@Hellteddy Can I convince you to grab the Request Laborers action instead. If we take it and move the Laborers to the air force base It makes the farm not over it's housing capacity and also doesn't effect food production.

Do that and we can grab the houses action next turn and a two turn project like getting the water running.

Apparently, these materials and munitions had been produced in Massachusetts and had been slated for San Fransisco for transport to the Bejing campaign, however due to what could only be described as either Criminal bureaucratic incompetence or an act of Chinese sabotage against the war effort, the materials sat in their containers just outside D.C. for a year all the while the campaign they were assigned to ground to a standstill. While much of this equipment and material degraded over the years due to the erosion of the fitted on the cargo containers a significant amount of the material remains, this no doubt will be a tremendous boon to your efforts, however you can't help but think that perhaps had these supplies been present in the theater they were assigned to that perhaps the millions who perished in the Great war would not have died and doomed their descendants to the fates so common in the world today. You shake off these thoughts, wallowing in what could have been will only obstruct you from rebuilding a future for your people, what matters is the here and now and these supplies will greatly aid your efforts.

Your personal VB-02c sets down a respectful distance from the remarkably well-maintained luxury hotel surrounded by a ring of concrete with a connected with a Greek/Roman entrance. Your soldiers fan out before you, searching for any hostiles that might lie in wait to ambush you or any traps the residents of this building may have set. Upon approaching the entrance to the building your guard detail tense and fall into a practiced firing position while shielding you with their bulky X-02 armors. Before you and your detail is a ghoul armed with a Chinese assault rifle of all things arguing with someone on an intercom. Brushing aside your utter bafflement as to both the current situation as well as where the ghoul even got that weapon, and you clear your throat the ghoul apparently having never noticed the rotors of your virtibird, the heavy booming of Power Armored boots against concrete, or the sharp clack of the officer's dress boots inset into your Enclave Uniform turns around with an angry expression on his face that lasts until he sees the menagerie menacingly humming laser weapons pointed in his direction by soldiers in imposing black power armor.

The silence holds for what seems like an eternity before you slowly begin the approach the ghoul while your guards keep their weapons trained on him. The ghoul doesn't move a mussel as you approach, statuesque even as you stop in front of him and ask may I use the intercom please. s-Sure you got it boss the ghoul says in a gravelly voice and ever so slowly backs off into the wilds behind you. Pressing the eroded red button an annoyed voice makes itself known I thought I told you to get the hell out of here, Tenpenny doesn't want your goddamn caps and I don't want the goddamn headache! You attempt to correct the man's mistake by introducing yourself but are cut off once again, For the last time... get your rotting, ugly goddamn ghoul ass off Mister Tenpenny's private property! Tired of this nonsense you hold down the button and raise your voice, I am Colonel Autumn of the Enclave with me is my security detail, I have come to this place and other settlements like it in order to establish a rapport with each and every one, I am officially requesting to speak with the leader of this settlement, who apparently goes by the name Tenpenny you will either bring this man out here or let me and my guards in to see this Tenpenny.

Nonetheless you and your guards proceed into the luxury hotel turned settlement and are greeted by an immaculately restored building with beautiful furnishings and clean surfaces. Welcome, Welcome booms a rather chipper voice from atop a stairwell I am Allistair Tenpenny the owner of this establishment what can I do for you and your... the man stares at the hulking forms of your guard detail, fine security over there?

You press onward to dictate the flow of conversation, I am Colonel Autumn of the United States Armed Forces I am here to establish a point of contact for future reclamation of the region. At that Tenpenny's brow furrows in obvious distaste but doesn't voice his feelings on the matter likely fearing your security details response to even a light display of hostility. Well then Tenpenny says it's nice to meet you Autumn, Colonel Autumn or Colonel you interject narrowing your eyes, Col. Autumn he amends keeping a pleasant smile on his face I welcome you to Tenpenny tower a place of rest and sanctuary for those of affluent breeding or status, what can I do for you and the... Enclave. You are somewhat taken aback by the 'good breeding' statement but continue on a preplanned diplomatic course until some of the residents speaks up in the most infuriatingly arrogant sounding voices you've heard since the days of the rig, interrupting your explanation of your Enclaves goals in the area. The excessively grating voices introduce themselves as Edgar Wellington the second, Millicent Wellington, and Irving Chang what an unfortunate name on that last one... They all ask you if you would deal with the 'Zombie problem' and begin loudly complaining about ghouls attempting to gain residence in the tower. Tenpenny for his part seems to roll with the punches and suggests that should the Enclave dispose of the problem and guarantee the towers safety, Tenpenny tower would be greatly obliged to aid the Enclave in its task.

Oh so Underworld can provide a lot of legitimacy considering what they know. But if we fumble integration they could also be problematic xD.

Conflict on the Potomac: Part 1 ROE
Colonel Autumn, Roberts says beginning the assault planning session calling your attention to her as she inserts a data card recording into the holoprojector. As you can see sir the Outcast retrieval group are out in the open along the banks of the Potomac here the Lt. presses a button and the projector produces a far more concise picture of the local features with the outcast forces highlighted as red dots keeping watch over a group of slaves, two headed bovines, and the crates of ammunition or components. You, LeMay, and Robets had all been somewhat confused at the exposed route the detachment had taken given that the Outcasts certainly knew of the Enclaves continued air supremacy and the devastating effects of that supremacy on the Brotherhood force at the Pentagon. The reason for such becomes clear when Roberts uses the projector to highlight civilians with green causing LeMay to take a long hissing breath, the Outcasts had arrayed themselves in an extremely tight formation while scattering the civilians around each Outcast solider. Each of the civilians were laden with heavy packs full of looted materials and valuables likely both to free up any Outcast forces from such duties and to prevent the slaves from running away.

As you can see the Outcasts have insured that should we attempt an assault with our gunships that there will be significant civilian casualties. I would like to note that while reducing the chance for casualties by simply using the gunships many of these people held by the Outcasts are family of the recently integrated refugees and a failure to retrieve them would surely cause considerable anguish to our new charges and ultimately call into question our capability as a military force and government. However, any approach that places civilian wellbeing over operational success will have some significant risks for those involved, risk that is directly proportional to the amount of emphasis placed on noncombatant safety ultimately that is your choice sir.
