Envoy, for example, could mean a diplomat that treats with alien species on behalf of the Imperium
As in purging them or actual diplomacy? There is a common misconception that Imperium kills any xeno race that it sees and it is often reflected in WH40k quests.

Any Xenos race that isn't a threat to the Imperium is usually ignored unless there is literally nothing else to do. I think that in of the books, it was mentioned non-aligned Xenos races were pissed off with the Tau because they were drawing massive Imperial attention to that corner of space.
Rogue Traders are given a license to treat with Xenos, Inquisitors can do as they please and other high ranking Imperial officials could treat with lesser/minor races.

Governors can make deals with Xenos if it's necessary but could face scrutiny if someone complains that it's against Imperial interests.

Imperial culture might revolve around the alien being one of the big and all that, and they do end up getting exterminated from time to time. But the Imperium understands politics. It's not always in the interests of the Sentatorum, or always beneficial to the Imperium at large, to wage war on, or exterminate, Xenos all of the time.

Okay, I got lost while I wanted to ask my question. Is this going to reflect on the quest or not? Or you're going to stick to normal purge-all Xenos Imperium? I don't mind, either way, to be honest. Both are fun and have their own way to build an interesting story. Its just a question that was drawn by curiosity.

It's easy to look to the Astartes as heroes and saviors. It's easy to overlook those who rebuild the hab-blocks in their wake. And the Firebrand tackles these issues as well, as Swordo pointed out.

For the purposes of this Quest, the Imperium's official policy is that the galaxy belongs to mankind and aliens are to be exterminated as threats to that manifest destiny. It is also policy that priorities are a thing and it does not serve humanity to waste resources fighting unnecessary wars when there are so many other things that need attending to.

Hence, Imperial Diplomats are a thing that exist, and can be permitted to interact peacefully with the xenos where necessary.

Of course the Imperium is also a collection of, let's be generous, genocidal fascists with a theological streak, so the phrase 'unnecessary wars' has a lot of wiggle room.

To be fair, everyone is Genocidal in 40k, except Chaos, but they are even worse in many ways, Humanity being Genocidal toward Aliens is very much a reciprocated thing. (Usually they actually do worse thing though, like mind control)

An oft-repeated claim but, alas, not a factually accurate one. The Imperium pursues xenocide with a kind of murderous hatred that very few other factions muster. The Necrons are more willing to permit the survival and independence of other species than the Imperium is.

There are reasons for that hate, and I genuinely rather enjoy the Imperium as a faction and a setting element, but it loses something if you start believing that it's not all that bad, really.

I don't want to support the status quo of the Imperium, either in lip service early on or earnestly. Further, narrowly focused perspectives help drive home the scope of the setting. 40k is best when it's a story about a guardsman or a ganger, not a general or a lord.

Sure! And to me, is a pretty good argument for the Rebel. Maybe a former Planetary Governor who recently acquired the post and then realised just how FUBAR the incentives are (take note, peeps, that's Maugan's perspective I'm linking to, that's the mind that's running this quest) and lead a successful rebellion. Just... So long as I don't have to spend many updates serving the Imperium.
