Use his to retract his veto, than kill him to cover the mind control. Being forced to invade to secure his reelection or mind controlling more than one person to fix his mess sounds more difficult and morally wrong than just mind controlling him to do the right thing. We also can't have ourselves look suspicious, so he has die.
 
I fear for the nature of 40k. Hard men making hard decisions while hard. There are many things that can be seen as justified, but. We should try to be kinder.

Killing people, starting wars, and mind control is incredibly escalatory. If we get used to doing these things, everything will look like a bullet or mindscrew will solve it. It closes off options to actually cooperate with people, even if we keep it secret.
 
Alex is a very multifaceted character and seeing who he becomes when he meets Big E will be interesting. He fills so many roles and has changed a lot over the course of the quest, from the exuberant child Psyker who focuses on art and creation, to the determined but empathic soldier, and now the more sad and cynical diplomat super weapon who is seeing everything he and his comrades fought for slip away due to greed and stupidity.

This is a problem that honestly should be solved somewhat economically, none of these proposals deal with that, nor would any combination of them.
 
Real politik time

People almost always want something in exchamge and sometimes you cut loses

Military intervention followed by heavy diplomacy to convince them of negotiated peace benefitial to the council is the option with less collateral

And by collateral im also including the timeline where the MC uses mind control willy nilly

Hey, dad, remember those psyker cultists on Terra who basically used the population as meat suits? The ones you loathed and specifically set out to destroy because they were less subtle versions of what you wanted to do, using indoctrination and the imperial truth instead of psychic powers?

i.e dig up their dirty laundry and use it to play them against each other so instead of standing together they're more inclined to give in for a good deal before their counterparts do. No full on mind control but a chunk of mind reading.

I think it is time that we learn that, despite everything done right, sometimes you just lose. Better than another war and it might even calm the situation between the superpowers.
