Enter the Dragon (TRO Dongbei Quest)

My first choice was already taken, so I'm going to write out my second choice for the purposes of debate.

We're not going to stay just Dongbei forever. We will eventually have to deal with non-Han people, maybe even non-Chinese people. Heck, even now, even already, we're starting to see chauvinism form, and we're already putting Mandarin supremacy into our schools. This will cause problems long term.
We cannot let ourselves become another Yugoslavia, not 3 timelines in a row.
Heck, in TLM, we're dealing with the problem of cultural hegemony leading to internal conflict in the UAR, Africa, Bharat, Yugoslavia, and I'm sure there's more I'm forgetting.
We finally have the opportunity to learn from our mistakes.
The sooner we ingrain "we're not an empire, one culture is not dominant, we are equals, act like it" into our government, top to bottom, the less corruption we'll have to deal with, the easier it will be for all of our people to see that this is their nation and worth defending, and advancing.

Education will still improve under the Bukharinist plan. It's a good plan. The radicals are better, but the Bukharinists are still doing the right thing.
For the local law, honestly, using the Bukharinist model is just sensible.
Finally, as ever, the militarists cannot be given power.

We must not give the Militarists in the party a single inch. They're cronies of the military. Every reform they propose is to further their own power at the expense of the party, and because we represent the workers and peasants of China, that means it's at the expense of the workers and peasants of China. While the youth organizations are on the surface perfectly fine, control over them will be handed over to the Militarist clique, which means that it will be controlled by the military.

Comrade Xi Jingping's Fourteen Commitments apply to this very situation:

The People's Liberation Army must be brought to heel to answer to the Chinese Communist Party. Not the other way around.

Giving the Militarists more influence in the party will not in any way make us better equipped to defend ourselves against the Republic of China. This isn't a vote to increase military spending or modernize our weapons, but control over youth groups and education reforms. Allowing the Militarists to set up a pipeline straight from the young pioneers into their ranks is cutting off the party at the knees and ceding vital organizations to the Militarists.

working with them to ensure the future generations are ready and prepared for war however shall, which is what the after-school programs are about. neither of the other plans include this. also a concern with what is best for the party is foolish, when what we must continue to focus on is what is best for the people of China, not just the party located within the Dongbei Chinese Soviet Republic

Tbh I think entrenching recall & ranked voting this early could be great for weeding out harmful cadres & create a basis for more worker power, but you got a point that entrenching against institutional bigotry might be more critical in this period. Hmm...

Edit: The recall is limited to local councils, but that could still be an important step forward

This feels like it'll work well with the previous plan enshrining cooperatives as the sole proprietors of private industry. So far we seem on course to revitalize the economy and starting a process of gradual reform without doing anything too egregious to the militarists sensibilities that could be used as a rallying call.
