I don't think Skoda would have any real problem building a 21cm gun, though. And there's always Krupp if they can't, though I'd be reluctant to give too much business to a foreign firm.

Speaking of which, if Nicolau actually is able to get the French director working, passing it on to Skoda for production or even setting up a new company to manufacture them might be one way to spur a domestic industry for mechanical computers. If Nicolau is really a genius then twenty-thirty years down the line there might be an Austro-Hungarian IBM. If Austria-Hungary survives that long.

There might perhaps also be an opportunity to purchase the Argo Clock mechanical analogue computer and use the French data and input from Nicolau and Arthur Pollen (if the British are willing to allow him to sell) to improve it. The French gadget is clearly spurring Maximilian's interest in that direction and the spat over the Dreyer Table should be public knowledge, and the Brits were willing to let Pollen sell the Argo Clock to the USN.

On the torpedo side of things, historically one of the only cases of a battleship torpedoing another was by the HMS Nelson during the sinking of the Bismarck. Most torpedo tactics of the era seem to lean towards surprise attack via submarine or launching from a high-speed surface vessel like a destroyer or torpedo boat. So how effective they'll be on the Alpens so the twin quad-launchers on the aft deck give us torpedoes that if need be could be dismounted and reused elsewhere.

For example the advantage of turret mounted guns over batteries is that the ship doesn't have to maneuver to get its weapons to bare, the problem with a standard broadside launcher set up is that an good ship driver will know to avoid the firing arcs and try to get to where they cannot get to, so the solution it seems is to distribute them for total coverage, like having the wing launchers far enough forward to have overlapping coverage past the bow and then another one on the stern.
 
I just want to pop in here and say, this Quest is scratching an itch that I've been looking to fill for a very long time.

Right, I'm not clear on the write-in for the cruiser being accepted, and the Lyon-alike has the most (turret) room to grow if up-armed to 21cm guns. And seeing quad turrets being used on other Austro-Hungarian designs is something to encourage.

As far as Marie goes, I've said before it's too late to pull the "I think of you as a sister" card. That went out the door when Maximilian passed on a letter saying he was interested. To fall back on it now comes off as frankly kind of whining and pathetic as well as dishonest. He shouldn't try to have his cake and eat it too. We should leave the choice up to Marie, well except in so far as we don't believe she should be a viable candidate to win the Max-bowl now. Or I suppose if you do, at least please put in a vote that puts a foot down on any drama in the office.

Also that said something will need to be done regarding Brigit. She's kind of the most boring romantic choice, though it must be said she is fundamentally a sweet young woman who doesn't deserve to be toyed around with. TBH she'd probably make the most conventional wife and foster a sweet and supportive home life that would be quite gemütlich, as it were, that Viennese ideal of coziness and comfort. Also it would be good not to infuriate her father and grandfather in breaking it off, as while duelling is unusual in these days it isn't unheard of, and there are other ways for a naval officer to make his displeasure keenly felt (alongside his fists).

The machinery, magazines, and torpedo stowage areas are subdivided in a similar fashion to contemporary US ships, not necessarily due to an intention to increase internal subdivision so much as slavishly recycling turboelectric machinery plans - essentially meaning the entire internal arrangement of the citadel - obtained by an Austro-Hungarian agent in Quincy. There was some shrinking of chambers to make them fit better after someone corrected for an amusingly bad shaft length error.

This does not, of course, tell us very much about the ship's very long forward section in front of the citadel.

The ship does have a very massive fluid-filled torpedo defense system (as in contains fluid to the tune of 1/8 of the ship's total displacement); it contains a cylindrical lower bulge, and a torpedo belt subdivided in chambers. I think that points in the direction of paying a lot of attention to controlling flooding and underwater damage, although not all of the suggestions for increasing internal subdivision as a feature of the torpedo defense passed a majority threshold of support.

The machinery, magazines, and torpedo stowage areas are subdivided in a similar fashion to contemporary US ships, not necessarily due to an intention to increase internal subdivision so much as slavishly recycling turboelectric machinery plans - essentially meaning the entire internal arrangement of the citadel - obtained by an Austro-Hungarian agent in Quincy. There was some shrinking of chambers to make them fit better after someone corrected for an amusingly bad shaft length error.

This does not, of course, tell us very much about the ship's very long forward section in front of the citadel.

The ship does have a very massive fluid-filled torpedo defense system (as in contains fluid to the tune of 1/8 of the ship's total displacement); it contains a cylindrical lower bulge, and a torpedo belt subdivided in chambers. I think that points in the direction of paying a lot of attention to controlling flooding and underwater damage, although not all of the suggestions for increasing internal subdivision as a feature of the torpedo defense passed a majority threshold of support.

We could schedule a future vote on the topic.

This dodges the important question, though- is the citadel flotation-independent? If the answer is yes, we're in buisness. If not... Well, we're gonna need to get to loophole hunting at the speed of reeeeee to get that fixed, or else our long bow could become a major liability.

And as for something completely unrelated, should we begin to look into the altered political situation of the Balkans in order to secure ourselves from any embarrassing escapades on that front(*cough cough Serbian Campaign of World War I - Wikipedia *cough cough)? I imagine that Bulgaria would be our best friend as in OTL, having claims on literally all of her neighbors in the form of Dobruzhda, Vardar Macedonia, and Kavala, with no conflicting claims of our own. Greece is outside of our sphere of influence, and will follow France wherever she goes. Romania has the potential to be a strong ally against the Russians if the can properly modernize their army, and they have a claim to boot on Bessarabia, but there is always Transylvania as a problem. Serbia may never stop screaming for the Serbs in Croatia and Bosnia, so I don't see any buddy buddy events happening there.

Though the Bretagne option does assume the 21cm guns are used. If using the 15cm guns it might be better to go with the Lyon option. That seaplane is tempting though, especially if the cruisers are going to be used outside the Adriatic where our land based aviation may not reach.
 
Alright, for those of us week in double-eyepatch history, can we get the abridged version of this plan?

Franz Ferdinand felt that the Empire needed decentralization in order to stabilize and make things between the various minority groups calmer. His idea was to turn the Dual Monarchy into a Triple Monarchy by adding a third crown to the overall government and decision making bodies, preferably one of the larger Balkan groups. This plan also included a lot of regional autonomy for the various ethnicities as well. Basically he was shooting for a proto/mini EU type of solution to the polyglot nature of Austria-Hungary.
 
There's no real clear consensus on what Franz Ferdinand ultimately intended. Trialism, the creation of a third pseudo-independent Crown covering either the South Slavs or the Czechs had been floated for a while, but wouldn't ultimately solve the acute problems of ethnic competition in Bohemia or Magyar oppression of Slovak and Romanian minorities. After all, the Croats already had substantial autonomy in Hungary (though unifying their lands, split between Austrian Slavonia and Hungarian Croatia-Slavonia would be helpful) and the Czechs were the wealthiest, most educated, and most politically free popularion of Slavs already. Neither would it have made Serbia's designs on Bosnia go away or make the Italians more reliable allies or dissuade the Russians from their increasingly blatant embrace of a goal of partitioning the Empire.

So far as I can tell, Trialism was loosing ground in favor of a major reorganization of the Empire. Something based on Aurel Popovici's proposal for a federal union of ethnic communities, or a unified and more centralized state like the Austrian Empire of 1860-1866 were the contenders. In any case Franz Ferdinand was preparing to refuse the coronation in Budapest to avoid taking the required oaths supporting Hungarian unity, and intended an octroi establishing universal male suffrage in Hungary. If the Hungarians resisted he had Conrad's Plan U on hand calling for a rapid suppression of Hungary by the Austrian and Common armies.

I am doubtful the Hungarians would have fought a civil war given their poor odds of victory and likely revolt of the non-Magyar peoples. It's a lot more likely before or without WWI here than in an empire that somehow survived the Great War though.
