The Imperium is a mess because it cannot allow itself to admit weakness for even a second. That it was engineered from the ground up to be an artifact of strength, that suffering is a sign of virtue in itself to justify the impossible demands it places on the shoulders of each and every citizen.
It can't afford to be seen as weak, because to be weak is to be human instead of an all-conquering colossus astride the cosmos. When people go mad in the Imperium, it's always--in every incident, exerted in a fit of violence or a show of strength in the face of utmost despair. Because it's better to be a monster and a traitor than it is to be weak.
But there is power in weakness, a fundamental humanity that the Imperium denies. Because it is human nature to help their neighbours and their tribe. One who is strong needs no aid, and one who appears strong will be left alone as people see to their own affairs and businesses.
But it is the Weak who bring forth sympathy, who can gather forth the power of mankind to lift them back onto their feet. This is why the Imperium seeks to annihilate even the very appearance of weakness--because in doing so, they ensure the people do not sympathize with one another and allow the suffering to occur uncontested. The Chaos Gods seek to subvert this, by playing on that very fear of being weak to offer a different kind of strength. Because it's better to be a monster than it is to need help.
It's okay to need help, and it's okay to give that help. The Imperium fails because it fears weakness too much that it would rather cut off an arm than admit it.
