Seriously need to explain how to conduct propaganda in a near-totalitarian country?
As a last resort, simply "lose" everyone who can spread an alternative opinion. Or crush the entire information field with messages of gratitude to the Republic and other saved worlds. Arrange such an information storm that some kind of League will be lost in it, like a grain of sand.

I would very much like you to explain how that works when psykers are in play yes.
 
I had a fun idea for a variation of Leman Russ that still fits into his base concept.

Exodite Leman Russ with Lizardfolk aesthetic. Imagine Russ lands on a war-torn Exodite full of dinosaurs and an equivalent of Lizardfolk akin to their Warhammer Fantasy counterpart. So you get Russ going hard into the Dino aspect (as opposed to the wolf aspect) but you get him playing the part of warlord that is required to keeping the peace between Eldar exodites and Lizardfolk, all while allowing him to learn from both their respective philosophies on the nature of the warp.

You are right, I do not know the exact mechanics of clairvoyance.
However, it's not an ultimate ability at all if I can't remember any meaningful use of clairvoyance.

Curze and Sanguinius saw the future, not the past. The Eldar also used visions of the future quite often. But ordinary psykers who see the present, or the past, and even so massively that it is impossible to hush up. Doubtful.

I remember divination, on tarot cards. But there it was necessary to want to know about this event.
 
I'm not quite sure where the discussion is heading.

Do we have a xenos general union? Why should fish-man xenos care about slime xenos?

Especially when the empire does not pursue a consistent xenofob policy.

This is Warhammer almost all forms of clairvoyance are in play all the time because the warp rejects the idea of a coherent and standardized system for everyone harder than Nurgle rejects hand sanitizer. The odds of any particular psyker picking up on our shenanigans is tiny, but when we have an appreciable fraction of a percent of the galaxy keeping an eye on us that math changes because there are a gigafuckton of psykers, many of whom do not like us or have contacts that do not have the imperium's best interest at heart. This goes double because fucking Kairos is the new Blue Chaos God and he was the Seer portion of Tzeentch's whole architect of fate bit. Upping the distribution of true visions that we want kept secret is precisely something that geriatric birdbrain would do because it would cost him little even by his pre-honored standards. Malcador probably warded the meeting, but he can't ward the entire operation, or the results. There's no amount of information black out we can enforce to keep this quiet.

With the same success, he can show false visions.
If a creature is initially negatively disposed towards the Imperium, it will subconsciously look for the negative. In this case, false visions will suffice. It is unlikely that a psyker will fly to another part of the galaxy to verify their truth, or make a pact with demons for the sake of independent information. And if he concludes this agreement, then such a psyker is stupid and we didn't need it from the very beginning. Make deals with demons - pf.
 
False visions cost time and power, a true vision being allowed through is far easier. It literally require them to just stop for a second.

No deals, no expenditure, just turning their attention elsewhere for a moment so as to permit the natural flow of information to trawling psykers across the segmentum.

It's very much a moment where he's not going to interrupt us making a mistake.

Okay, this is a really interesting point, however.
1. There are more human psykers and they are not interested in this event.
2. Not all xenos are interested in other xenos, and even more so, not all xenos have psykers
3. I hope that if such a vision is hypothetically shown, then there will only be the fact of the actions of 1 governor, who, being in a critical situation, made a not entirely moral choice. He can always be removed from his post..

well let's see what the damage is for abandoning them, and i do say that if the worst happens and a lot of revolts occur, we don't send the Tenth to deal with it.
 
Wheel of Fire Campaign: Walls of the Imperium 2
It is with a heavy heart that some must be abandoned so that others may live. The threats that surround us are beyond any bulwark to assure the borders remain completely untouched by their guns. The Orks killed trillions; the fall of the Leagues wasn't a bloodless affair but it was what was needed.



Tenco reloaded the heavy stubber his brands burning from the ash in the air the Lord's of the Leagues have abandoned the world but Tenco was to defend the palace. The Cull'k overseeing the slave soldiers hand brands of her own, a slave of their own kind rare but Tenco had seen others. She shifted body quivering with anticipation as the vox barked out the statuses of the other fortresses on the homeworld falling. The Leagues had always been a trade empire, a force of coin and favors, not enough of either to get the mercenaries that would operate in imperial space to aid them.

"The Second Lord died three days ago." That had been the rumor for the day, he looked up to see it was the watch guard speaking in her gurgling tones. "He had tried to pay a local warboss to leave the world alone. The Orks apparently don't accept crowns." She laughed like a clogged drain shifting with a bubbling nervous energy in the rain as the other slave soldiers checked their weapons again. "The palace is empty, yet we defend." She sighs and waves a limb in the air.

"It is our orders." She looked at him before looking back to the sky, her body quivering.

"No it's my order, yours is to follow my commands." She jiggled and started grabbing guns and moving through the walkway with a gurgling laugh. "All soldiers! Abandon post make your way to the shuttle docks." She waved Tenco off when he came to her to help her off the wall.

"But you are ordering the retreat." The gentalous face looked down. Away from him as she pulled a squirming creature to eat from her pouch.

"My orders were to defend the wall. They still are, you don't need to die today but I… not everyone gets out… some really shouldn't try." Tenco nodded and started dragging the ammo boxes to the gun nest she was holding up in. She gave him a look and he just checked the sights on his rifle, she nodded and mounted as many heavy stubbers from the walls to the single fortification. It was hours before the vox cracked too life and the outlying defenses reported being overrun. Two slaves can't hold a palace.



One of the great tragedies of war is not the cost in life, though it is a burden any general will have to contend with, the death of many is inevitable in war. Rather the great tragedy is that the coward survives where the hero dies. When the battle is lost those who fled first escape while those who fought to the last are vanquished.



Skitarii stood broken among the damaged armor of the IVth Legion when the Orks had been deep into their assault the hammer fell and by training and skill the IVth on the ground became an anvil. The Orks had committed to war and the IVth made sure that they paid the ultimate price for it. The Fabricator General of the world was speaking with the Hammer and Shield Diarchs who were present as the group began to repair much of the damage done to the world by the Orks broken forges slowly being cleansed as every remnant of Ork was unmade.

It would take time but soon Nalcoa would be singing again its forges moved by the motive force and the will of the Omnissiah so that the world machine could once more contribute to the war effort. The Rashi of the Twin Legions traveled through the forge aiding Magi in coaxing the forges and mills back to life and several were needed to get the awoken titan to return to its slumber instead of constantly patrolling hunting single Orks with the fury only a god machine could produce. The devastation had ended and now the world would need to rebuild.



The bias is clear to see, obviously the Martian puppet legion would aid the forge world and one could even claim its importance to the local war effort. Ultimately the question wasn't about their allocation but that of the imperial Army forces. Forces the Leagues funded with taxes and filled with levied soldiers. Did they come to help the Leagues no they went to backwater space to save some unimportant system. The Imperium doesn't respect those that contribute.



The First Admiral stood aboard his flagship the world below them home to the UR. PEDI fleet remnants moved slowly; the international coalition had collapsed as the Orks began bombarding the homeworld. He moved to the edge of the command deck; his fleet was in ruins, his allies collapsing. The clean chromes and steels of the deck had dulled as the ship ran from engagement to engagement without having time for luxuries like repairs.

"Sensors report an Empherion event in Secundus orbit." The Captain started to direct his ship as the First Admiral sighed and started pulling forces from where he could to prepare to meet what was likely to be more orks. Then as the rift finished manifesting and ships started exiting his dread was washed away seeing the arches and artistry of imperial ships. Turning to his men he began to shift his battle plan: the scattered net to sting and drain the Orks needed to be closed turned into an anvil to crash the Orks when they were hit by the hammer of the Imperium.



Humans are the most populous species in this Imperium, they make up 99% of high lords and important political positions. This is a clear measure of the bias of the system. What about the raiders and rebellions that has appeared on several worlds controlled by xenos? How has this not been addressed by the Imperium that claims to value all it's subjects.



The Four Lord gurgled as his evacuation fleet reached a port around Yaxil the small world of some human dominion that was free with its trade of slaves. He shifted as the slaves carried his paliquine to the waiting human despot that he needed to speak with. Once Yaxil's elite was pacified of his presence he had to reach out the the trade network that the Leagues had spent decades cultivating already parts of their plans had been set in motion. Advocates had already begun spreading their story, a loyal subject abandoned for a lowly world with little importance. That all taxes and loyalty got you was a stay of execution until the imperium wishes to spend your life.

To some irony he noted the smoke in the distance the reports of rebellion on Yaxil wasn't unfounded he would need to shift to a more stable world after he reached out to other allies. The rest of the Lords would have complained if they knew he was going to try and call spirits to aid their revenge arguing that such actions would have costs that couldn't be predicted. He was willing to gamble even if it cost him every coin and slave he had to his name it would be worth it to strike at the Imperium. Yaxil had allies in those arts too so he had little to worry about.

"Ah enlightened one welcome." The human wore elaborate robes carefully covered in imperial and local sigils in an artful design that when viewed right and with weary eyes an observer could make out the mark of the spirits.

"The welcome is accepted spoken one." He shook in greeting and checked the slaves he had with him they all had their tongues removed and mouths stitched shut good he was aware how leaky slaves could be with secrets no matter how punished they were for such foolish acts.

"Do you have the fuel?" A stroke of fortune aided him here, the original plan would have been to pay for the slaves needed for the sacrifice when he arrived but several ships had left the palace with the slave soldierd that should have guarded it. It took little work to redirect those ships to take a path here they would take a week or so but he would be able to keep his coin.

"I do, though it is in transit." The spoken one nodded.

"Well then I have to invite your notable self to…" The invitation died when his head exploded, following out of thin air above them an imperial thunderhawk manifested. The Lord called for his paliquine to move but the slaves where too slow as the super human soldiers swung down on lines and fired into both the Spoken One's guards and his own forces. He gurgled in anger his own figure without a weapon though his refraction field deflected a few of the bolts. He moved to call for his spirit allies but one of the soldiers with a eye on his shoulder jumped into the dome of his shield and the Fourth Lord didn't have time to respond before his body exploded as a full magazine of bolt rounds was unloaded.



The bureaucracy of the Imperium was slow, though efficient, its powerful logistics network was the real strength but decisions from the highest level took time. So notable events and things that would come to their consideration through official channels but was far from them yet were considered with thought before. And so when the reports on the Leagues Ork war as part of the Wheel of Fire Campaign reached the high lords years after the edicts for it were already laid out the proclamation and vote was all but a formality as talks and considerations had long happened and plans already made. New laws had already been set up to deal with what was viewed as the fault.

[]The Commander
The Lord Subsector overstepped in his call and has been relieved of the position. Though it will make sector leaders and military commanders rarer as the increased scrutiny pushes many out for both a view of being restricted and general incompetence.

[]The Aliens
Ultimately humans make up the majority of the Imperium so it only makes sense that it prioritizes human polities in such cases. The Aliens may complain but a few rebellions can be halted and it is a small price to pay.

[]The Slaves
The Imperium must stand for more than just mutual defense and slavery is one break of dignity many have railed against and this is a catalyst to begin a new imperial identity. And disallowing slavery. Some may be unhappy but who cares.

[]The Army
The question should not be why was the forces allotted the way that they were but rather why was there not enough forces to defend this though many will criticize it for how it slows down the future invasions The increased offensive measures on all worlds is viewed as worth it.

I mean why not disallow slavery? Sounds like a good enough choice to me. Either this or The Aliens is good I think.
