The somewhat-disorganized gaggle of IJA troops comes to a stop in front of you, swords held in something that may or may not be a defensive stance - only the one in front, a lieutenant at your guess, looks to know what he's doing with the thing. And even that, only just.
Huh, this is surprising, considering that this unit was supposed to be veteran mages.

No, it was established during the mission briefing that all of them are:
"This is the Imperial Japanese Army Special Raiding (Onmyoji) Brigade Unit 108. Their numbers are estimated at two thousand. In purpose, besides being mages, they are comparable to the Special Air Service. Unlike the SAS, however, all of 108's members are mages. All of 108's officers are trained in the swordsmanship that was, prewar, strictly the domain of the Yokai Extermination Corps. And even the enlisted are skilled enough with them."
