As long as the war ends in a German victory (which, given that the war was going in their favour even before our capitulation, is the most likely scenario), there will always be a threat that Germany might support any imperialist ambitions on the part of the Ottomans, and we would then be forced to give in. Because even if the country itself suffers a defeat, this does not necessarily mean that its capitalists will become poorer.

But on the subject of war... What is happening with Japan now, has it entered the war?

Japan joined the war back in 1914. Relations with the British have been significantly chillier than IOTL, but are mostly patched up now. China never joined the war. Japan took Qingdao and delivered the 21-demands in 1914-1915, though achieved slightly less from the latter than IOTL. Without American entry into the war, Japan provided even more convoy escort assistance to Britain in the mediterranean and elsewhere, giving them more leverage over the Entente. Britain publicly declared that it supported the Japanese annexation of Qingdao in 1918, provoking a lot of anti-British sentiment in China.

Our current peace deal has us demanding the Ukranian heartland, reducing reparations payments, and requesting German industrial aid & capital goods. In exchange we are giving them oil rights in Baku and rights to the Donbas coal fields, with Donbas coal being barely over 50% threshold of 20 votes and Crimea being barely under it.

Four people have only voted for agendas in their latest votes though, so if those ones are subtracted from the total then they both are over the 50% threshold of 18.

[X] Demand the Ukrainian Heartland: If we are going to have any hope of consolidating the new soviet state, we must press for the return of the agriculturally-rich lands of Western Ukraine and German recognition of the Ukrainian Soviet Republic. We know that Germany is fed up with Petliura's government, but also quite reluctant to administer the territories themselves. Their attempt at a coup to place Hetman Pavlo Skorapidskyi in charge has already failed. If we press hard for them to return all the lands east of Rivne, they may buckle.
[X] Secure German non-interference in the caucuses: Ever since the British captured Constantinople, Germany has been cut off from their Turkish ally in the east. Yet with the Entente's prospects looking grim, it might be a prudent idea to get a German guarantee of non-interference in our efforts to reconquer the formerly Russian lands of Armenia, Georgia, and Azerbaijan. The former two already look like they may drift naturally into our sphere of influence, while Azerbaijan is in the midst of a war with Armenia and Britain, which has successfully seized Baku.
[X] Reduce Reparations Payments: Germany is sure to demand harsh reparations, and our focus should be on making these as mild as possible. Right now, our peasants are barely producing enough to feed our own country, and overly punitive reparations might very well lead to famine and peasant insurrection.
[X] Rights to the Donbas Coal Fields: The Donbas coal fields are the largest and most productive in Russia. Their reconquest has given us a key source of this vital industrial raw material and allowed our munitions factories to start humming along once more. Giving Germany the resource rights to this coal will slow down our industry somewhat, but it will also give us a vital supply of German marks, which are still competitive on the world market.
[X] Seek Friendly Relations: As a middle path, we might simply send Bryan a note expressing a wish for friendly relations. While this will not put us on the path toward trade or recognition, it may improve American attitudes and open up more informal channels of communication.
[X] Remain uncommitted for now: Some of the commissars point out that the situation in China is not as stable as it might appear. Tensions with Japan are being steadily ratcheted up, and it would be unwise to commit ourselves to close relations with any Chinese faction until our own state is more stable.
[X] Send them to aid Central Siberia: With much of Central Siberia devastated by the conflict with the whites, we might be able to put the left-communists to some use in administering the region. This would give them their first taste of real power, but perhaps the stint in the Siberian cold would temper some of their more utopian ideals and force them to give up their propagandizing for the hard work of governance. If we ever have future use for their skills in propaganda and agitation, they could always be recalled. Surprisingly, Lenin and Martov join together to endorse this plan.

If I'm tallying right, we're demanding Ukraine, reduced reparations, and industrial goods while offering Baku oil, Donbass coal, and Crimea. Only a handful of plans offered three concessions but there's a slim majority for each of those three. Also we definitely need to be more consistent with formatting because that is extremely annoying to add up.

Edit: Also, at least two people seem to have been doing approval voting and voted for both versions of Bread and Peace, meaning they were counted twice. Not sure how that effects results, if at all.

Agree with @Nervos Belli , from now on, let's just make plans and vote for them. Also, disappointed that so many people voted to be uncommitted towards China.

Individual voting would be fine as well, it's only when both get mixed that things can be confusing. As to China, I voted uncommitted for several reasons, the main one being that while we may prefer Sun Yat-Sen, we have no way to meaningfully interact with or support the KMT while they are holed up in Yunnan. Not to mention we are still fighting the Whites in Siberia and can barely project power in the east at all. Wait and see seemed the most realistic approach.

This was an absolute pain to tally due to how many different vote formats there were, namely that the individual votes had [Priorities] and such in them while the plan votes did not. At the very least the plan votes were consistent in that which made tallying individually not too horrible. I also did notice some people only had votes recorded for the agenda item due to them overriding their previous votes with a new post. For future reference, you can edit in new options to your vote post to add them in without losing the rest.
