Couple of weird things and mistakes
Should be 'Your name'
You were now standing
Tense error. 'Either You are now standing' or 'You were standing'.
but you should be bias.
Erm either 'should you be biased?' or 'you shouldn't be biased.' I think from the context this is a quest and I assume thats a con.
And yeah, I forgot about first aid and mostly saw it as medical ninjutsu. That's my b. The thing is that it would set off the chart skills, so it's something I need to discuss with @Dark as Silver.
Sure @ me or dm me or whatever..

We will follow the Konohagakure system for now: a 15 man platoon composed of five Gennin squads lead by a single Jonin sensei each." he explained to everyone in the room while you gave an obedient nod.
I think you should add each cause it sounds like a sensei is in charge of 15 genin.

I am leaning to a more balanced team rather than just picking genin that has our specialty mostly for the challenge. The holy trinity of gen, tai, and nin specialty with other utility skills here and there. I'll write what I think on all of them.

[ ] Byako Wakatabi: A clanless boy whom his teachers noted to be "Silent but attentive". His test scores in the written are among the highest in the class and his practical scores in Taijutsu skills are noted to be good even for a Genin. Despite the lack of any Kekkei Genkai, he seems to be right up your alley.

He is a very safe pick since we are sure he's intelligent and is good in taijutsu. So he's up for consideration

[ ] Suijin Hozuki: A young boy from the Hozuki clan, he is noted to be a prodigy when it comes to Ninjutsu and chakra control, allowing him to use several jutsu in a row. However, his skills in other departments have been lacking according to the notes. He seems to be needing a lot of improvement in his skills.

A good Nin specialist but not much else is... fine but taijutsu is needed in average amounts so that you won't be a glass cannon when someone manages to get close enough and punch fast enough for ninjutsu to be impossible. Plus the political baggage makes him a very hard sell.

[ ] Samuke Yuki: One of your first cousins who had just finished the academy. According to the notes, he is pretty average in combat, but was noted to be incredibly interested in the world of espionage. He is the only family member in this class, so it is natural that you would pick him, but you should be bias.

He would be a nepotism pick. We are of the same clan so we are able to teach him clan jutsus along with keeping him safe from the other clans as he could be a potential hostage if we pissed off the wrong clan, which according to QM is where everyone is currently at right now. Espionage isn't our thing but we can teach him what to do if you are spotted and need to fight his way out. Plus the Mist invented Silent Killing so I think we have a good espionage skill to at least get him to chunin level for Mist where he can then train at his own time with other Yuki clan that are also interested in espionage. Plus having someone capable of info gathering is important in any battle, Sun Tzu's knowing your enemy and all that.

[ ] Fuyumi Hinamori: A clanless girl from a merchant family who has been noted to be above average in both Genjutsu and with weapons. However, the notes also say that she is below average in Ninjutsu and Taijutsu, as well as having a kind and bubbly personality.

Genjutsu can open up a lot of options. With the right teammates tai and nin can be covered. Tai can be covered pretty well if she used a weapon. The kind and bubbly personality could be another avenue to trick the enemy into underestimating her or be fooled to trusting her. And as a daughter to a merchant, her background can allow the team to infiltrate as merchants or at least knows the basics to play off as merchants. A very attractive pick.

[ ] Ruruka Doi: A girl from the Doi clan who is noted to be a prodigy and a jack-of-all-traits, but it's also said that she is a spoiled, egotistical, petty, disrespectful brat. While she seems like a pain, putting a halt on her attitude problem would do wonders for her and her team. Plus, embarrassing a Doi is going to be fun.

I am not one to dismiss a prodigy that is good in all 3 disciplines. Giving her an attitude adjustment should be simple enough since I highly doubt she can beat a jonin and hadn't killed anyone yet. She could be the team's powerhouse or missing link to any skills they are currently lacking. Plus trolling her is gonna be funny.

[ ] Izumi Kanon: A clanless girl who is noted to be completely average on all fronts, be it in written or practical exams. The only exception to that being that she has a great amount of charisma and is easy to make friends with. Maybe even that part of her personality could be cultivated into an effective weapon as well?

Hmm, an average genin but is also probably a good info gatherer or protagonist wielding the power of friendship. I don't know about this one but at the moment I am putting her under Genjutsu merchant girl.

[ ] Yoko Kaguya: A boy from the Kaguya clan. The notes all appear to imply that he is skilled but also terrified everyone around him, which isn't surprising. Anyway, he is good about using his Kekkei Genkai with Taijutsu, but is below average in terms of Ninjutsu ad Genjutsu.

Probably too crazy to handle, and good in clan jutsu that we can't improve and below average in everything else. Bottom of the list

[ ] Mei Ubonaga: A clanless girl who was noted to have potential in many fields. while she is very hard to judge simply because her tests results are all over the place, she is noted to be a quick learner. That's a good thing that you want to have in a student.

Not sure about her, we'll need more info on her but it is starting to look like she is a randomly generated character. I'd put her below Bratty Doi girl.

[ ] Aio Chinoike: A boy from the Chinoike clan, he is noted as above average with the Ketsuryugan, but aside from that he is completely average in combat skill. Knowing the kind of cruel personality those people possess is not something you'd like to deal with, but he does have potential and that's what counts.

Again, a different clan with different skills that we are can't help with and average everything else is a neutral pick, but having a personality that would make team building harder puts him in the negative.

[ ] Torukane Kurry: A boy from the Kurry clan. His results in written exams are rather below average, but all of his skills in combat are above average. He definitely has skills and could be nurtured further, but he is also rash and headstrong according to his teachers' notes.

The Naruto of the class. That type won't survive long in Mist, unless he has a Tailed Beast in him... Actually I'd put him right next to Doi brat, if he is a Jinchurikki. If not, then it would be a no go.

[ ] Miyu Hoshigaki: A girl from the Hoshigaki clan who was noted by her teachers to be interested in Bukijutsu, especially in the branch of Bojutsu. You might just be a perfect teacher for her because of your skills, but unfortunately she has allowed her other skills to grow simply to be average. That can be fixed.

For her, being specialised in Bojutsu is the wrong type of weapon for us. Skills you learned with wielding a sword does not transfer well when using a staff, too incompatible. We can improve her other skills but it is looking like it'd be more work than reward. Having an in with the Hoshi clan is a boon but if we do a bad job it would reflect badly on us so might as well not take that risk.

[ ] Ryunosuke Momoka: A clanless boy who is noted to have a "bright and optimistic" personality. He is noted to have a harder time understanding things, but also appears to try and specialize in Kenjutsu. He might be a good fit after all.

Skill wise, this would be the best fit since we are a Kenjutsu specialist. The personality is also a possible morale booster and push the team to keep going. The signs of him limited intelligence is a big drawback so I'd put him with Silent but Attentive Taijutsu boy.

[ ] Shota Koruzumi: A clanless boy who is noted to study a lot of Fuinjutsu on his own and has shown a lot of interest in it. While he is below average in Taijutsu, he is a very interesting prospect.

Fuinjutsu is like coding, you need someone to teach it to him and since he is clanless, he doesn't have the resources to find a teacher. Yuki clan probably have a fuinjutsu specialist we can ask a favor from so this is at the same level as our Yuki Espionage genin as he could bring a lot of utility if we have set up time. Which is a lot judging by when Team 7 fought Zabusa, having the more combat orientated members distract while Shota make seals is a potentially deadly combo.

[ ] Chie Chinoike: The twin sister of Aio Chinoike, she is also a member of Chinoike clan. She is also noted to be more skilled with other skills rather than her own Kekkei Genkai, which is unique.

If we want to piss of the Chinoike we could pick one of the twins and not the other. But I don't think it is worth the trouble.

[ ] Akane Kurry: A boy from the Kurry clan and second cousin of Torukane Kurry, he is noted by his teachers to be a "lazy and laid-back boy with a lot of skill and no interest whatsoever". From those notes he seems like someone who was forced into the academy, but he still has the highest scores in the class in written exams and is a prodigy in Genjutsu

This looks like the class' Shikamaru. Highly intelligent and a proficient Genjutsu makes him a really attractive choice. The downside of lacking motivation can be solved by making shinobi work being worth his attention by making them fun for him to overcome.

Here are a few of the team builds that synergizes well.

[] Balanced Infiltration Team
-Byako Wakata
-Samuke Yuki
-Fuyumi Hinamori
This team has Taijutsu and Genjutsu covered with Yuki clan Ninjutsu should be fairly balanced. Samuke being interested in espionage could be a problem against teams more focused on combat, but the team would be perfect for infiltration missions or assassination missions. Active combat could be a problem in the future but we can fix that with more focused combat training.

[] Fuinjutsu Strategist Team
-Akane Kurry
-Shota Koruzumi
-Ryunosuke Momoka

This is made to take full advantage of fuinjutsu as a replacement for ninjutsu. Shota is the core of the team, Akane is the brains that can take full advantage of fuinjutsu, and Ryuno can be the one to motivate Akane with his personality and be the frontline fighter of the team. With Hidden Mist Jutsu they will have a lot more freedom to do what they want.

[X] Balanced Combat Team
-[X]Ruruka Doi
-[X]Torukane Kurry
-[X]Ryunosuke Momoka

This team plays more to our strengths as a combat Jonin, each member can handle themselves in a fight and training would mostly involve combat. Coincidentally following the Konoha format of a prodigy, deadlast, and team glue comp. Kurry can fill Doi's superiority complex, Doi can be Kurry's motivation to improve, and Ryuno could be the team's glue.

I am currently leaning on Combat Team cause I feel that it would be the most fun to train.

I thought to take our relative, but he wants to learn completely different things. Also, a boy who is fond of fuinjutsu looks interesting, but not we, not our Clan, do not specialize in this discipline. In addition, recruiting a team of only clanless children will look from the outside, as if we are trying to convince them to work for our Clan. This is especially striking because there are more clan children in our class.

[X] Plan: Great potential.
-[X] Miyu Hoshigaki
-[X] Mei Ubonaga
-[X] Ruruka Doi

Miyu looks like a great student. While her weapon of choice is different from ours, it doesn't really matter. She is a child of the Clan, which means she will have no problem accessing staff techniques. We can give her a much better understanding of the battlefield and teach her how to combine ninjutsu and bukijutsu. She is from the Hoshigaki Сlan, which means she has excellent physical strength and chakra reserves. Overall, she's probably our best potential student.
Mei looks like a student who doesn't have any special abilities right now but can be trained in anything in future. Very promising, and can fill almost any role in a team. Now that the war has not yet begun, we have time to turn her into an excellent shinobi.
This girl from the Doi Clan sounds like a bit of a problem child, huh? Well, our personality is actually well suited for raising children. Plus, she looks like a great character.
This option is probably the most promising of the possible teams, although it promises us a lot of work. On the other hand, since when have we been stopped by difficult tasks that promise great results? Plus, the interactions are sure to be a lot of fun. I would not trust this command to a character with a frivolous personality, but we have to cope with this task.

I've put my thoughts down earlier, so here's just the vote:

[X] Plan Clanless
-[X] Byako Wakatabi
-[X] Mei Ubonaga
-[X] Shota Koruzumi

Kirigakure doesn't have a Tailed Beast, so Torukane is not a Jinchuriki. The only village that has a Tailed Beast right now is Konohagakure.
[ ] Izumi Kanon: A clanless girl who is noted to be completely average on all fronts, be it in written or practical exams. What I had in mind was the protagonist with power of friendship type. Kinda like Naruto with Talk no Jutsu, but not to the same extent.

Now then, I want to see more votes, to know who you all want to pick and why.

She'd be a great diplomat or spy master, but Naruto's talk no Jutsu always involve beating the other guy over the head until he is too beat up to resist the Talk no Jutsu. As an average no-clanner I don't like her odds of getting to that point. We can help, certainly since we are a great combat jonin, but without something to give her an edge in combat it is highly unlikely she can talk no jutsu major and powerful characters.

I was thinking that a complete clanless team would be nice, but the Doi girl is too much potential not to be included; Byako and Shots seem like the best clanless (potentially-speaking), and so that'll fill our team. -- I think the load out is pretty good, too: two all-around good teammates (one taijutsu-specialist) and a fuinjutsu--specialist.

Alternatively, we could go full political and try to establish ourselves as "an excellent teacher, foremost" -
[O] Political schoolings

[X] Plan Pragmatic Team

The kid that Susumu actually likes, the clansman of the Mizukage for both political and information gathering reasons and because Susumu is a Water Release specialist, and the family member to make sure none of the other Jonin can gather information on Ice Release. Samuke wanting to be an espionage specialist also means there is an opportunity for Susumu to further his skills in that area.

[] Plan: Tempest 1
-[ ] Fuyumi Hinamori: A clanless girl from a merchant family who has been noted to be above average in both Genjutsu and with weapons. However, the notes also say that she is below average in Ninjutsu and Taijutsu, as well as having a kind and bubbly personality.

[X] Plan: Personalities and mostly generalist
-[X] Fuyumi Hinamori: A clanless girl from a merchant family who has been noted to be above average in both Genjutsu and with weapons. However, the notes also say that she is below average in Ninjutsu and Taijutsu, as well as having a kind and bubbly personality.

So not sure what all the plans where but I think either of these two for teams would be interesting.

For the first one amounts to how Miyu seems to be a good fit and I figure Fuyumi could act in a support role while also a hope her personality could help with Ruruka. Miyu could possibly fill a role of close-range, while Ruruka could maybe fill in what roles remain.

While with the second seems like the personalities of the 2 clanless could possibly help influence Ruruka or something...As for team formation, Beyond Fuyumi possibly specializing while the other two work with a general skill set. So a bit like one keeps opponents distracted while the other two move in and are able to handle things. Could perhaps even work as a means of persuading others due to personalities? Izumi and Fuyumi working to make friends for information or allies as well as the potential of people perhaps underestimating them based off of impressions caused from personalities. Also I suppose those who'd underestimate the clanless.

This is about what I'm thinking of at the moment.

I am leaning to a more balanced team rather than just picking genin that has our specialty mostly for the challenge. The holy trinity of gen, tai, and nin specialty with other utility skills here and there.
What do you think of my "plan for teaching" then?
I tried to make it very balanced, but with the inclusion of fuinjutsu.

This option is probably the most promising of the possible teams, although it promises us a lot of work. On the other hand, since when have we been stopped by difficult tasks that promise great results? Plus, the interactions are sure to be a lot of fun. I do like your team selection, too.

@Shark8 , to be honest, I don't think we would be a good teacher for Shota. We do not specialize in fuinjutsu, and during this period, most likely, the secrets of this art are kept very strictly. It will probably be difficult even for us to access this information, let alone provide it to a student who is not part of the Clan. He's probably better off trying his luck with another sensei.
When making a team, I, first of all, thought about what we can teach each of them, and not about whether each of the students is promising in itself. Although I would also like to have access to seals, eh.

We are Jonin level or above in everything.

We are Jonin level or above in everything. We may be better at Ninjutsu and Kenjutsu, but we are still better than most at the rest.
Probably, but maybe not; wrt seals, I seem to remember Orochimaru commenting "oh, so you've learned sealing." to Kakashi when Kakashi tried to seal/contain the "curse mark" he'd applied to Sasuke.
@Qudrim8054 -- We can assume that we have enough skill to teach these students, yes?

Excellent point, about not having the skills & knowledge for training him, but would he be an option for teaching if we didn't have at least the basics to teach him? The Kage just shot down the idea of training via deathmatch because we don't have enough ninja, so why would he waste talent/potential? -- OTOH, it would also be some PC-motivation to obtain said skills and giving us some goals to work towards.

Oh, of course, we can teach a lot to any student. I'm just saying that he probably won't be able to truly reveal his talent in our hands. Our level of understanding of this discipline is at the minimum level acceptable for our rank.
I guess the question becomes "what level is that in the current time-period?" -- the fourth hokage was a master of seals, but that's, what?, about a hundred years in the future from this point?
