The Imperium is a mess because it cannot allow itself to admit weakness for even a second. That it was engineered from the ground up to be an artifact of strength, that suffering is a sign of virtue in itself to justify the impossible demands it places on the shoulders of each and every citizen.

It can't afford to be seen as weak, because to be weak is to be human instead of an all-conquering colossus astride the cosmos. When people go mad in the Imperium, it's always--in every incident, exerted in a fit of violence or a show of strength in the face of utmost despair. Because it's better to be a monster and a traitor than it is to be weak.

But there is power in weakness, a fundamental humanity that the Imperium denies. Because it is human nature to help their neighbours and their tribe. One who is strong needs no aid, and one who appears strong will be left alone as people see to their own affairs and businesses.

But it is the Weak who bring forth sympathy, who can gather forth the power of mankind to lift them back onto their feet. This is why the Imperium seeks to annihilate even the very appearance of weakness--because in doing so, they ensure the people do not sympathize with one another and allow the suffering to occur uncontested. The Chaos Gods seek to subvert this, by playing on that very fear of being weak to offer a different kind of strength. Because it's better to be a monster than it is to need help.

It's okay to need help, and it's okay to give that help. The Imperium fails because it fears weakness too much that it would rather cut off an arm than admit it.

So let's go open Pandora's Box and see what happens?

The darkness would validate his anger as legitimate. It would numb his pain. It would relieve his stress. It would give him hope. But it would also consume him. The passions that drove him to help his fellows would grow out of control, would make him lose sight of that which was important. Anger, numbness, pleasure, and hope would all become the purpose rather than tools.

Earlier we had the strength to deny the Ruinous Powers and reject the visions which they tempted us with. Even more then Heretical I'm worried that if we pick Weak we will be succumbing now to them out of a desire to save the people around us.

I had originally thought to vote weakness with the Christian concept of 'Meek' in mind. But damn if you don't validate the Imperium's fear of weakness with that post.
 
No, I'm pretty sure we're picking the specific form of the firebrand we're going to throw out that kickstarts a spiralling riot. The point of that--I think--was to go "No, this isn't a popular uprising that was masterminded by Chaos and thus you're bad guys for rebelling against absolute tyranny."

The question is 'Which fundamental pillar of the Imperium's social structure are we going to hit with a hammer'

Its reliance on people knowing better than to put their lives at risk by being noncompliant and thus getting hit by the absolute monopoly of force?
The spiritual control mechanism that says 'Suffering is virtuous, as long as you bear it with stoic resilience you will not be eaten by daemons when you die'
Or the hypermachismo that says "We must be strong and ruthless at all times even against our own humanity because otherwise we'll lose"

The Imperium functions on three pillars.

One is the monopoly of force. "Suffer as you must because we'll kill you if you don't" (Stupid)
One of the monopoly on faith "Suffer as you must because God won't protect you unless you do" (Heretical)
Or the monopoly on culture "Suffer as you must because that makes you strong and worthy" (Weak)

We're picking which of these is going to be the core of a popular revolt. It would defeat the purpose of the story for "But two of these options makes you a literal monster anyway so who cares"
