GM Note: So, some readers out there may remember this. I thought about returning to that quest for some time now, and now that I have a bit more time on my hands, I've decided to do so in a fashion. You don't need to read that quest at all to understand this one, as that one was only most of the way through character creation. As it is, you play Violet, a very shy introvert in Celadon City, who has gained a friend in a Dratini.
Violet tucked Dratini into her backpack, carefully folding a set of her clothes inwards, to provide a degree of cushion for the Pokemon. "Is that comfy?" She asked.
In response, the Pokemon softly squealed, climbing into it before coiling clockwise and shifting into a more comfortable position. With a chirp of approval, Violet put on the backpack, surprised at just how light it was. Only to yelp in response, as Dratini dragged itself above her shoulder, tucking its head into the crook of her neck.
"Everyone's gonna stare at me," Violet pouted, pleading with Dratini to not attract attention to them.
Through a few consecutive squeals, Dratini seemed to mime human speech. Seemingly telling Violet that he could do the talking for both of them.
"People don't speak Dratini," Violet softly explained, absentmindedly petting the Pokemon. It would have made it a lot easier if they had, then she could just let Dratini handle everything for her. But it seems that being a Pokemon trainer would be more uncomfortable than she ever wanted.
Dratini plaintively whined, expressing his displeasure because Violet could understand him, so why couldn't other people?
"Erika might," Violet clarified, realizing that there were likely other trainers that had a bond with Pokemon like hers. And out of them all, the Celadon City gym leader was likely to have such a bond. The average person, however, was less perceptive, Violet thought. More used to the on-the-surface discussions people had with each other. Pokemon were more complicated, more honest, and harder to truly understand at first. But there was a depth to their voices that people just missed.
Dratini chirped happily at the thought, already interested in a gym battle before their Pokemon adventure even began. He'd met other people in the past, even if the bond Dratini had with Violet was special. And seeing what a gym leader was like made him curious.
Violet narrowed her eyes, "You just want to be in a stadium."
The Pokemon chirped smugly, affirming her observation before giving a more inquisitive chirp. A desire to show off was certainly there, but there was more to his thought process than that. He wanted to see what a Pokemon journey would be like, and visiting a gym was a step towards that.

[] Celadon Department Store - The largest mall in Kanto, this six-story building caters primarily to Pokemon trainers. Exploring the mall lets Violet understand what she would need as a Pokemon trainer, and what Dratini would want when traveling.
[] Celadon Condominiums - A large set of four-floored apartment blocks intertwined with company buildings, it is a location with a lot to see, yet one few tourists ever see. Touring this part of Celadon City will force Violet outside her comfort zone but will give her additional insight into Pokemon battles thanks to a trainer butting in to talk with her.
[] Celadon Game Corner - A casino complex in the southeast of the city meant mainly for adults, the game corner is currently undergoing a significant investigation for ties to Team Rocket. Joining the large crowd of observers will be stressful for Violet, but will give her a first-hand look at higher-level Pokemon and parts of the underworld.
[] Celadon Hotel - A luxurious hotel building known for being snobbish in regards to its clientele, it mainly services wealthy individuals and has a reputation as being excessively expensive. Getting a look at the hotel is something Violet doesn't want to do, even if Dratini does, but doing so will help the two bond, alongside teaching Violet to utilize her silent, perceptive nature.
[] Celadon Gym - The Kanto Grass Gym, led by Erika, the gym looks like a large greenhouse, with multiple trainers serving both as tenders of the Pokemon within, and as additional battles for challengers to face. Thankfully for Violet, one can choose to observe battles rather than compete, but knowing Dratini, Violet will likely be dragged into one anyway. Heading to the gym will help Violet understand the flow of Pokemon battles alongside understanding Pokemon and people better.
[] Scent-Station - A perfume shop supplied by the Celadon Gym, it is a somewhat controversial location due to the financial incentives it makes Erika subject to. Violet is curious about what the store has to offer and will run into powerful trainers who may take a shine to her.
[] Celadon City Park - A park located midway between the Department Store and the Gym, this park contains a surprising number of grass Pokemon and berries. Visiting the park with Dratini is slightly stressful for Violet, but will let her interact with several peaceful Pokemon early on.
[] Celadon Gardens - A subset of City Park, these gardens showcase an array of plants from around the world, as well as a few more exotic grass Pokemon. This is a training arena, however, and so should Violet visit, she will find herself in a trainer battle where she will gain substantial insight into Pokemon battles.
[] Celadon Contest Hall - A small hall dedicated to Pokemon Contests, the contest league has yet to take off in Kanto as it has in other regions. Nonetheless, the hall is usually hosting some event or the other and both Violet and Dratini would like to see what is available, even if they are too young to compete. Attending a contest will help the two bond, as well as help Violet understand the art of performance.
[] Eon Cafe - A calm cafe with many Pokemon-themed dishes (mostly Eevee and its evolutions), it is a popular hangout spot for artists and college students. Heading to this cafe will see Violet be dragged into a conversation about Dratini against her will with a Pokemon expert, but in exchange, she'll gain additional insight into Pokemon biology and behavior.
In this quest, dice rolls will be used to determine the result of actions taken both in and out of battle. Out of battle, these rolls will be more narrative than anything else, with traits and circumstances affecting DCs and possible outcomes. In battle, most of the dice rolls will be similarly done, with various stats affecting the possible tables used to determine the outcomes.
Each Pokemon has 8 main stats, as well as their move pool. These stats are as follows:
Health - Determines how many hits a Pokemon can take before fainting.
Stamina - Determines how long a Pokemon can battle before it starts to slow down.
Attack - Determines how well a Pokemon can physically hit, used by moves like Wrap and Tackle.
Defense - Determines how well Pokemon can take physical attacks.
Special Attack - Determines how strong a Pokemon's elemental attacks are, used by moves like Twister and Ember.
Special Defense - Determines how well a Pokemon can resist elemental attacks.
Speed - Determines how quickly a Pokemon acts, this stat is used to determine which Pokemon goes first, as well as other factors
Evasion - Determines how well an attack is evaded, while this is usually correlated with Speed, it isn't always the case.
So, what does this mean? Well, let's take a battle between a Charmander and Squirtle, whose stats are as follows (note that most moves will start at C rank for Pokemon):

Due to being a full rank faster, Charmander gets to act first consistently. In round 1, it uses Scratch somewhat evasively, doing everything it can to avoid Squirtle's water attacks. This leads to Charmander rolling to hit with Scratch, while Squirtle uses its Evasion Stat to set the dodge DC. In this case, due to the full rank difference of C vs D-, there isn't any chance of it missing, so we go directly into damage. Where the D+ Attack of Charmander is against Squirtle's C-- Defense. This leads to Squirtle reducing the damage by around a quarter, which in this case would amount to losing around 15-20% of its HP.
Squirtle then uses Water Gun, and due to circumstantial bonuses (ie, Charmander having closed in), it'll be harder than normal to hit. So, here we get our first roll, as Squirtle rolls a d100 to hit. Normally it would need above a 20 to hit Charmander, but the circumstances add another 20 to its DC, meaning it needs above a 40. For the sake of simplifying the example, let's have Squirtle roll a 50, meaning it hits. Comparing the special attack vs special defense, there's around a half rank of difference in Charmander's favor, which means it takes 40% damage in this case. But, due to water being supereffective against fire, the damage is increased dramatically, in this case doubling due to Squirtle being a water type using a water type move, and due to innate supereffectiveness, leading to a full 80% damage.
Continuing this out would end in a Squirtle victory most of the time, but stunts and good plans can make it less likely. If Charmander's trainer had come up with an interesting plan using Growl and Ember near simultaneously for instance, perhaps it could have had a more effective initial exchange. Perhaps they could have tried to kite the Squirtle or something else.
Another thing to note, is that this combat system is far more abstract and you'll be able to interact with it more as Violet grows as a trainer, as do her Pokemon. As an example, Violet's Perceptive Trait lets her see which actions Pokemon are using in battle, so she would know what the enemy Pokemon is about to use. This can make planning out battles far easier, but beware, for other trainers can have their own traits and abilities.

Counter Feint (-10% chance to dodge, +20% chance to hit when the opponent feints)
Full Defensive (+15% chance to dodge, -50% chance to hit, takes a turn to switch out of)
Opportunistic Strikes (+15% chance to dodge, +15% chance to hit, cannot attack if the opponent attacks, takes a turn to switch out of)
Steady Offense (+15% chance to hit, +10% damage, increases chance of taking a critical hit to DC75, takes a turn to switch out of)
Aggressive (-5% chance to dodge, +5% chance to hit)
Evasive (+5% chance to dodge, -5% chance to hit)
Standard (No Change)
Stand-off (Cannot use Physical Moves, -10% chance to be hit by Physical Moves)
Turtle (-30% chance to dodge, -25% damage taken)
Reckless (-25% chance to dodge, +20% damage dealt)
Style over Substance (-10% chance to dodge, -10% chance to hit, requires a relevant skill from Pokemon or Trainer)
Crits occur when an attack hits and its raw roll is 95+. Some moves may have lower crit ranges. Critical hits double damage done.
Pokemon can have 4 D rank moves and 4 C rank moves. The number of moves for F, E, B, A, S, SS, etc ranks are unknown.
Once a move reaches A rank, special benefits or attributes may be added to it.
Once a stat reaches S rank, special benefits or attributes may be added to it. For Pokemon that have a stat that starts at S rank, this occurs at SS rank instead.
You can make use of terrain to make Pokemon harder to hit.
Pokemon can fight normally for a set amount of rounds based on their stamina
F-- can fight for one round, F- 2 rounds, F 3 rounds, etc
If a Pokemon rests, its exhaustion counter decrements by one. If they rest, they cannot attack or dodge incoming attacks.
Once a Pokemon is exhausted, it can sometimes have a low DC roll that if failed causes them to give up
If the Pokemon keeps fighting, all probabilities are halved against them (DC50 to be hit becomes DC25 to be hit, DC1 to hit becomes DC50 to hit)
By default, a C rank in a move that puts down hazards (Stealth Rock), heals (Life Dew), or Buffs (Calm Mind) has a DC25 to be put into practice.
Each additional hazard raises the DC by 10, this can be reduced or eliminated when moves reach a certain threshold (typically around B rank)
If a healing move crits, it heals x1.5 what it normally would do.
Protect can be used in three main ways
1) Using it on yourself protects against almost all damaging moves including AOE ones.
2) Using it to shield yourself and others prevents targetted moves from that Pokemon, but it can be outmaneuvered and is vulnerable to AOE moves
3) Using it to create a barrier for another Pokemon which protects them but leaves everyone else vulnerable including the Pokemon casting Protect.

Advanced Combat Rules
Pokemon can feint with their moves, if this succeeds they gain between a +5 to +25 bonus to hit
Success chance depends on a variety of factors but is a combination of narrative and rolls
Feints are tiring to perform, using them is around equal to 1.5 rounds of fighting compared to the norm
Stunts are essentially unorthodox maneuvers with Pokemon that are best thought of as what can be done in the Pokemon anime
These stunts are difficult to pull off even for experienced trainers, but if done can be devastating
Generally, stunts require one to be an Experienced Trainer before they can be used, although certain traits can allow them to be used early
There are two types of stunts, improvised and planned
Planned stunts must be prepared beforehand, and require one to be a truly accomplished trainer due to their consistency being hard to accomplish
Improved stunts can be done on the fly, but are hard to implement unless conditions are near perfect for them

Pre-quest Background:
Violet Mills is the sole child of Holly Mills and Damon Mills, she was born and raised in Celadon City. Due in part to a busy work schedule as doctors, neither Holly nor Damon spent much time with Violet during her formative years, leaving her in the hands of a rotating stream of babysitters until their work schedules improved. Trying to get Violet to open up, they arranged a series of playdates, achieving success only with Tetsuya, an energetic kid who loudly wanted to become a Pokemon master. While Violet and her parent's relationship isn't bad by any means, it wouldn't be incorrect to call it a weak relationship.

A status move that lowers a Pokemon's defense, Dragonite has somewhat polished and it still works effectively, even if he is out of practice.
Wrap (B--)
Using his coils, Dragonite can entrap foes in them before squeezing hard. Combined with his strength, it can be a battle-winning move in many conditions.
Thunder Wave (B--)
Releasing a wave of thunder, Dragonite can paralyze his foes. Dragonite is quite adept at its use.
Water Gun (D++/C++)
Rather accurate and skilled with the move, Dragonite can modulate his power and hit targets hard and fast. It is, however, out of practice.
Twister (B--)
A developed and polished move that uses Dragon energy, Dragonite has grown quite skilled with it.
Dragon Tail (E++/C--)
A recently learned move that is fairly tiring, it does damage the opponent and forces the Pokemon to switch which can provide utility in a fight.
Agility (D++)
A new move capable of making Dragonite far harder to hit, he's sadly not very experienced with it.
Slam (D++)
A recently learned move that slams Pokemon into the ground, Dragonite has not been able to use it yet.
Outrage (B--)
A devastatingly powerful move that causes Dragonite to briefly lose control, it is the strongest move in Dragonite's arsenal and he has begun making it his signature move.
Protect (C++)
A move that can negate an incoming attack, Dragonite understands it to a decent degree.
Aqua Tail (C+)
Covering his tail in the water, Dragonite strikes with a significant degree of force. Practice has allowed him to use it consistently in battle.
Dragon Rush (E++/C--)
A rapidly rushing Dragon Pokemon is quite dangerous even if they lack an understanding of the move beyond instincts.
Fire Blast (C-)
An unused move capable of unleashing a blast of fire, Dragonite has begun to figure out how to use it properly in battle.
Safeguard (E++/C-)
Protecting himself and the party from status conditions, Dragonite has yet to use this move in battle.
Rain Dance (C+)
Creating a localized shower of temporary rain, Dragonite can affect what moves are most effective. He understands it to a decent level.
Hurricane (E++/C++)
A somewhat inaccurate move that can level homes, the hurricane's Dragonite creates are natural disasters in miniature. Dragonite does have to practice it first before he can use it in battle effectively.

Showmanship (B--)
Dratini greatly enjoys being the center of attention. With Violet, he enjoys being fed and playing. His playdates with her have led to him learning what exactly looks pretty and what impresses people the most. However, his limited experience has meant he relies more on instinct than training.

Capable of shrugging off the strongest of blows, it's difficult to damage Forretress with physical moves.

Lacking in bug-type moves, Forretress has nonetheless trained up her usage of elemental attacks via Zap Cannon.

Hard to hurt with elemental moves, Forretress is a force to be reckonned with.

Fairly slow and moderately easy to outmaneuver, Forretress won't be winning races anytime soon.

Barely able to evade anything, Forretress is the definition of a pretty easy target. Being able to predict incoming attacks to a degree does help notably.

Surprisingly more skilled with tackle than expected, Forretress has learned to utilize the move despite the typical speed disadvantage she faces. But she has fallen out of practice recently.
Self Destruct (B)
A move that places her on the edge of fainting in exchange for doing heavy damage to her opponent, Forretress can use it with zero hesitation.
Bug Bite (B-)
A move where Pineco bites her foe whilst channeling bug energy, she is rather adept at it.
Take Down (D++)
A strong physical move with some backlash damage as well, Forretress has yet to use it extensively and is inexperienced with it.
Rapid Spin (C+)
Twirling rapidly, Forretress clears obstacles and sometimes accelerates her frame. While a useful move for hazards, she has a ways to go before fully understanding it.
Rollout (D++)
A very powerful move against slower Pokemon, Forretress does have issues with its use due to a lack of practice.
Stealth Rock (E++/C--)
Laying a field of stones that damages Pokemon when they switch in, Forretress does have a minor problem ensuring full coverage of the move.
Curse (D++/C--)
Trading speed for attack and defense, this fits Forretress well. But she lacks an understanding of the Ghost energy involved.
Spikes (C++)
Laying out spikes to damage incoming Pokemon, Forretress is at the point of providing notable battlefield control. And has begun removing some of the flaws in it.
Payback (E++/C++)
Counterattacking after taking damage, Forretress has yet to use this move. But she seems to be perfect for it.
Magnet Rise (E++/C--)
Rising off the ground, Forretress can make herself immune to ground-type moves via levitating. It does tire her out, however.
Toxic Spikes (C+)
Laying a field of toxic thorns, Forretress poisons all who enter. She has begun to iron out some issues with it.
Zap Cannon (E++/C-)
An extremely inaccurate, unpracticed electrical cannon, Forretress has begun to figure out its proper usage in battle.
Explosion (C++)
A move Forretress truly enjoys, she's quite adept at it even with the relative lack of time she's had to practice it.

Pineco enjoys seeing new sites and observing people and Pokemon for hours. With a level of insight that at times can match Violet's, Pineco has leveraged this knowledge into more unique activities ranging from avoiding flying Pokemon to stealing food from trainers who annoy her.

An incredibly robust Pokemon, Blissey can take significant levels of punishment that would knock out anyone else.
Stamina (A++)
Extremely fit, Chansey can remain in a Pokemon battle for hours at a time, and has begun to manage her mental exhaustion as well.
Attack (F)
Nearly unable to directly attack others, Blissey would prefer not to. But has learned the basics.
Defense (F)
Lacking instincts or knowledge of how to mitigate damage, each hit Blissey takes is more damaging than it should be. But she has learned the basics of defending.
Special Attack (C+)
Capable of using her elemental nature quite well, Blissey does hit quite hard at times.
Special Defense (B++)
Skilled at negating elemental attacks, when at range Blissey can mitigate damage remarkably well.
Speed (C+)
Faster than anyone would expect, Blissey is approaching a pace that would be acceptable at all levels.
Evasion (C+)
Notably harder to hit than expected, Blissey is, however, still somewhat vulnerable to attacks.
Moveset
Charm (B--)
Charming an opponent to reduce the damage they do, Blissey is rather experienced with this move and it comes naturally to her.
Copycat (E-)
Lacking an understanding of the move, while Blissey can perform it, she significantly struggles to do so in battle.
Covet (D+)
Stealing damage and robbing the target, Blissey knows how to do this, but leaves herself vulnerable when she does.
Defense Curl (E)
Improving her defenses is something Blissey can do, but haltingly and leaving her vulnerable when she does.
Disarming Voice (C)
A move that almost always hits, Blissey has managed to learn it at an acceptable level.
Pound (E--)
Blissey can hit Pokemon directly, but the effect is pretty minimal.
Sweet Kiss (F++/C)

There was a thought in Violet's mind that she didn't believe was a good idea. An innate curiosity seeking to explore now rather than later. A more mature individual may have realized that as a child, she was seeking to push her boundaries. It didn't help that Dratini had very little concept of the idea, even if he had improved during his playdates with Violet.
"It has to be in the city," Violet explained, "we're too small for the routes."
Dratini whined in protest, but trailed off, realizing his trainer spoke truly. With an inquisitive chirp, he asked what they could see in the city that wouldn't normally be available to them.
"There's the hotel," Violet remarked innocently.
This led to the human-Pokemon duo walking towards the Celadon Hotel, with Violet's heart racing faster with each step. The glass windows were both inviting and scary, as today the shy girl was going to step far outside her comfort zone.
The two of them had already cased the hotel, spotting the two arcanine that guarded the perimeter, as well as the numerous security guards scattered throughout. Any approach apart from the main or secondary entrances would be caught with ease, and the shy girl understood that. Instead, Violet decided on a plan that was far less expected from her.
She would walk through the front entrance and act as if she were a guest. Dratini had chirped quite enthusiastically at that idea, which made her reconsider, but by now she was already committed.
Quietly walking behind a couple with brown hair, Violet adjusted her hat nervously, acting the part of a young child. She looked the two up and down, gleaning insight from the way they stood, the clothes they wore, and how they looked at others. They wouldn't pay her any attention.
The couple swiped their card on a kiosk before the attendant waved them through. As the three of them walked past the attendant towards the escalator, Violet gave a shy smile which the attendant reciprocated. The moment she rode the escalator to the next floor, Violet immediately walked away from the couple, giggling the moment she turned the corner.
"I-I can't believe we did that," she murmured through her giggles to Dratini, who slipped out of her backpack and nuzzled against her neck in agreement. "Now what?" She added, realizing that she never thought about what came next.
Thankfully for Violet's nerves, Dratini was more spontaneous, chirping at the rather extravagant decorations in the hallway. The decor was elegant, to put it mildly, the halls were decorated using rainbow colors, evoking a mirror image of Celadon City itself. Tasteful paintings were on display in some areas, and the duo spent some time just wandering the halls, making a mental note of where a few facilities were.
Eventually, they grew bored of the halls and found a pool to relax around. There were other people around, which made Violet worry before Dratini's splashed water on her, forcing her to retaliate in kind. Spending a few hours in the pool, the two observed other Pokemon and trainers periodically arriving and leaving, with Violet remembering some of the more interesting ones.
There was a Blastoise accompanied by an older teenager, who spent several hours expertly using hydro pump to hit sets of targets put up by the hotel staff. Then there was a Vaporeon who lay in the shallow end of the pool and fell asleep; Violet had to spend a few minutes explaining to Dratini why he couldn't just go and wake them up.
The most striking Pokemon of the day came next, a gorgeous Milotic that Dratini immediately went up to and chirped a friendly greeting. Milotic's trainer, an older woman, was more amused than anything else at Violet's obvious embarrassment, willing to let Dratini interact with her Pokemon for a while longer before leaving. Violet was happy she got the chance to play with Milotic herself, and when the aquatic Pokemon left, the girl wondered if Dratini's scales could look like that.
The last Pokemon she saw was a Gardevoir that came by themselves, without any trainer. The Pokemon sat at the side of the pool, letting her legs dangle in the water before giving Violet a knowing, amused look. Violet's heart thundered in her chest as she nervously licked her lips, even as Dratini gave an unamused chirp.
The Embrace Pokemon brought a finger up to its lips, miming a lock and key before relaxing further, letting itself absorb the rays of the sun. And it was only then, that Violet chose to leave the hotel. Heading out was easier than getting in, none of the staff paid attention to guests who left, letting her easily leave through the main entrance before beginning to practically vibrate in celebration of what she had just done.
The encounter with Milotic, meeting the scary Gardevoir, and exploring the hotel as a whole; it all lingered in her mind, leaving a sense of anticipation and wonder for the adventures she would have in the future. "We should do that again," she directed at Dratini, who happily chirped in agreement.

Curious Adventuring - Emboldened by her adventure through Celadon Hotel, Violet's innate adventurism has developed further. Now, she actively seeks out new adventures in order to sate her innate curiosity. *Adds more encounter and adventuring to table top-end results*
Time passed once more, with Violet's time spent mostly playing with Dratini, or exploring the urban area of Celadon City. Her parents only heard about her activities months later, at which point they gave her a phone and told her to be careful exploring. Beyond that, she looked up the basics of adventuring, ensuring that when the journey began, she would be ready. And now, she was ready, the day had come for her to take her first step towards becoming a Pokemon master.
The First Step, Pick 2
[] Catch a second Pokemon - Dratini is an excellent Pokemon in Violet's eyes, but he is just one being. You will need more Pokemon in the future, and there are several options in the area.
[] Travel to Saffron City (Cannot be chosen with traveling to Fuschia City) - Traveling through Route 7 towards Saffron City is a relatively quick journey in controlled conditions, and visiting the largest city in Kanto would be interesting.
[] Travel to Fuschia City (Cannot be chosen with traveling to Saffron City) - A longer journey through Route 16 and 17, Violet would make several stops along the way out of necessity, but it'd teach her a great deal about traveling.
[] Challenge a New Trainer - Pokemon battles were something Violet had little experience in, she should try and find a trainer to challenge.
[] Challenge an Experienced Trainer - The other option to seek out a Pokemon battle would be to go to the Celadon Gym, and challenge one of the attendants there. They would almost certainly win, but it'd be a learning experience.

Nah, we take one step out of town and this is the first thing we hear. It's weird that someone was playing a piano just outside the city but a pretty tourist lady from another region gave us a gift so we're pretty happy.

Nah, we take one step out of town and this is the first thing we hear. It's weird that someone was playing a piano just outside the city but a pretty tourist lady from another region gave us a gift so we're pretty happy.

Winnable. We can have Dratini use Wrap and then cast Thunder Wave on it to help compensate for Dratini leaving an opening when using the move which should do quite a bit of damage due to Dratini's high physical attack boosting Wrap, and Thunder Wave hopefully paralyzing Staryu preventing it from resisting.
We even got moderately lucky, and it's not raining so water-type moves don't have their effectiveness boosted so the Staryu is on a level playing field with us for all that its type has removed our ability to use our most practiced move in the form of Water Gun. I think the only thing we have to really watch out for is Confuse Ray to be honest from Staryu since if Dratini gets hit by that before it can paralyze Staryu we're going to have a hard time using Wrap on it.

Overall, I'd definitely agree with this analysis. The other points of concern I can think of would likely involve Staryu's speed advantage when combined with Harden. So if Staryu is able to kite you for long enough, that could cause some issues for Dratini. As then he'd have to rely on water gun which has the issues you mention.
But thankfully for you, the combination of having Leer (just posted Dratini's sheet) and Violet's perception means you can tell when Staryu is going to use Harden and counter with Leer, so that effectively negates an issues there.
