they are stony asteroids captured by Genesys 2 when it formed.
perhaps you could use one to anchor a port to, but others - floating rocks in space.

Do we know for sure that the red and green gems are Necron?

The gems are not Necron in origin. You know that they come from a humanoid civilization.
Their creators were called Cain and Able from the Green and Red planets respectively.
Old anime fans may be killing themselves at this point...
