the ability to feed and water its population is riddled with weakness. And while food and water storages are full, as Morshdine is meant to both a model Imperial Oversector and a Fortress in the case of attack, with the galactic trade networks beginning to buckle and strain under the Imperial Navy's fragmentation such an weakness is an unacceptable military deficiency. While the Altyr system is capable of meeting current food demands for the rest of the Morshdine Oversector, the projections of maintaining that with a lack of imports are rather grim. Improvements need to be made, lest the risk of a famine becoming high in the future...

[ ] An expansion of the Tangrene Dockyards
The Tangrene Dockyards were an inevitable extension of the defensive fleet stationed here, twelve Imperial Star Destroyers and their small number of escorts, if for no other reason that having to leave a long-term defensive post for maintenance and overhauls would be very inefficient military planning - and allow Rebel and pirate activity to grow unchecked. But the availability of dockspace available for construction is limited to small anti-piracy ships, up to small light cruisers at best: Not conductive in the slightest to a powerful naval fleet. By taking advantage of a loophole where construction of more yards is unregulated up to a certain size however, the foundations for a capable if small fleet can be laid...

Evidently, with the Civil War going on, the reliability of resource imports for the construction of war and civilian materiel cannot be trusted given the risk of interception: It may be better to with the opening of more mines on Edusa, temporarily, practise autarky to ensure that the sector has enough to build and expand.

One of the lesser-remarked upon downsides of trade disruptions is that people still need basic living utilities and desire some mediocrum of amnities and comforts. It wouldn't take much negotiation with the local labor representatives to get the workers to produce more civilian consumer goods for the Oversector, especially with their wages raised for the duration. Surplus can, of course, be sold: All in all, making a tidy profit for the Oversector and perfectly legal.

[ ] The creation of a weapon stockpile
The first Sectors to fall in the Outer Rim relied upon the Imperial Navy and Army to a far greater extent than the Oversector ever has, but that does not mean that the current situation is not deplorable. Most of the ground-based military equipment is currently wrapped up in the Imperial supply networks and old storages in orbit, and in the case of an emergency need HIGHCOM permission to be used by local forces... A HIGHCOM which is mostly dead. A of clever accounting will ensure that a stockpile is built up for the future, whatever it may bring.

[ ] Ordering escorts
Officially, the Moff controls the 12th Sector Fleet currently patrolling the Oversector. Unoffically, High Admiral Yagada reports to his superiors every move the Moff makes, and despite his relationship with the ruling administration is not above threatening a blockade if Coruscant so orders it. All the same, the 12th Sector Fleet is too small to reliably escort the masses of merchant ships which now need to brave active warzones to bring supplies and resources to Morshdine... It is time to make some ourselves. The Arquitens-class Light Cruiser can serve perfectly in the role of escort and impromptu raider.

[ ] Mass-produce merchant ships
Logistics is the art of sustaining a military force on the move, and the method that is done in the void or in-atmosphere is through the Merchant Marine. A body of civilian (or militarily)-manned vessels so ancient by even the galaxy's standards its name still holds their proud aquatic origins, the Oversector's businesses and its neighbors are always in need of more ships to ply its lanes. There's just been something of a "supply shortage" however caused by the War, but one which can be fixed: A Gozanti is an old galactic standby, but production can be spooled up for a few licensed models. In addition, it drives those nasty unemployment numbers from refugees down, so everyone gets a profit out of this!

[ ] Securing non-aggression from the Warlord

When Oversector Morshdine was established, the Emperor proverbially tore out a piece of Warlord of the Empire Zsinj's domain and granted it to you, Moff Saarle, to keep. Protection granted by the Emperor and a lack of political weaknesses - apart from your gender, but loyal service apparently outweighed that - ensured that Zsinj could do nothing but fume...but the Emperor is dead now, together with most of the High Command, and Zsinj is on the move to establish his fiefdom should the worst come to pass.

He will eye Morshdine with an eagle's eye, if not to add it to his own domain than to deprive a rival from the time to grow: Perhaps it is for the best to secure a non-aggression pact before the entire situation goes to hell...

[ ] A talk over tea with the Grand Moff

Grand Moff Kaine heads the Pentastar Alignment, an Imperial-alligned yet quasi-independent power from the orders of Coruscant. A reasonable man in this time of the most uncivil of wars, it may be prudent to establish at least some sort of raport with him for both the political and economical opportunities he and his Alignment represent: And in the case of Zsinj deciding to end the semi-independence of the Oversector, the Grand Moff may be the one most inclined (excluding you, of course - it is your damn Oversector!) to keep it alive.

Grand Moff Kaine will hopefully be swayed to support the Oversector. If the roll is high enough, additional investments in the economy may also occur.


[ ] An envoy to Coruscant to meet with the Heir
...Isard. With Sate Pestage out of the picture, and news arriving from Coruscant that the Emperor would have had her take over the throne after the deaths of most of the higher command - as has happened - she appears to be the legitimate heir to the Emperor, even if some of the facts do not match up. It would be remiss to say that she is not a mighty woman: From commanding the ISB to now having the fate of the Galactic Empire in her hands, it would be more prudent at this juncture to at least offer some tacit support for her reign.

Anything to keep the ISB away.

Isard is a wildcard. Having the envoy meet with her, talk, and then relaying it back to Tangrene is the best course of action: Being tied to her is...not a good idea.

[ ] Securing New Republic contacts

Personally, you abhor the New Republic. But "The enemy of my enemy is my friend", and if in the future problems arrise, it may be for the best to have an unofficial backdoor in the diplomatic process of the...Senate. The first step towards unofficial relations is, though, securing enough contacts to actually be able to talk with them.

[ ] Approach the IGBC
After the Clone Wars many of the megacorps that had supported the CIS were "Imperialized", with their assets absorbed by the Empire. A few of them howecer, like the IGBC, managed to emerge from the war mostly unscathed and with their independence intact. If the establishment of a sector-wide currency not the Imperial Credit is ever considered, it needs to go through them: And even if not, making allies with the IGBC, which control most of the Galaxy's currency, is a very good move.

[ ] The arms-dealers of Mandalore
A lot has happened on Mandalore in recent years. While the current government of Mandalore may be opposed to the Empire, there are more than a few Mandalorian clans on Mandalore, it's moon, and the rest of the sector that would be happy to trade weapons, personal armors and more to customers the galaxy over...for a good price, of course.

[ ] Unsavorable "friends"
Mercenaries. While there are some that hold a sort of moral code or adhere to the codes of war, most just care about two things: Credits, and a stable job. It doesn't matter where they come from or why they're getting paid, as long as they're getting enough credits most mercs will do whatever the employers tells them to do...within reason. With the Imperial Army presence in the Oversector minimal, it may be more cost-effective to hire some mercenaries in the short-term...

[ ] Severing ties
Over the years you've made quite a few contacts and so-called "friends" in the Empire. Now, they shackle you to a dead and decaying wreck: And some of the ties you have made do represent quite the conundrum should they be discovered... It is time to cut them loose, before they can do harm.

So this is my preference. Not talking to Zinj because DC is too high. The "Emergency Fund" is too risky until maybe we have friends in the IGBC which may lower the DCs. Droid over Walkers because walkers are a joke. And a focus on Self Sufficiency build-up.

Personally I want to try talking to Zinj. While the action has a low chance of success, it could eliminate, at least for a while, the greatest threat to our survival. The potential reward is more than worth the chance of failure.
