No wait, since they think she's being Mastered by the Simurgh, she's going to be locked up by the PRT, so we need to kidnap her and free her. Or let Archer do it.

I'm not sure where she is (and I doubt she is either) but if Missy is still in Canberra, that's half an Earth away from where everyone else is. For a Holy Grail War, that's not good if we're trying to promote fights between the Servants.
 
guys! the last time we let simurgh do anything involving this war, we had our head blown up, and we ended up interrogated by contessa. moreover, getting involved would not be more partial than we'e already been, as outside manipulations are not part of the war.
