I think this is a decent enough response to the problems. I might edit the Other category if I can think of more people to reward for aiding us, but it seems good so far.

While this may have been a metaphor, the daemon did explicitly imply, that the Captain was helping him... and we have several witnesses that will confirm those words.

I cannot stress enough. Goetrin's friend tortured a woman for saying 'no' to his sexual advances, and was going to burn her alive. Imagine what Goetrin himself gets up to. I'd argue for a beheading if that was the vote, no sense torturing someone to death, but the sentence is the sentence. Shouldn't have been such a monster.
You're mixing the names up

And we don't have the option of killing him
Though we can ruin his name or have him replaced
The first one definitely hurts him more, the second one prioritizes changing the town over spiting Teugen as much as possible

So, there are degrees of culpability here. Goetrin and Edel weren't knowing aiding and abetting a Chaos Cult, but they still interfered with a major investigation and it nearly led to a Cult opening up a portal in the Empire's heartlands, and entirely out of self-interest or grudges. They didn't commit crimes worthy of death, because they had every reason to believe the ones involved weren't up to anything wrong, but they did allow personal interests interfere with a legitimate investigation, and that can't be forgiven, this is not okay. Ruin their careers, make sure there's an eye on them, but they get a chance to grow the fuck up or at least fuck up in a way that warrants burning them.

Teugen... Well, he failed to cooperate, but that's the limit of his culpability here, he didn't actively interfere with the investigation, he just stonewalled at every turn and used Procedure against us. That's not great, but it's a chance to increase our dude's power base in the face of someone he's got by the balls, and we just saw here how bad it can be if you don't have actual power behind your badge and fancy hat.

Is it bad that I want them to receive the harshest penalties they can receive? Yes. Do I think they deserve it? Absolutely. Unlike the real world these shining stars of morality risked everyone's souls

I wonder if we can do something for the sacrificed lady's family. We were too slow to save her, but can we at least cover her funeral? Would giving her family money be too gauche by the standards of the Empire?
 
I feel like covering funeral costs would be fair.

This one is probably the most important
Bogenhafen's situation got this bad in the first place because mundane corruption was allowed to fester and seed the bed for Chaos corruption to take root
The house needs cleaning, and hopefully the Graf's rule will be an improvement
No guarantee, but better than leaving it to the Merchant Houses, who'll simply wipe their brows at the close call and carry on like usual

Edel is undeniably incompetent, but he's guilty of nothing except incompetence
He also hasn't actually done much to hinder Markus personally so there's less to be personally spiteful about
This was admittedly because he thought Markus was on his side, and as a result he's been reassuring everyone that this whole investigation was a politically motivated sham that'll blow over soon
But all the same, he did get us the meeting with Teugen (unhelpful, but that's more because of Teugen) and Magirius (very helpful for both learning exactly what was going on and also securing evidence, even if that evidence ended up being mostly useful in the cleanup because Markus got himself arrested)

He's better off replaced because he's in the pocket of the Merchants, so he should go as part of cleaning house
He's guilty of mundane corruption and for that he should be rightfully sacked
