This doesn't do as much to address the long-term causes of the famine as I'd like. Sure we can herd the fishers to the richest grounds, but this is only a temporary reprieve. 1. The actions of said undead matter. If the undead guard the dead vs hungrily kill the living that makes a difference.
2. We've solidified ourselves as the Death God around here, we basically wiped out the rituals to the other gods by providing so much power.
3. We NEED to experiment with this power if we want any practice for facing the Devourer.

2. And how long will that last if people do not feel safe giving us their dead? If nothing else I'm sure they could import rituals from the mountains through the travelers or make new ones.
3. Why? We fought the devourer off before without death before why do we need death to fight it now? And even if we do we have other actions to experiment with death than making undead.
And that does not even go into what is still my biggest concern. That the devourer is just as good at death as we are if not better. And it likes to eat the dead. So storing power and creating undead minions seems more like creating another way for the devourer to attack us than something useful in fighting it.
1. Successor actions are Imbuing Sealife and Bless Goats, so, yes, but actually, no.This is an especially good concern. We really, really need to shore up food securities. Hopefully blessing the goats and the plants will work in our favor here. @Azel, I take it we've outgrown blessing the fish? Is there a limit to how much animals can be blessed tied to how powerful we are?
Also I have a question about mechanics in general. We clearly deal with tunnel vision as a spirit. Whenever we actively focus on a task, like taking the burial pits or hunting the devourer, we miss an entire turn of looking after the people, or at least we get a clear indication that we've been neglecting them. Is imbuing shrines and instructing our herald the only automatic task setting method we have?
2 dice on Blessing the Bereaved is sheer overkill. We already heavily reinforced that last turn to the point of dominating the death rites of our people. If we're really focused on helping people then it should go for all 3 food security actions, to alleviate the recent famine.
Primarily voting for your plan over the others due to the action towards trying to learn more about the nature of our powers, so switch away - good with any of those.

seems reasonable.We were away from them for some time and we've seen that things can shift over the years of a turn. Additionally this rite is even more important now that The Devourer is going about actively animating dead, and this action doesn't just reinforce the rite, it aids the family of the dead, it limits further death, we literally empower the bodies of those that have lost loved ones. Additionally our dead being in the sea is a net benefit, because the Devourer noticed we have been protecting and gathering much more of the energy from the dead, they are less likely to attempt to steal from us, and we want the Devourer to enter the waters ultimately if we're actually going to have a full opportunity to fight it, so even if they do tricking this creature is just good form.
I will admit that maybe 2 points is too much.

Blessing Goats is extra food to fight the famine, Aiding the Mountain is improving a relationship, and Imbuing for later while only 1 point is still saving a point for later.
This will only be 1 point of power, but if there is a clear trend among this group I think it is fine to change, but I am very against not discussing changing a plan with those voting for that plan so I ask for your opinions, thank you.
