No. The techs are determined by random rolls. You will get it again eventually but it could be a while. Or it could be next turn. Speaking of which I should go make those rolls for the update.
And now the time has come to see what actions have borne fruit for the Undying and their guiding Voice and which have not. While the Voice cannot permanently possess any exoskeleton without burning the circuits out, you have made yourself rather comfortable in an office that you expect looks different to every one of the billions of minds who join to make you. That being said the desk is spacious and now covered in paperwork.

Hmm.. The two stellar systems in your borders seemed good candidates. But first the surveys of Yomi's immediate surroundings. (All results will be made available on the front page as well for easy planning.)
Lets see here... Seven stellar bodies, slightly above average but good to see. An asteroid ripe for mineral exploitation. A desert world with a habitable atmosphere. A molten world orbiting near the star itself, far too hot to consider now but maybe in the future. Next was Yomi herself, the survey telling you nothing you didn't know. A gas giant the Undying had been calling a goddess of love for many years thanks to its obvious presence in the night sky, rich in helium-3 for reactors but an orbital extraction scheme would be needed until you could find some way to build floating platforms. A small barren planetoid was last on the list, in truth it had been expected to be uninhabitable so there was no great loss there. Finally... wait a moment. Astronomers among the Undying swore up down and sideways that there were five planets in the system. So why did the report on your desk mention a sixth? Oh because there is a gigantic world almost perfectly suited to all known forms of biochemistry sitting just on the edge of the star's gravity well. Wait what?
You know the image of a getsalt of around 8 billion minds doing a spit take is probably pretty funny. It's partially why you are so grateful that you are a collective unconsciousness at this very moment. The survey team has revealed to you a previously unknown world sitting just at the edge of your home system. Amusingly, your reaction is mirrored by the lead researcher of the vessel in question who begins smashing his exoskeleton encased head into a wall for hours after scans discover the planet. Interestingly the upper atmosphere of said planet seems to be blanketed in a previously unknown type of field that is eagerly eating up any EM waves directed at it.
Huh.
That could prove useful in the future, and if nothing else it should be fun to watch your scientists rip their exoskeletons apart in vast, yet ultimately impotent, rage at how something like this occurs naturally. Should be fun.
First up someone name this thing in an omake. I have no clue what I wanna call it and my brain is too shot at how much the dice gods love you people to think up something clever.

However, we are Space Ghosts and sjnce our home world is reference to Japanese myth's afterlife, I suggest we name the Gaia world after a mythological paradise afterlife while our Blackholes and Tomb Worlds are Hell Equivalents or Gods/Demons that judge/carry the souls of the dead.
