While nominally you are independent of each other, a closer working relationship would truly help everyone involved. It would be a good start to pitch the idea of joint patrols to them, but you don't have functional knowledge of how to cover the mountains! You wouldn't want to put this forward without fixing that! So...from recent canon revelations. I think it may be a good idea to analyze some of the Student Leaders we may be facing.

And how they may deal with Great War issues. This is just my rambling thoughts though. May not cover them all.

Cardin
So right off the bat, we know he is an immediate ally. Considering slavery and heavy racism against Faunas in this era. It is a very good thing, that he was placed in Vale, considering Mistral could have darkened what beliefs he had, or does still possess.

Luckily, this is Post-Forever Fall humbling. We also know, that he had enough loyalty to stay behind to fight for Vale, during Beacon's Fall.

Coco
She was born in Vale, and, attended Pharos Academy, a Combat School, alongside Velvet. Aka they are childhood friends. So if the locations aren't random, the pick would be obvious. If Mistral was rolled for, however, I can't see her being a true believer in Mistral's Regime.

Especially considering her history. A character flaw, that could be exploited against her, however, based on the books and interviews at least, is that she believes she is close to perfect. That she is demanding on her team, and judgmental. Even if she does care about them.

Traits that could lead to her either resisting Mistral adaption, then dying, or leading to rough Vale leadership.

Cinder
Right...the reason for starting this post. Cinder's backstory has recently been revealed, and while its contents are not completely unexpected. It does give us a chance to question, which side would fit her the best, so to speak.

On one hand, one would think that Mistral and its slavery would hit all the wrong buttons, considering her traumatic upbringing.

On the other hand, she is pretty deep into rationalizing her mindset. So she could very easily delve even deeper.

It's also kind of interesting to note her relationship with Emerald and Mercury. Does she treat them like that, because she is a bad boss, and could give little care about them, like we originally assumed? Or because she is a bad boss...and she genuinely can't see any other way to treat them.

Ruby & Sun
I...don't think I need to explain, why neither would thrive in Mistral.

Sun: In a perfect world, he'd probably be the leader of a more standard Settlement, that can temper his self of responsibility.

Ruby: The same could work for Ruby, though she'd probably prefer placing herself in a more combat heavy zone.

Flynt, Nebula, and Aslan
It's hard to figure out where they'd lie. On one hand, they all probably possess the modern remnant standard that Slavery is Wrong. And that Mistral + Atlas was on the wrong side of the war.

Flynt: However, he is from Atlas, so some level of loyalty to Mistral as a result of its alliance to his home country could perhaps work? He doesn't seem to be the It's My Country, Right or Wrong type though.

Nebula: She is from Vacuo, an ally of Vale during the Great War. But she isn't the best person, as shown in the books. From letting children be used as Grimm bait to running away from the Fall of Vale. And in general tormenting the students of Haven + Beacon.

Arslan: Much like Nebula, she is from Vacuo, ally of Vale. Unlike Nebula, she is a pretty good person. She stayed behind to fight for Vale furthering Beacon's fall. And she was, not okay with the idea of using children as Grimm bait.
