Quality improves the experience level of relevant units. It represents reliable and high quality equipment allowing troops to perform above their nominal skill level. For example, your interceptors will be Experienced rather than Trained due to this boost.
I like it. Will you be fleshing out the Commander as a character, or leave them more 'in the shadows.'
I won't confirm the identities of the pair in the snippet. That said, the Commander will remain in the shadows due to his PC nature. He's never really characterized in Long War, so he'll remain mysterious here. His subordinates are more likely to show up, e.g. in certain research items.

So, essentially, implementing the Monroe Doctrine and probably the Roosevelt Corollary again. Essentially, stick to North and South America, and ignore the rest of the world. Works for me.
 
I think we should try our new industrial techs and build a boot camp. Make our factories even better so we can become the best manufacturer and exporter in the new world. Boot camps so that our new troops are better able to deal with the inevitable response from the rest of the world.
 
I'm thinking that we'll want to research advanced hardware or advanced software this turn. I'm not sure what our second tech should be, but it should probably be an implementation of tech rather than basic research.

It doesn't seem that our civilian factories are currently reducing the action costs for any of our projects, so simplified recycling will only be useful if we research a new project (housing) or if we get our non-aerospace military factories up to an excellent level. I'm blind. Infrastructure costs are reduced by 25%.

I'm not sure what our current max quality bonus is. It definitely won't kick in until we reach excellent for an associated factory. So the precision machinery would probably be good for aerospace or armour factories, but it can be delayed if we want to work on infantry or munitions.

The Industrial factory has reduced the cost of industrial actions to 75%. The aerospace factory is acting as if it had both simplified recycling and precision machinery due to your national traits.
