To Serve Man : An ADVENT City Builder Quest

Voting is open
The main thing holding back Advent dominance is native resistance I'm pretty sure. Being good at building infrastructure doesn't help much of it gets blown up. I think infrastructure should be the weakness, we have people for that. Alien people who don't understand human needs, but still people.

Then we need to consider if we want to take a hard or soft approach to native resistance. Personally, I have a preference to making the world a better place, so I favour outreach over Security and PR.

[X] [Strength] You worked alongside Sectoids in the Outreach programs, visiting distant, isolated and often warry communities to bring medicine, aid and supplies, and negotiating with them for their collaboration in ADVENT's attempt to make the area safe for all.(Outreach)
[X] [Weakness] Wherever you were, you always had the backing of ADVENT's well prepared supply chain, and you never really worried about just what an effort it was to give you this much.(Infrastructure)
[X][Choice] There was a serious disaster, and though you did not emerge unscathed, you demonstrated your ability to act under pressure

Valuable street cred and the most non-quisling choice to keep down native disgust for our person

At present, native resistance is not that much of a problem. It's still a decade out from XCOM's reappearance, so what resistance does exist is completely de-organized and scattered. Rampant Lost and Chryssalid invasions compound this issue, because for as much as they are a problem for ADVENT, that goes triply so for the far less armed unaligned humans.

Well okay, infrastructure has its place then, but I think we are still better served by focusing on outreach and nipping much of the resistance's growth potential in the bud. Also, that's only 20 turns out so.

[X] [Weakness] Security protocol has always rankled you, with it's pointless restrictions and overblown theater. ADVENT has scanners, what more do they need.(Security)
[X][Choice] You always got along better with the aliens than everyone else, a special insight that was hard to replicate

[X] [Strength] You worked alongside with ADVENT peacekeepers, evacuating civilians out of the contaminated areas. The Lost are no joke, so you had to learn a lot about how to fight and security.(Security)
[X] [Weakness] Not everyone agrees with the plan, the weirdos. Some strange group got wind of your perfectly justified actions, misconstrued them, and started spreading their lies on the old networks.(Outreach)
[X][Choice] You had a friend who turned out to be a violent radical in disguise. You reported him, and the damage was avoided

[X] [Strength] You worked alongside a Muton construction team on the big railways that are to cross Europe. The mutons remain as inscrutable as their hides are thick, but their reluctance to interact with strangers did not prevent the appointment from teaching you a lot about infrastructure.(Infrastructure)

You spent the next day recovering, with a few more tests and check-ups during the day. With old world technology an operation like this could have killed you, and if it hadn't, you'd spend weeks in revalidation. Thanks to the wonders of modern medical technology you find yourself standing on the helipad the very next day, freezing in the early January cold. Your good jacket and boots help a lot, a lesson well learnt from your days in the Outreach program. The weather could be vicious out there, especially with the post-war climate disruptions, and the outer settlements seldom had a stable source of electrical, let along climate conditioning.

Unfortunately, you hadn't thought to bring a hat. In truth, you hadn't expected to need one, but then again no one had thought it worth mentioning that the doctor had planned to cut of all your hair. You agreed (one does want the surgeon to be comfortable when they're poking stuff into your brain), but you can't say you're not regretting it at least a little bit. The cold snow on your bare scalp had send you scampering back inside the first time you went out, and now you were stuck trying to look respectable in a brightly colored knit cap made for Sectoids. The hypo-allergenic synthetics it was made of were extraordinarily itchy, and the whole thing was the wrong shape for your skull.

You were pulling it from over your eyes for the seventh time that minute when your flight approaches. To your surprise, what approached was not a modern standard ADVENT dropship, but an old UFO from the Arrival Conflict. Small ships like it had been the first to explore Earth, and as you saw it slide impossibly and silently through the air, you imagined how it must have felt for the first humans to witness. The sheer wonder at a first contact with alien life, when everything was still fresh and untainted by the burden of war. The hull shields deactivated, revealing an Outsider autopilot reaching out it's hand to pull you aboard. You grasped the hand, an electric sensation coursing over your skin, and get pulled onboard. As the hull shield reactivates and the Outsider silently returns to it's post, you are left to make acquaintance with the rest of your team.

Vote by plan (Choose 1 for each department. Callirrhoe is a wildcard who can be placed in any given department, where she will always be a competent fit. Note that she isn't actually an omni-potent genius. Your choice here determines what she's been up to.).

Security :
[] Aurelius : Standing at attention in his Red and Gold armor, this veteran from the war was once part of Ethereals elite forces. The war is long over, but his experience will last. During the war, he was famous for commanding one of the most elite units, always being at the bleeding edge of the front, and always accomplishing the most dangerous mission despite the casualties involved.
[] Commander Turnbull: Ensconded fully in his sealed Purifier suit, Commander Turnbull boast recent experience in fighting Lost and Chimera on the European front. Like all other ADVENT soldiers, his training has provided him with an innate drive to protect the innocent, and eliminate threats Chryssalids and Lost that would endanger them.
[] Galia Gladwin : A human like you, Galia Gladwin was previously appointed to one of ADVENT's MEC development projects. Last you heard, the project had ran into some unspecified troubles and was suffering serious delays. Nevertheless, Dr Gladwin is a firm proponent of automated technologies and security systems.

Infrastructure
[] Isokrates : A recent transfer down-well from the Fleet, Isocrates has spent his time working on the construction of ADVENT starport facilities. Building things to code, to last and to the best technology possible is the only way to make progress.
[] Valentinus : An enigma, wrapped in a mystery, wrapped in a lifesupport suit because their very touch could burn you. That's the Andromedons, and until today you had never seen one. Most of them are relegated to ADVENT production facilities and other places that keep them away from regular human interaction.
[] Scarlett Oberto : Among humanity, there are those who accept the Ethereal's gift more radically than others. Scarlett Oberto has significant augmentations indicative of her desire to improve herself to serve the Ethereals better. She also has an impressive track record for her work in disaster recovery and primitive conditions.

Culture and Education
[] Demophon : Ah, the thin man. Tall, lanky, somewhat bad breadth. Your roommate once tried to convince you that they were directly related to her, but you didn't fall for it. As a veteran from the early days of the unification, Demophon has dealt with a wide variety of populations and situations, giving him a flexible view.
[] Theocritus: An old strain sectoid, a remarkable suprise. Theocritus is willing to explore Psi effects for their full potential, instead of remaining stuck with old educational methods.
[] Nikolaas Avenkamp : You remember this guy from TV. You're not sure if he was a broadcaster, sports journalist or quizmaster, but you're pretty sure you;ve seen him before.

Outreach :
[] Accursio : You remember him from your days in the Outreach project. He's an excellent negotiator, flexible when he needs to be, though with a definitive focus on bringing wayward humans into the fold. Unfortunately, you two did not get along.
[] Themis : Vipers were not ordinarily parts of the Outreach project, but you had worked with them on occassion. They were typically used in bloodhound and recon units, figuring out the exact locations of unregistered settlements and tracking down criminals and other dangerous types.
[] Roberto Smith : Another human, and a long standing member of European Administrative zone's logistics division. Though inexperienced in human outreach, he should greatly smooth over your interactions with other parts of the ADVENT apparatus.

Future Tech :
[] Eustathios : To your surprise, the Outsider pilot itself is part of your team. Modded for independent operation of it's ship, it is your advisor on all matters involving the alien tech. It's knowledge of Spacecraft and Unification Era Technology is unparrallleled.
[] Agent Huld : Purple psi energy crackles over Agent Huld's pristine white armor. Though her file contains only redacted information, her placement is highly recommended and her own psionic abilities are likely not inconsiderable.
[] Haris McInnes : Harris McInnes is an expert (and early adopter) of ADVENT biotech. His expertise in the genemodding clinics could be of great use, especially with ADVENT's promise to expand them to all humanity in the coming decades. To hear him say it, they have the capability of eliminating every major disease currently plagueing humanity.

Special :
[] Callirrhoe : It's your roommate, from the Academy, what a suprise. You know her test scores, she'll be an excellent fit. You wonder what she's been up to.

@10ebbor10 if we don't end up choosing Callirrhoe for any one category, do we still get her as an advisor or interact with her in some capacity? Just making sure here.

I might dig her up again if I need a character for some plotline or another, but for all practical intents and purposes you should consider a character that isn't chosen as not being there.

Right-o, then. Our weakness is Infrastructure, so clearly our snek buddy should shore us up in that regard.

This plan's pretty blatantly focused around giving us as many differing alien perspectives as possible (I'm pretty sure every one of these ones are aliens, judging by the names). I'd be equally okay with Theocritus for Culture, I just figure Demophon's wide variety of experiences will help with managing our populace more without resorting to mind control.

[X] Plan: Professor's Picks

Turnbull because I worry the veteran Aurelius might be a little stuck in the past, and Gladwin's previous project sounds like a skeleton in her closet. Isokrates because a high-minded type could maybe cover our Infrastructure weakness. Demophon for broad knowledge. Roberto for good relations. Huld because mystery!

A plan around around mitigating our weakness and taking advantage of our strength. We can afford to have the ADVENT smoother in outreach, and we can rely on our roommate most in infra.

Also it puts a viper in charge so maybe we'll see those vented roads!

Other than that, have to pick the Outsider, could not resist. Like Turnbull for prioritizing the rampant infestations. Thin Man for his flexibility, and because I don't want the sectoid who will totally be up his eyes in human experiments or the propagandist.

[X] Plan Transhumanism

I will vote for any plan that will give us the biotech guy because that is an area of science I rarely see explored in these quests.

I have added the world's worst map of the basic city area to the OP.

2025 Q1 : Enter City 22
Plan Alien Friends

Security:
Aurelius: Standing at attention in his Red and Gold armor, this veteran from the war was once part of Ethereals elite forces. The war is long over, but his experience will last. During the war, he was famous for commanding one of the most elite units, always being at the bleeding edge of the front, and always accomplishing the most dangerous mission despite the casualties involved.

Infrastructure:
Callirrhoe: It's your roommate, from the Academy, what a suprise. You know her test scores, she'll be an excellent fit. You wonder what she's been up to.

Culture and Education:
Demophon: Ah, the thin man. Tall, lanky, somewhat bad breadth. Your roommate once tried to convince you that they were directly related to her, but you didn't fall for it. As a veteran from the early days of the unification, Demophon has dealt with a wide variety of populations and situations, giving him a flexible view.

Outreach:
Accursio: You remember him from your days in the Outreach project. He's an excellent negotiator, flexible when he needs to be, though with a definitive focus on bringing wayward humans into the fold. Unfortunately, you two did not get along.

Future Tech:
Eustathios: To your surprise, the Outsider pilot itself is part of your team. Modded for independent operation of it's ship, it is your advisor on all matters involving the alien tech. It's knowledge of Spacecraft and Unification Era Technology is unparalleled.

As you headed towards the Command Deck of the small UFO, you start hearing the voices of the other councilors. "So" , one suspiciously familiar voice says ", what did you all do to get you send to sort out this mess."
"It can't be him", you think. But your new implant happily confirms that it is, indeed, him. It seems like not even advanced brain surgery is enough to get you away from the most intrusive asshole in existence, bane of your stay in the Outreach program, Accursio. Now, the cunning Sectoid is good, you'll give him that. He knows how to slide into someone's mind, to tamp down on those irrational feelings of distrust and xenophobia, to forge a soft yet simple sense of connection. Give him a day, and a settlement that would have shot at you the day before would at least let you talk. Another day more, and they'd invite you for dinner. If only he could follow through, instead of signing meaningless agreements that would fall apart soon because the issues were left unresolved.

From the inside of the room, you hear an angry snort. "If the Elders require of us that we serve, then we shall serve. If the task proves difficult, then it is only a greater opportunity and a greater crucible. And if we fail, should fail, then the Elders are better served without us". At a thought, your implant activates, a memory of the war intruding in your thought. You clamp down, directing it to tone down the visceral emotions of war and just give you the cold facts. A list of accomplishments a mile flashes across your eyes, nearly blinding you with martial achievement. You decide to leave the troublesome implant be for the moment, and enter the room for some good old regular conversation.

Seated in the small, cramped command center are 4 other people. Aurelius stands out immediately. Clad in his red and gold Elite power armor, the Muton towers over the rest of group. At first, you think ADVENT assigned another human to the mission, but the impeccable sense of dress and subtle smell of air, make clear that you're dealing with a Thin Man. Your implant suggests a name "Demophon", but hit it with a mental hammer before it pulls it's tricks again. The last person at the table, to your surprise, pull you in for a hug.

"Hi, Bismark" your friend and Academy partner says ."The hat suits you."
"It really doesn't. " you answer, "but the doctor gave me your haircut. ... I didn't know you were going into the Citycenter program.? Thought you wanted to go work in the Equatorial shipyards."
"Oh I did. But all they do these days is dismantling old vessels, so when the opportunity came, I came up here. At least here we get something new."

"Where's our fifth member, anyhow?" you ask. You spotted Accursio skulking in the corner of the room earlier (Sectoids were taught that others relied on body language rather than psionics in the academy, but some were just assholes and insisted on talking from behind your back), but your Tech specialist was still nowhere to be seen. As you ask the question, one of the crystals in the nearby wall crackles with energy and the body of the autopilot materializes out of thin air. "At your service, Administrator", it says. In the distance of your mind, you swear you can sense Accursio's stupid smirk.

Anyway, you say, let's get down to business.

ADVENT NEWS SERVICE HEADLINES :
- Tomorrow, Food will be distributed to Tranche 3. All residents with a registration number ending between 0 and 3 are directed to head the distribution center to pick up their rations. We remind all citizens to bring proper registration numbers. Claiming supplies without authorization is a crime against all of us.
- If you are in need of assistance, housing or food, register at the bureau in district 0. Feel free to ask Advent personnel for directions
- ADVENT forces report the successful eradication of another Chryssalid nest. Nonetheless, the alert level remains at 3. No citizens are to leave city perimeter limits without prior authorization.
- GLOBAL NEWS : With 10 years of Unification coming upon us, the world has never been so peaceful as now.

Site Security Representative

Aurelius took a significant step down the ranks to go from the commander of an Elite unit, to the mere security representative of a civilian board. With the demobilization of many of ADVENT's older assets, it was his only option to stay in the service. Aurelius has little good to say about the state of Security of City 22. It's forces are overstretched, and the perimeter leaks like a sieve. Contraband is entering the city in large quantities, and people are leaving and entering frequently, despite official restrictions . With the tenth anniversary of Unification Day coming up, and the formal founding of City 22, security is of utmost importance.
. (2 actions)

[]Recruitment(New Forces)
Aurelius proposes to contact Advent HQ to commission the recruitment of additional security forces for City 22. The forces will be green and lightly armed, but they will be made out of predictable ADVENT units fitting in ADVENT's designed paradigms.
Cost : 100 Credits
Time : 1 turn
Complexity : 2

[]Recruitment(Decommissioning)
Alternatively, Aurelius could call upon his old contacts within the administration and try to get several to-be-decommissioned units reassigned to the city. This will result in an ecletic bunch of non-standardized units with heavier gear, but which a veteran like Aurelius will now how to use.
Cost : 100 Credits
Time : 1 turn
Complexity : 3

[]Perimeter Patrols
People are constantly leaving and entering the city, without even the slightest attempt at checking who goes where and with what justifications. Stepping up patrols will demand more of our scant forces, but should be able to crack down upon smuggling operations.
Cost : 50 Credits
Time : 1 turn
Complexity : 2

[] District 2 Crackdown
District 2 is home to considerable illegal activity, ranging from the presence of unregistered humans to the far more serious crimes such as smuggling and black marketeering. Though so far we have no information on weapons or subversive material being sold in the black market, we also lack the ability to detect such activity if it did happen. Send in the security forces to raid the market and restore order to the city/
Cost : 75 Credits
Time : 1 turn
Complexity : 3

[] Training Expeditions :
A Chryssallid nest has been spotted near the city. While not an immediate danger, it offers an opportunity for a life exercise for our forces. The risk is considerable, but it'll be one less worry to deal with.
Cost : 200 Credits
Time : 1 turn
Complexity : 4

[] Security Base
Currently, our security forces do not have a dedicated base of operation. Expanding their compound in district 0 into a permanent facility is needed should we desire more effective military options.

Infrastructure Liason
Callirrhoe has a number proposals for you. City 22is due for official opening on Unification Day, a ceremony which will require a presentable city. However, at present most of the city is still in shambles, and recovery will take a while. Callirrhoe has focused plans on 3 immediate priorities : Assembling the administration infrastructure in Distrinct 0, constructing housing for Alien Specialists in District 3, and commencing industrial development in District 4. Should we have excess funds, she has also provided solutions for City 22 housing and food problems.

[] Administration One : District 0
Working out of temporary facilities is hardly a prestigious or effective thing. Ensure that proper permanent administration buildings are completed by Unification day.
Cost : 500 credits
Time : 1 turns
Complexity : 2

[] Integrated Housing : District 0
Though ADVENT standard prefers to house each species in adapted housing, the academy proves that integrated housing is possible, perhaps even desirable. Building integrated housing within District 0 allows you to provide the future employees of your administration with housing close to their workplace and coworkers.
Cost : 400 credits
Time : 1 turns
Complexity : 4

[] Alien Housing : District 3
The standard ADVENT housing block comes in a number of variations for each alien species. Suited to each species needs, these blocks can be buildly rapidly and precisely where needed. The initial phases of this project will provide ample capacity to house workers for future admin and industry projects.
Cost : 600 credits
Time : 1 turns
Complexity : 4

[] Alloy Forge : District 4
Advanced alloys are part of nearly all modern construction. Having our own production facilities for these systems will benefit the city in the long run, though intial production might be handicapped with limited raw material supply and lack of capable workforce.
Cost : 600 credits
Time : 1 turns
Complexity : 2

[] Mass Housing : District 4
The skyscrapers of District 4 are still intact, though no longer habitable. Rehabilitating the skyscrapers and converting them to modern habitation units should allow us to house a considerable number of unhoused citizens, reducing problems in District 3 and 2.
Cost : 300
Time : 1 Turn
Complexity : 3

[] Agricultural Renewal : District 6
District 6 produced a small but limited amount of food. Resolving City 22's dependence on emergency food imports will require increasing production, The provision of advanced farming materials should be completed when possible.
Cost : 100
Time : 1 Turn
Complexity : 3

Culture and Education Co-ordinator
Demophon is a bit of a mystery to you. Or perhaps that's just the way all thin Men are. Nonetheless, he has provided a collection of documents and proposed plans to help stabilize the city.

[] I am your Leader
A formal announcement of the creation of City 22 will follow on Unification day, but that doesn't mean you can't do a show. Formally estabilish and introduce the council to the general population, creating order in the chaos of different administrations that has so far controlled the city.
Cost : 10
Time : 1 Turn
Complexity : 3

[] Unification day preparations
Formally prepare for Unification day, portraying the city in the best possible light. This means going above and beyond regular preparations, which given that this is a decennial celebration might be warranted.
Cost : 20
Time : 1 Turn
Complexity : 3

[] Public Broadcasts
Though Advent 1 is provided as a free channel, it fails to reach the general population due to lacking infrastructure. By providing additional screens, mobile projection booths and speakers we can ensure 24/7 communication capability.
Cost : 40
Time : 1 Turn
Complexity : 2

[] Local Broadcasts
Currently we recieve our broadcasts centrally, from Advent 1. A locally optimized broadcasting solution requires the construction of additional infrastructure, but would allow for new messaging.
Cost : 200
Time : 1 Turn
Complexity : 3

[] Ear on the street
In order to inform, one must first know. Demophon knows a fair bit about infiltration, and can develop a primitive organisation to oversee what goes on within the city.
Cost : 20
Time : 1 Turn
Complexity : 5

Outreach Liason
Accursio is your connection to the outside. You don't like him, he doesn't like you, but you are his superior and he is loyal to ADVENT, you can work with that.
[X] Accursio: You remember him from your days in the Outreach project. He's an excellent negotiator, flexible when he needs to be, though with a definitive focus on bringing wayward humans into the fold. Unfortunately, you two did not get along.(2 actions)

[] Increase food imports : ADVENT
City 22 faces a significant food shortage. While supplies are adequate for now, any disruption may cause unrest. Ensure that food is supplied for everyone by importing additional food supplies.
Cost : 100
Time : 1 Turn
Complexity : 2

[] Contact outlying settlements
City 22 faces a significant food shortage. While supplies are adequate for now, any disruption may cause unrest. Ensure that food is supplied for everyone by increasing contributions from the countryside.
Cost : 50
Time : 1 Turn
Complexity : 4

[] Manage food distribution
Food distribution is always a place where temper can raise high, especially when people are hungry. Accursio offers to keep an eye on the crowd and keep them calm.
Cost : 20
Time : 1 Turn
Complexity : 4

[] Request additional budget
The City's development project is ambitious, but you clearly do not have sufficient resources to execute it. Request additional funding.
Cost : 100
Time : 1 Turn
Complexity : 2

[] Investigate countryside settlements
The countryside is wide and your connections are limited. See who's out there.
Cost : 10
Time : 1 Turn
Complexity : 5

ADVENT Tech Integration
The Outsider pilot stands ready to execute a variety of solutions. Given your current lack of adequate facilities or support personnel, it's ability to aid is limited. (2 actions)

[] Acquire Elerium Reactor (Decommissioning)
With several invasion era battleships being scrapped for parts in the coming months, a significant amount of aging but still functional elerium power sources are available. See if you can acquire one to serve as a powersource for the city in the future.
Cost : 250
Time : 1 Turn
Complexity : 4

[] Prep Modified Crops
City 22 faces a consistent food shortage. A project can be started to explore more advanced food sources.
Cost : 100
Time : 4 Turns
Complexity : 2

[] District 8 : Reclaim airport facility
The airport in District 8 stands abandonned. Turning it into a spaceport will be an expensive affair, but can be done.
Cost : 400
Time : 2 Turn
Complexity : 5

[] Prep Integrated Networks
Eustathios was originally intended as a pilot and operating system for a UFO. Modifying the cities electrical and data infrastructure to co-operate with his systems and those of other ADVENT constructs could have promising results.
Cost : 100
Time : 4 Turns
Complexity : 2

Personal Actions (2 actions)
You're feeling well. No stress, new job, but your friends are there and you have the opportunity to serve Advent. What more could you want?

[ ] The implant
Take some time to familiarize yourself with the implant.

[ ] Meet :[ Insert council member]
Try to open up closer relations by talking to one of your council members. Depending on who this is, this can be stressfull or relaxing.

[] Relax
Just no stress, relax.

[ ] Rush Project
Effect : Halves turns, doubles complexity

[ ] Oversee project
Effect : You will absorb (skill/3 failures) on the chosen project

I hope this doesn't contain any egregious errors. It's late, so I'll check and answer questions in the morning.

This means that executing this action will cost you 50 credits (a single, basic resource), take up 1 turn, and will roll 2 d20.
If the d20 roll is lower than your skill, then there's no problem. If the roll exceeds your skill, then a complication turns up.
So keeping this concept of complexity in mind, I'm thinking we take a bunch of 1 and 2 actions to keep this first turn simple.

edit: After a second look, I can now see there are no complexity 1 tasks as everything is in the range of 2-4.
Edit2: Made a plan of sorts.

This plan should get most of our basic infrastructure built and gets more food imported until we increase local production. I have us talking with Accursio too find out how he will correct failures.
