By my count, that would be the dank cell wining.... Not what I was expecting, though I'm not upset about that fact. I honestly love oblivion and have put more hours into it then I can really count.
You blink away some of the sleep from your eyes, feeling a nigling feeling that something is really off. Then your mind floats back to.... last night? It was night, but you don't remember falling asleep. Did the man knock you out? Shaking your head you look around.
And find yourself in a cell.

You sigh as you get up from the little bed that you were laying in to try and look around.

Well, it's a cell. Not much more to really say. Sure there's some chains hanging down on the right side of the cell, and a small table and a stole on the other side, but it's a cell. There's not much to say about it. You reach for your wand to try and spruce the place up....
Wait, where is you're wand. Looking yourself over you see that all of your clothing gone, replaced by some generic sack cloths.
"Pale skin, snooty expression," A voice tickles your ears. You look to the cell across from yours and see.... well you're not actually sure. It's deferenitaly humanoid, but it's grey sharp features, pointed ears, and red eyes makes you well aware that it's not human. He continues speaking, unaware of your thoughts, "your a Breton, the "masters of magika" right?" Alright, so he knows about magic, not something to do with muggles. "Hun, nothing but a bunch of stuck up snobs, with cheap parlor tricks. Go ahead, try your magika in here. make those bars disappear... no, not so powerful now Breton. you're not leaving this prison until they throw your body in the lake. that's right, you're going to die in here Breton! you're going to die!"
Pleasant, so he just a raging asshole who has nothing good to offer up. You hear some sounds down the hall, like a door being opened. You had by now already walked up to your cell door so you could look at the man, so you grab the cell bars as you try and look down the hall.
"Hey, you hear that, the guards are coming, for you! hehehahaha" Asshole says and laughs. Though you're more interested in the other voices.
"Baurus! Lock that door behind us!" A rather commanding female voice calls out.
"Yessir" A male voice says, probably the Baurus.
"My sons.... they're dead, aren't they?" This voice is much older then Baurus, and you could almost here the mans age and tiredness. As his words finish you see the first of the group come around the corner.
"We don't know that, sire. the messanger only said they were attacked." The female voice responds as the armored man steps in front of your cell, though the others are coming around the corner as well. Two of the three are armored the same as the first man, though there is another that is wearing much fancer cloths, and given his age you think he was the one talking about his sons.
"No, they're dead. I know it." Said the old man, his voice carrying the age you can see on him.
"My job right now is to get you to safety." The women steps behind the first man, before her eyes lock onto you, with the older man by her though he's locking away. Her eyes snap to door man before she speaks, "What's this prisoner doing here? This cell is suppose to be off-limits."
"Usual mix up with the watch, I uh..." The door man says, sounding unsure what so say.
"Never mind, get that gate open," the women says. "Stand back prisoner, we won't hesitate to kill you if you get in our way."
You rapidly backpettle at that, trying to move back. Door man starts to talk as you move, starting to follow his instructions.
"You! Prisoner! stand aside. over by the window. Stay out of the way and you won't get hurt."
You get to the wall, and lean back. Of course you are worried that they will hurt you, but your best hope is that they will follow your word and not hurt you. You watch as Door Man unlocks the gate, before coming into your cell and aproches you.
"No signs of pursuers sir." Baurur's voice called out.
Door Man points to your feet as he comands you to stay put, and the others walk in. The women speaking as she does.
"Good. Lets go. We're not out of this yet."
The old man stops and looks at you, giving you you're first good chance to look at him.
"You.. I've seen you.." He says, before taking a step forward. "Let me see your face..." You push yourself off the wall, letting the light hit you, not wanting to give him a reason to stick his guards on you. "You are the one from my dreams... then the stars were right, and this is the day. Gods give me strength."
"What, whats going on?" you ask, trying to get any semblance of balance in this situation you've been thrusted into... Though, if he saw you in his dreams, could he be a seer? Given his mention of stars, and your vague memories of that being divination, it's possible.
"Assassin's attacked my sons, and I am next. My Blades are leading me out of the city along a secret escape route. By chance, the entrance to that escape route leads through your cell."
Huh. Well you doubt that this was an accident. That person that dropped you here, he may have been doing it on a whim, but given him being able to show you you're future... He knew this was going to happen. But, this man, and his bodyguards, these "Blades", whoever they are it's important. You look the man in the eye and ask what you're wondering. "Who are you?"
"I am your emperor, Uriel Septim. By the grace of the gods, I serve Tamriel as her ruler."
Emperor? Tamriel?
Welp, you have no idea were the hell you are. You know of know place by that name, and there are no empreror's in power.
Wherever you've been dropped off, you are far, far, from home.
"You are a citizen of Tamriel, and you, too, shall serve her in your own way."
"What would you have me do?" you ask, seer or emperor, whoever he is, he may have some insight. Far more then you do, and besides, if left to your own devices who knows what you could do. Where you could fall.
"You will find your own path. Take care... there will be blood and death before the end."

"Please sire, we must keep moving." the women says as she press a brick in and the wall opens up to revival a pathway. "Better not close this one. there's no way to open from the other side." she says as she walks through.
The emperor gives you a small smile and a node as he starts to follow after his bodyguard.
"Looks like this is your lucky day. Just stay out of our way." Baururs says as he and Door Man follow the emperor. Well, as ominous as all of this is, it's better then what Asshole said was going to happen. Speaking of him, you look to him, give him a cheery smile and wave, before following the rest of the group. The initial part of the hallway is rough stone, but that only for a couple dozen feet before it changes to smooth bricks, better then the round rough cobblestone that the cell looked like it was made from. You follow them around a corner and down a set of stairs, as you turn at the end of them down the hall you see a room with more stairs, with a divider out between them.
But as you walk into the room you see a trio of figures surge forward from a ledge to the left, falling down into room. Purple light ripples out from there hands forming ethereal maces...
That. That's wandless magic, all three of them did something that only the highest tier of wizards can do.
"Heads up men, protect the emperor."
She didn't get to say more then that before one of the men rush forward, and slips under her guard, swinging his ethereal mace at her head. As it impacts you barely hear a crack, as her body falls like a puppet with his strings cut.
"Captains down!" Door Man calls out, as he and the other pulls out there blades and rush forward.
You watch as the group fights, blood flying everywhere as the group cuts into each other. Your body putrefied in fear, unable to move. They, they just casually murdered the caption of and emperor's bodyguards.
Oh god, your going to die, your going to die because that bastard dropped you off in an un-survivable situation and--
"It was a lucky hit." You hear as a hand drops on your shoulder. You look to the man beside you, the emperor, who gives you a reassuring nod. You try and steel yourself, to get rid of the fear, but it's not easy.
"Are you all right, sire? We're clear for now." Baururs says. You blink and look across the room, seeing the armored figures gone, now and the ground as men in red robes. Door Man was at the Captains side, looking her over.
"Caption Renault?"
The man looks back to his comrade, who just shakes his head before standing up.
"She's dead. Sorry, sire, but we have to keep moving."
The bodyguard turns and starts to walk ahead. The emperor looks to the caption's body, before looking back to you. "There's trouble ahead."
"How could they be waiting for us here?" Door Man asks his comrad, anger and irritation flowing through his voice.
"Don't know. But it's too late to go back now" The other guard said. "Don't worry sire, we will get you out of here."
"They won't be the first to underestimate the blades." Door Man proclaims, "I'll take point. Let's move." He says as he exits through the door at the end of the room. The emperor follow the man, and as you follow Baururs, he stops as he's at the door, before looking at you.
"You stay here, prisoner. Don't try and follow us."
Then he closes the door in your face.

That's quite the over exaggeration. Its complicated, but not something restricted to the best of the best. The main reason not everyone can do it is simply because they never bother learning because it's so much easier with a wand, after all there are many cultures that don't use wands at all.

He stated the only thing he was good at was Memory charms, which means that he was more than likely completely unable to achieve wandless spellcasting, and 17 year old Lockhart probably sees it as something only the best of the best can do.

By that logic, every non memory spell is something only the best of the best can do. Even if he personally sucks, he should know the general difficulty of various things based on how his fellow classmates (who weren't all the best of the best), as knowledge of what is actually impressive when he lies about being able to do it, and as knowledge of the foreign lands hee was planning on going to.
Plus, according to the wiki, despite being a ponce, he actually was a good wizard, and could have been great if he had actually applied himself and didn't let his skills decay in the years since Hogwarts
