Locationwise, we want somewhere obscenely isolated and dangerous where people can't find us, or at least fight us effectively.
NA is the most difficult option (Cauldron & PRT), followed by East Asia (CUI) and Europe (Gesselschaft). Then South America (villainous cartels rule, heroes are illegal vigilantes by default) and Africa (land of eternal war and shifting borders).
Australia is nearly as stable as NA until Ziz hits Canberra I think, island isolationist is to their advantage.
Switzerland is isolated as an insane death zone, Ziz has days to set it up.
Alternately, Antarctica - basicly nothing there, free expansion and it'd be up to Dragons satellites to notice us, but few resources.

Depend on what we can do with tinkertech do develop dimensional capability. Probably have to work with Dragon and other tinkers to significantly upgrade ourself.
Planing, develop tunneling and stealth to stay out of public, be as green and recyclable as possible to reduce noticeable ecological impact. Tunnel underground and develop aquatic units to spread across and under the ocean floor into the other continents, especially Antarctica.
Eventually, get a space program for moon base.
Develop socialized infiltrators to act public as heroes and rogues, subtly as villians like Numberman to direct events.
Have a super dangerous villain/vigilante identity to to be a looming threat over any villians who got too uppity.
