Ok so telekinetic shield would work but the energy cost is too low for the effect. So let's say our character has 50 energy, that means they could use this 50 times. Thats overpowered.
The cooldown should be raised to 30 as this is more powerful than the other defense option toughen up, as well as energy cost being raised to 8-9. If you want the cooldown to remain the same raise the energy to 11.

Goal: Find a user and advance them towards their goal. Conditions: User must have some goal, must be willing to fight for said goal, and is hard set on said goal. Note: User is classified as a human.
It was the only thing I've seen besides this big blue ball, yet it felt so right to do. The simple act of helping someone towards their goal just felt right. So many have lost hope in their dreams, dreams that should be chased.
Something told me that no matter what user I picked, said user would not be my last. It seemed logical, as humans lived for only so long, often not even reaching their full life span, cut short one way or another.
Full life span… that would be logical to find a user near the end of their life, someone with experience. I wouldn't want someone on their deathbed but, if I could find someone who was not only near it, yet also was set on their goal. Than that could be my first step.

Somewhere at an abandoned graveyard for soldiers from a war not many remember or care to remember. An old man stands in front of a row of graves, many are old and have not been touched for many years, all except one freshly dug grave.
The old man remembers his youth, despite the bad memories it brings up of how his brothers and sisters died by the dozen. How his comrades in arms would be replaced as quickly as they died. He remembers despite this, thinking to himself.
The old man finally spoke "I was never meant to lead any of you, not once was I meant or prepared for it. Enough better men and women than me were ready to take the leading role, yet they died as fast as they signed up for the role."
He takes a shaky breath. "I'm not going to ask why I survived when they didn't, I think it was as much chance as skill anyway, I came here to return a brother and to tell you all this."
He steels his eyes.
"I will fight for a better tomorrow like we all did, like we used to, I refuse to rot away any more! I want our sacrifices to mean more than a useless couple decades of peace before our children go right back into the grinder! I…"
He pauses with tears in his eyes as he realizes that he hasn't felt his blood boil, his tears flow, his heart beat, in so many years.

Hint: Our user is an army veteran from a war, which most people under 30 never heard of and anyone that has doesn't really care about. So imagine his attitude towards supers who want to do villainous things. That's how our user will start out mentally.

Alright so I should warn you that 2 Xp will make this skill very weak. I'll still allow it but unlike the previous version, this one will be a lot weaker. For instance I would have to lower the duration to about 1-3 seconds with less Hp.
A few other details, but in all honesty with the skill points it could probably get back to that strength on its own. Just warning you is all.
Alright so I should warn you that 2 Xp will make this skill very weak. I'll still allow it but unlike the previous version, this one will be a lot weaker. For instance I would have to lower the duration to about 1-3 seconds with less Hp.

The shield lasts(for this one at least) 4 seconds or until it's destroyed.
This skill is very much a long term skill, reason being it's scaling potential is very high so it's going to be weak early on.
That's why I decided to warn about doing it with only 2 Xp. Just seems like a waste for such a powerful concept.
